About this file

This file contains Pre-Proposal Questions & Answers (Notice No. 15) for RFP N62742-25-R-1319 regarding the FY21 MCON Project P-649 Guam Joint Communications Upgrade at Marine Corps Base Camp Blaz. The document is dated January 24, 2025.

The Q&A addresses various technical clarifications including ceiling finishes, waterproofing requirements, reinforcement details, and specifications for items like spray-on insulation, stair railings, and chain link fencing. Key responses indicate that R-38 spray-on insulation with intumescent coating will be added in forthcoming amendments for warehouse ceilings, archaeological monitoring is required for certain portions of the Area of Potential Effects (APE), and the project duration will not be extended despite contractor concerns about permit timelines. Several questions regarding security requirements, CUI materials, and contractor security plans are marked as "Response deferred." The document also addresses multiple requests for bid deadline extensions, referring contractors to Amendment 0009, and clarifies that as a Design-Bid-Build project, alternative construction methods can only be considered post-award through the Value Engineering Change Proposal process.

193. Notice 12 Q/A #99 and #102; Contractor Security Plan; The answers in Notice 12 (CUI) to Q/A #99 and #102 offer little guidance as to where to find the CSP requirements in the RFP documents. As stated in the answer, the CSP is a living document. Without being provided the CSP during the bid phase:

1. The Offerors will not be able to include the same scope (apples to apples) in the proposals to the Government. This creates a situation where one Offeror can misinterpret the requirements and underbid the rest of the field, leading to bid protest, and delaying contract completion.

2. There is no baseline for recourse for the Offeror (or Government) if the CSP requirements change between bidding period and contract execution.

Please provide the CSP.

ANSWER: Response deferred.

194. Spec Section 01 14 00 para 1.7.12.a; Secure Storage Area; Please provide information to the requirements for the following regarding the Secure Storage Area.

ANSWER: Will revise to see Sheets A-552, A-553 & A-554 in a forthcoming amendment.

205. Notice 8 Q/A #127; Drawing Details included in CUI Documents Pertaining to Items Located Outside the Secured Use Space; The government decision not to separate the Volume 2 CUI drawing details that equally apply to products and/or services that appear in the special use space and the non-controlled “regular” area has stymied progress on development of the price proposal.

A sizable percentage of the supply sources seem reluctant to engaging in the process needed to meet the CUI document distribution guidelines required by the Federal Government as a precursor to providing rates & prices.

Is it an oversimplification to ask the government to de-scope architectural items such as the door schedule and casework details in non-CUI format to regain momentum in pricing the non-controlled “regular” areas?

RFP N62742-25-R-1319

ANSWER: Response deferred.

RFP N62742-25-R-1319

256. Specification section 01 57 19 para 1.7.8 REGULATORY NOTIFICATION AND PERMITS states that “Some Permits require up to 180 days to obtain.” The Guam EPA (GEPA) approval for the Clearing/Grubbing/Grading/Stockpiling (CGGS) permit is currently taking up to 5 to 6 months for the recently awarded projects, which is significantly longer than past Projects’ timeline for approval. Without the CGGS permit the contractors are not allowed to start any kind of construction activities on-site. The RFP also states that “The Government may exercise Option Items 1-3 (CLINs: 0003, 0005, and 0007) at the time of award or by written notice to the Contractor within 365 calendar days of contract award.

Exercising Option Items 1-3 within 365 calendar days of award will not extend the period of performance.” The contractor cannot proceed with submitting the GEPA permit application for Options 1-3 until the options are awarded, and it will take another 5 to 6 months of duration to obtain the CGGS permit for those options. Thus, please confirm if the contractors are required to allocate 180 days each for CGGS permit in the construction/baseline schedule for the base contract and the options. If it’s required, requesting to extend the project duration 240 calendar days, from 1255 days to 1495 days. Please confirm this is acceptable.

ANSWER: Project duration will not be extended. Plan to obtain the CGGS permits for Base and Options at one time to negate any issue with when the Options are awarded.

257. Per specification section 01 57 19 para 3.4.1 Archaeological Resources, “There are no known archaeological resources within the work area that require protection or mitigation.”

ANSWER: Based on the correspondence found in the Sec 106 consultation for the P-649 Record of CATEX (RCE), archaeological monitoring is required for the yellow-shaded portions of the Area of Potential Effects (APE) found on pages 42-58 of Enclosure 2: Administrative Record.

Forthcoming amendment will revise specs to include archaeological monitoring is required.

258. Proposal due date of Tuesday, January 28, 2025 @ 2:00 pm HST., Considering the complexity, logistical challenges and the time needed to verify existing site conditions along the new duct lines, we respectfully request a two-week extension. This additional time will allow all bidders and their teams to prepare competitive pricing, ultimately supporting the project in staying within budget.

RFP N62742-25-R-1319

ANSWER: See Amendment 0009.

