About this file

This document is an amendment to a Request for Proposal (RFP) for the FY25 MCON P-949 Aircraft Maintenance Hangar project at RAAF Base Darwin, Australia. The amendment provides changes to the specifications for the Ignitable Liquid Drainage Floor Assembly (ILDFA), including requirements for the design, equipment, materials, installation, and testing of the ILDFA system. Key details include:

The ILDFA must be installed flush with the hangar floor and sloped to match the floor slab, providing drainage trenches to accommodate a worst-case fuel spill of 14,000 liters at a rate of 757 liters per minute. The ILDFA control system must be UL listed or FM approved and located in a year-round conditioned space. The amendment also extends the proposal due date from May 30, 2024 to June 6, 2024.

1.2 SUMMARY

Design and provide a new Ignitable Liquid Drainage Floor Assembly (ILDFA) | by Safespill (manufacturer), including liquid detection sensors, drainage trenches, flushing manifolds, flushing manifold control valves, flushing water booster pump, and control system, as indicated on the drawings and in accordance with applicable codes and standards.

The ILDFA control system, which provides electronic detection, control, and activation must include wiring, raceways and other accessories and miscellaneous items required for a complete operating system even though each item is not specifically mentioned or described.

The design, equipment, materials, installation, and workmanship must comply with FM 6090 , NFPA 70 , and NFPA 409 except as modified herein.

Each system must include all materials, accessories and equipment necessary so that it is complete and ready for use. Design and install each system to give full consideration to piping, electrical equipment, trenches, and all other construction and equipment to provide complete coverage indicated on drawings.

At this time, FM 6090 is the only valid listing that must apply to an

ILDFA.

Provide installation, testing, and acceptance testing of the ILDFA as required by this specification section and the plans.

1.3 GENERAL DESIGN REQUIREMENTS

1.3.1 Hangar Floor Coverage

ILDFA must be installed flush with the top of the hangar concrete floor.

The ILDFA must be sloped to match the slope of the aircraft maintenance bay floor slab (typically between 0.5 % and 1.5 %).

Utilize contract drawings for the actual ILDFA floor coverage area.

1.3.2 Basis of Design and Drainage Trenches

Worst case fuel spill capacity is 14,000 liters with a spill rate of 757 lpm. Total spill duration is 21 minutes.

Worst case flushing manifold activation is 189 lpm multiplied by four zones or 756 lpm.

ILDFA must provide for drainage trenches within the hangar and account for a worst-case flow of 1,514 lpm.

1.3.3 Activation

System activation must be controlled by a control panel that is UL listed or FM Approved for use with ILDFA. Control panel must be provided in a year-round conditioned space as located on the drawings. One control panel must be provided for each hangar bay.
