Notice No. 11 20 May 2024

PRE-PROPOSAL QUESTIONS & ANSWERS

RFP N62742-24-R-1308

FY23 MCON P-923 AIRCRAFT PARKING APRON, FY25 MCON P-941 MAINTENANCE

SUPPORT FACILITY, AND FY25 MCON P-949 AIRCRAFT MAINTENANCE HANGAR,

ROYAL AUSTRALIAN AIR FORCE BASE, DARWIN, AUSTRALIA

NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.

REVISED RESPONSES FROM NOTICE NO. 4 DATED 15 APRIL 2024

203. P941 - Finishes Specification - Dwg AA151 - AA154 - Enlarged Reflected Ceiling Plan - Discrepancy of INSM between reflected ceiling plan and Finishes Specification. INSM only allow to Room023, 034-037 & 041-042 on RCP. INSM measurement refer to Finishes specification (underside of RF01 &RF02). Please clarify?

REVISED ANSWER: INSM is required to the full extent of roof RF01.

Rooms 023, 034-37, 039, & 041 are identified to have INSM because they are open up to the RF01 roof level, so the 'ceiling' is the underside of RF01 where INSM is present. Other areas where a lower ceiling is provided (ACT, plasterboard, etc.) does not show INSM because the lower ceiling does not have INSM visible, however the INSM is still required to underside of roof RF01 above.

Refer to Amendment No. 0003 updates – provided clarification on roof drawings:

P941 AA103, AA161, AA162, AB161 and P949 AA105, AA161, AA162, AA163, AA164, AB161 - general notes added stating that INSM (safety mesh) to be installed to full extent of

RF01.

Refer to forthcoming Amendment – additional clarification on reflected ceiling plans:

P941 AA151 to AA154 reflected ceiling INSM noted as 'Full Extent of Roof RF01' Note: RF01 refers to the overall roof of the MSF bldg. and canopy over main entrance. While the canopies provided for the window and door openings are RF02.

REVISED RESPONSES FROM NOTICE NO. 10 DATED 16 MAY 2024

190. Section 01 33 29, para 1.4.2.2 sub para a. Please confirm that the Government has obtained a third-party certification design compliance report in accordance with this paragraph

DEPARTMENT OF THE NAVY

NAVAL FACILITIES ENGINEERING SYSTEMS COMMAND, PACIFIC

258 MAKALAPA DRIVE, SUITE 100

JOINT BASE PEARL HARBOR HICKAM, HAWAII 96860-3134

requirement. Given that this is a design-bid-build project, the government is responsible for the design.

REVISED ANSWER: The Sustainable design requirements have been incorporated into the Contract documents. Reference the Smart Infrastructure Checklist and associated attachments 01 11 00a, b, & c, which outlines the contractor sustainability requirements. Amendment to specifications 01 33 00 and 01 33 29 forthcoming.

RESPONSES DEFERRED FROM NOTICE NO. 8 DATED 7 MAY 2024

351. All Buildings-Roof Details After review of the steel building (hangars and facility) roof details, there appears to be multiple conflicts with the roofing type and build up. For example:

• AA405 A2 Lift core, Insulated Panel, VP01, PL01, no insulation

• AA 512 A1 shows Insulated panel, INSM (mesh) and IN03, but no ply

• AA513 A1-A2-A3 all details show insulated panel, INSM, VP01 and IN03

• AA521 C1-C2, high roof above hangar doors shows insulated panel, INSM, VP01 and

Pl01 (Ply) no insulation; Detail C3 which is the top of the hangar roof junction at the wall shows insulated panel, IN21 and CE40, which is our soffit lining

• AA523 C1 shows office roof joining Hangar wall with everything, insulated panel, VP01, IN21, PL01

• AA527 A1 shows a detail as how the ply is installed, angle fixed to purloin, each side to support ply, which must be sealed to each side of the purloin

• AA751 A1 shows Insulated panel, VP01, IN20 and PL01 Further, we have noted a major buildability issue that involves the safety mesh (INSM). Most details show the mesh sat on top of or between the purlins and then the insulated panel on top of this. This poses significant safety and buildability concerns, particularly regarding the metal-to-metal contact of the mesh and panel. The detail in this contract is not a standard building practice in Australia or other NAVFAC projects within the country for steel structure hangars and buildings.

