DEPARTMENT OF THE NAVY

NAVAL FACILITIES ENGINEERING SYSTEMS COMMAND, PACIFIC

258 MAKALAPA DRIVE, SUITE 100

JOINT BASE PEARL HARBOR HICKAM, HAWAII 96860-3134

Notice No. 7 16 June 2022

PRE-PROPOSAL QUESTIONS & ANSWERS

RFP N62742-22-R-1317

FACILITIES AND INFRASTRUCTURE MULTIPLE AWARD CONSTRUCTION

CONTRACT FOR U.S. MILITARY CONSTRUCTION PROJECTS IN GUAM AND

OTHER AREAS UNDER THE COGNIZANCE OF NAVAFAC PACIFIC

NOTE: The following questions and answers are provided for INFORMATION ONLY.

The RFP remains unchanged unless it is amended in writing on a Standard Form 30.

25. Reference: Factor-2 Experience; RFP page 34; Document 00 22 00 (page 5) Paragraph 7: This paragraph states very clearly that the “Offeror” listed on the SF 1442, must be the same as the organization claiming project experience. “The “Offeror” is defined as the exact name in Block 14 of the Solicitation, Offer and Award (SF1442).”

This paragraph also discusses the requirements or eithers team partners and/or joint venture companies providing relevant project experience and past performance.

However, nothing is specifically mentioned about a Japanese wholly-owned US-licensed subsidiary company who is bidding on the Guam MACC proposal and its ability to claim and use its Japanese parent company’s project experience and past performance.

Question 1: Can the Government provide clarification and the rules of engagement regarding the ability of a US subsidiary company who will be the official offeror on the SF 1442, and its ability to claim its Japanese parent company project experience and past performance?

RESP: The RFP, Note 7 on page 5 of Document 00 22 00, states that a teaming agreement or other contractual agreement would be required if the Offeror (exact name in Block 14 of the SF1442) is utilizing experience and past performance information of any other entity.

26. Question 2: As per Amendment 004, Note 6, we understand that Japanese companies are eligible to bid on the Guam MACC as long as they meet all of the RFP requirements. As such, would the Government consider granting a minimum one-month proposal deadline extension since this US government contracting process is relatively new to Japanese firms and we want to ensure that our firm provides the best possible Phase-1 proposal effort to the Government, RESP: Due to programming requirements, the RFP remains unchanged.

27. Question 3: Regarding hand-delivery for the Guam MACC Phase-1 proposal to the NAVFAC Pacific Contracting Office in Hawaii, can you please provide information regarding Gate Pass requirements and procedures for our delivery person as they do not possess a US military ID. We understand there is a required lead time to clear personnel through the Pass and ID system in order to enter the NAVFAC Pacific base headquarters to deliver the proposal to the NAVFAC Contracting Office on base.

RESP: Hand delivery of proposals to our office does not require a base pass as our office is located off-base.
