Final Submittal

If the SSHO is off-site for a period longer than 24 hours, an equally-qualified alternate SSHO must be provided and must fulfill the same roles and responsibilities as the primary SSHO. When the SSHO is temporarily (up to 24 hours) off-site, a Designated Representative (DR), as identified in the AHA may be used in lieu of an Alternate SSHO, and must be on the project site at all times when work is being performed.

Note that the DR is a collateral duty safety position, with safety duties in addition to their full time occupation.

1.8.1.1.1 Additional Site Safety and Health Officer (SSHO) Requirements and Duties

The SSHO may also serve as the Quality Control Manager. The SSHO may not serve as the Superintendent.

1.8.1.2 Work Safety Officer

The Contractor must appoint an independent, suitably qualified and approved Works Safety Officer (WSO). The WSO is responsible for liaising with the Base Caretaker, and will have complete authority to direct the Contractor on airfield operational requirements and issues.

The WSO must be on site over the full duration of all work periods of Aerodrome Works. If the WSO cannot attend the Site, for whatever reason, then the aerodrome related works must be deferred until the WSO becomes available. Alternatively, Contractor can provide an alternative WSO.

The Contractor is responsible for determining the number of WSOs required in order to progress the works to meet the required program. The WSO must be responsible for placing all required markers, cones, lights, un-serviceability markings, etc., at the commencement of each work period, and for their removal at the completion of the work period.

Proposed WSO’s will be subject to review and approval by Contracting Officer.

1.8.1.2.2 Engagement of the WSO

The WSO must be engaged using the standard 'WSO Services Sub-Contract'. In addition to this the WSO must execute a 'WSO Consultant Deed Poll' which will be issued to the Contracting Officer and the Australian Department of Defence for review and approval. Whilst the WSO will be engaged by the Contractor, the WSO will have safety obligations to the Australian Department of Defence noting that the works are being conducted on a Commonwealth Asset.

Templates for both the WSO Services Sub-Contract and the Deed Poll can be obtained at the request of the Contracting Officer.

1.8.1.3 Competent Person Qualifications