Please advise if the details In the contract drawings for the roof build up, particularly those identified in the above drawings need to be followed or can the contractor during the shop drawings phase utilize its own standard roofing detail that meets buildability and safety requirements as long as those standard details meet the overall requirements of the roof detail and encompass the main critical features (steel structure, purlins, safety mesh, ply board, insulated panel)? If not, how does the Government intend the contractor meet Australian safety and buildability standards for this aspect of the project?

ANSWER: Roof makeup for all buildings should be:

RF01 - roof sheeting with insulated core VP01 - vapour barrier / sarking above purlins INSM - roof safety mesh above purlins IN03 - 75mm batt insulation between purlins PL01 - 16mm structural plywood between purlins

P949 AA405, AA512, AA513, AA521, AA523, AA527, AA751 - details amended to be consistent with the other buildings and the roof makeup listed above.

Refer to Amendment No. 0004.

RESPONSES DEFERRED FROM NOTICE NO. 10 DATED 16 MAY 2024

363. RFI - 272. NAVFAC noted that the Design certification has been provided to the Building Certifier for the project in relation to the structural and civil certification and that the Contractor is responsible for the construction certification as detailed in specification 01 45 35.

However, the response does not deal with this. BCA Regulation 126 Certification of Compliance of Design by the structural engineer and it needs to be on the final structural documents. We believe that under the NT third party review-structural design, a third-party reviewer is required depending on the building surveyors interpretation on the complexity of the project. Please confirm who is the building surveyor.

ANSWER: The Government has engaged the Building Certifier for the Design phase and will also engage the Building certifier for the Construction phase. Building approval and structural certification of the design will be completed by the Government on the Final Design Documentation. The Contractor is not required to engage a third party reviewer.

NOTICE NO. 11

367. Drawing AA111 - Maintenance Building. Open office 038 P50 noted on what looks like an operable wall but if so, it is not shown in door schedule. The operable door structural head shown on SA105. Please clarify if this is if this is an operable wall.

ANSWER: Refer to RFI 88 and 126 and documents updated in AMD 0003 and AMD 0004.

P941 AA111 updated operable wall tag OP1 (AMD 0003).

09 06 00a_P941 and P949 - Architectural Finishes and Components Schedule (T-Sheet) updated to add details for OP1 (AMD 0004).

o Highlighted pink area (between grid line HA and HB) - ……………..

o Highlighted blue area (between grid line HA and HH) - ……………..

o Highlighted green area (between grid line HH and E) - ……………..

• Please confirm the Roof specification to the Vehicle Wash Building

ANSWER: Insulation types - details have been confirmed. Refer to updated drawings provided in AMD 0003.

- Highlighted pink area (between grid line HA and HB) - Refer to updated details AA521 (AMD 0003).

- Highlighted blue area (between grid line HA and HH) - Refer to RF01 in T-Sheet for insulation (do not assume IN21).

- Highlighted green area (between grid line HH and E) - Refer to RF01 in T-Sheet for roof insulation + additional IN20 insulation is required as per detail A1 AA751, A1 AA512, etc.

Drawing AA512 and AA513 updated to remove discrepancy. Amendment forthcoming.

Roof for vehicle wash building - updated drawing SC103 and SC320 with note 'PROVIDE

ROOF AS PER RF02 DETAILED IN ARCHITECTURAL FINISHES AND COMPONENTS

SCHEDULE (T-SHEET) - VP01, IN10 & INSM NOT REQUIRED'. Amendment forthcoming.
