This is Amendment 0013 to RFP N62742-25-R-1319 for the FY21 MCON Project P-649 Guam Joint Communications Upgrade at Marine Corps Base Camp Blaz, Guam. The amendment makes multiple technical revisions including: updating the small business subcontracting plan template, adding three new plumbing drawings (PP601A, PP602A, PP603A), revising 29 existing drawings related to wall sections, floor plans, elevations and details, and modifying several specifications sections including changes to miscellaneous metal fabrications (05 50 13), steel doors and frames (08 11 13), wood doors (08 14 00), and folding doors (08 35 13).
The changes primarily involve modifications to technical requirements for doors, frames, hardware, finishes and related components. Key updates include adding stainless steel material specifications, revising finish requirements from factory to field painting for wood doors, removing requirements for folding door field painted finish, modifying ceramic tile installation methods, and adding a new specification section for cathodic protection of steel water tanks. The amendment also includes the complete updated Small Business Subcontracting Plan template that contractors must complete to detail their proposed small business participation.
