Notice No. 5 27 May 2022
PRE-PROPOSAL QUESTIONS & ANSWERS
RFP N62742-22-R-1317
FACILITIES AND INFRASTRUCTURE MULTIPLE AWARD CONSTRUCTION
CONTRACT FOR U.S. MILITARY CONSTRUCTION PROJECTS IN GUAM AND
OTHER AREAS UNDER THE COGNIZANCE OF NAVAFAC PACIFIC
NOTE: The following questions and answers are provided for INFORMATION ONLY.
The RFP remains unchanged unless it is amended in writing on a Standard Form 30.
21. Document 00 22 00, Factor 2 – Experience. Will the Government consider reducing the construction value for the new construction of community support facilities from $30M to $20M?
RESP: The RFP remains unchanged.
22. In reviewing details in the RFP regarding Past Performance for the design element, it is unclear how design-related past performance can be submitted or will be evaluated. The RFP states, “PPQs will not be accepted from the designer on a design-build project” and “PQs shall be completed and signed by the contracting agent and/or their representative responsible for construction contract administration.”
In order to demonstrate prior work w/ our planned construction firm Partner, we are proposing including design done with them for a DB project; however, the language in the RFP doesn’t seem to allow for this. Additionally, if it was allowed, an evaluation of our performance by the construction firm, with whom we were under contract, would seem most appropriate, as we’re not directly under contract with the Government.
Is the focus of this section on designs done outside the DB realm and potentially not while in alignment with our intended construction contractor Partner? We would greatly appreciate your assistance in clarifying so we can provide the best information for consideration.
RESP: Amendment 0002, issued May 10, 2022, clarified the submission requirements for past performance evaluations for designers. The RFP remains unchanged.
23. Request an extension of the submittal date for the above reference Request for Proposal (RFP) to August 5, 2022. The rationale for this request is to provide adequate time for companies that have not previously competed for the Guam MACCs to form new business entities and prepare proposals in response to the RFP.
RESP: See Amendment 0004.