259. CLIN No. 0007AC : OPTION ITEM NO. 3 – OSP Fiber Line SONET Ring (Over- Excavation and Replacement of Unsatisfactory or Unstable Material): Qty 3,830 CY,

(a) Please confirm that the aforementioned CLIN No. 0007AC applies only to the two cases described in Keyed Note No. 1 on Sheet ET301, which states:

“IF EXPANSIVE MATERIAL, UNSATISFACTORY MATERIAL, OR UNSTABLE

MATERIAL IS ENCOUNTERED AT THE BOTTOM OF THE TRENCH, OVER

EXCAVATE BELOW THE BOTTOM OF TRENCH AND REPLACE THE OVER

EXCAVATED MATERIAL WITH COMPACTED SELECT GRANULAR FILL, OR

CRUSHED ROCK WRAPPED IN NON-WOVEN GEOTEXTILE FABRIC, OR WITH CLSM

ACCORDING TO SPECIFICATION SECTION 31 23 00.00 20 EXCAVATION AND FILL.

WHERE THE TRENCH OR EXCAVATION BOTTOM IS WITHIN 2 FEET OF THE WATER

TABLE OR PERCHED WATER, OVER EXCAVATE ACCORDING TO SPECIFICATION

SECTION 31 23 00.00 20 EXCAVATION AND FILL”

(b) Please confirm that the base scope of work for all CLINs does not include over-excavation and fill. In other words, the bottom of the excavation should be figured to the bottom of the concrete duct line in all trenches. If either of the two scenarios described in Keyed Note No. 1 on Sheet ET301 occurs, CLIN No. 0007AC will apply to compensate the contractor for the additional costs associated with such unforeseen over-excavation conditions.

ANSWER: Response deferred.

260. CLIN No. 0007AE : OPTION ITEM NO. 3 – OSP Fiber Line SONET Ring (Excavation and Replacement of Rock): Qty 17,923 CY,

(a) Please confirm that the aforementioned CLIN No. 0007AE applies only if rock is encountered at the bottom of the excavation, necessitating over-excavation for rock removal, followed by backfilling with granular material to bring the excavation up to the designed bottom of ductline grades.

(b) Please confirm that the base scope of work for all CLINs excludes over-excavation and fill resulting from encountering rock, and that only CLIN No. 0007AE covers the costs associated with rock excavation.

261. Geotechnical Data / Sub-surface conditions along the OSP Fiber Route.,

(a) Sheets C002, C003, C004, and C005 depict the soil conditions along the approximately 20-mile duct line alignment based on published geographic maps and as described in Table 1. Due to the extensive length of the duct line, it is critical to provide more detailed geotechnical information regarding subsurface soil conditions. At a minimum, boring logs are necessary to allow all bidders to fairly price such a large volume of trench excavation and maintain a level bidding environment. Without this information:

(1) Contractors who have previously worked along the alignment may have more knowledge of the soil conditions than those who have not, potentially leading to a pricing advantage or disadvantage.

(2) Bidders may make different assumptions, meaning they could price trench excavation and backfill based on differing assumptions, resulting in varying scopes of work.

(3) There is a risk to the government that all bidders may make overly conservative assumptions, leading to significantly inflated price proposals.

Please review this critical matter and provide, at a minimum, boring logs along the OSP Fiber Route so that all bidders can classify and quantify trench excavation, enabling them to price comparable scope fairly and avoid making unfavorable assumptions for both the government and contractors.

(b) Since it is not feasible to quantify rock excavation based on the limited geotechnical information provided, please confirm that if rock or hard digging is encountered, it will be treated as a differing site condition, and the contractor will be compensated using the unit rate specified in CLIN No. 0007AE.

ANSWER: Response deferred.

262. Specification section 26 33 53, Specification call for 15 minutes and 125% oversize (just an EOL calc), but they state full UPS KW load at .9 pf at initial startup. With us proposing a UPS at a unity power factor, that would be a decrease in expected run time.

• If we propose a UPS that is based on a unity power factor, should we calculate the battery run time based on the UPS having .9pf per specification (this will result in a decrease in expected run time)?

• If not, what runtime is requested based on the UPS having a unity power factor?

ANSWER: Regardless of power factor, UPS system must meet minimum of 15min of runtime.

263. We kindly request an additional three (3)-week extension to the bid submission deadline of February 4, 2025. While we appreciate the one-week extension already granted, the unique scope of work for P-649, including CUI-related requirements, requires more time to ensure a thorough and competitive proposal.

1. Per the latest version of MDACS that we could find, dated September 2017, the only mention regarding AR-8000 is in section G2010 Roadways and G2020 Parking Lots. These references are for Asphalt Cement Binder, not Prime and Tack Coat. Please advise where in MDACS Prime and Tack Coat is specified to be AR-8000.

2. Spec. section 32 12 13 Prime Coat para 2.1.1 states “Provide viscosity grade asphalt conforming to ASTM D3381/D3381M AR 8000. Asphalt can be diluted up to 1 part water to 1 part asphalt for prime coat use.” This is not feasible as the asphalt would be at 300 degrees Fahrenheit.

3. For the OSP Duct bank Bid Option 3 – GovGuam does not allow the use of viscosity grade asphalt as primer on their roadways.

We again ask: Please allow the use of Emulsified Asphalt primer, CSS-1h, conforming to ASTM D2397, to be used for Prime and Tack Coat, as this product is used on every other NAVFAC project and GovGuam project, and revise spec. section to match. Please advise.
