PRE-PROPOSAL QUESTIONS & ANSWERS
RFP N62742-22-R-1317
FACILITIES AND INFRASTRUCTURE MULTIPLE AWARD CONSTRUCTION
CONTRACT FOR U.S. MILITARY CONSTRUCTION PROJECTS IN GUAM AND
OTHER AREAS UNDER THE COGNIZANCE OF NAVAFAC PACIFIC
NOTE: The following questions and answers are provided for INFORMATION ONLY.
The RFP remains unchanged unless it is amended in writing on a Standard Form 30.
9. Section of RFP: 00 70 00, Page number: 5 of 6 and 23 of 33.
Recently a federal court ordered a nationwide injunction blocking enforcement of the federal contractor vaccine mandate associated with Executive Order 14042 as contained within DFARS 252.223-7999. Due to this federal court ruling, please remove the COVID clause from the RFP.
RESP: DFARS 252.223-7999 will be deleted in a forthcoming amendment.
10. Section of RFP: 00 22 00; Factor 3 – Past Performance, Page number: 6.
Factor 3 - Past Performance requests inclusion of CPARS evaluations. Please confirm:
If the Offeror was both the Prime Contractor and Designer of Record on a project (and was not issued a separate AE CPARS/ACASS evaluating the DOR effort), may the same CPARS/CCASS be provided for both Construction and Design Experience – or – is it preferred that a PPQ evaluating solely Design performance be provided?
RESP: The same CPARS/CCASS evaluation may be submitted for the DOR if the CPARS/CCASS specifically evaluated the DOR’s performance for quality, schedule, management, small business subcontracting and regulatory compliance. If not, a PPQ solely evaluating the DOR’s performance shall be provided. See forthcoming amendment.
11. Section of RFP: 00 21 16; 1.2 NUMBER OF COPIES/TIME OF RECEIPT, Page number: 1 of 19. Please consider allowing Offerors to submit their proposals electronically via DoDSAFE or email in lieu of printed hard copies. This will ensure the timely and secure transmittal of proposals without risk of transit issues to Hawaii.
RESP: The RFP remains unchanged.
12. Section of RFP: 00 21 16; 1.7 PARTNERSHIPS, JOINT VENTURES (JV), LIMITED
LIABILITY COMPANIES (LLC), LIMITED PARTNERSHIPS (LP), ETC.
Page number: 3-4 of 19. Please confirm that the information required by paragraph 1.7 Partnerships, Joint Ventures (JV), Limited Liability Companies (LLC), Limited Partnerships (LP), etc. is only to be submitted by those entities who are proposing as part of a partnership/joint venture.
RESP: The information required by Document 00 21 16, paragraph 1.7 is required for all offerors submitting a proposal.
13. Section of RFP: 00 22 00; Phase 1 Evaluation Factors, Page number: Various.
Factor requirements specify 1” margins on the left/right/top/bottom of the pages. Please clarify if the margins are limited to the actual content of the pages, or if headers and footers should be included inside those margins as well.
RESP: The margins are for the actual content of the pages and the headers and footers should be located in the 1” margins.
14. Section of RFP: 00 45 00, Page number: 1 of 19. The first page of the Representations and Certifications, Document 00 45 00, requests Offerors to provide their CEC/DUNS numbers; however, SAM.gov has transitioned from DUNS to Unique Entity ID (UEI). Please advise if Offerors should place their DUNS or UEI number on this page.
RESP: Please include both. See forthcoming amendment.
15. Document 00 21 16, paragraph 1.2 Number of Copies/Time of Receipt. Please consider extending the due date of Phase I proposal to June 24, 2022.
RESP: The RFP remains unchanged.
16. RFP Section 2.2, Non-price Evaluation Factors, Factor 2: Experience, Design Experience, Note #1. This note states: “1. Construction of the relevant design projects shall have been completed or substantially completed within the last ten (10) years of the date of issuance of this RFP. “Substantially complete” is defined as at least 90% physically complete.”
However, Designers typically do not have control over when projects are constructed.
Additionally, for a project to have reached construction complete, the designs would usually be older (i.e., not referencing most recent UFGS or local facility guides / requirements). To best meet the criteria for design projects under Factor 2 by demonstrating design experience that is similar in size, scope, and complexity to the types of projects listed in the RFP, we request that Note 1 be changed to state “1.
Design of the relevant design projects shall have been completed within the last ten (10) years of the date of issuance of this RFP.”
We believe this will provide the best opportunity for Designers to submit the projects that best demonstrate their capabilities to design projects similar in scope, size, and complexity to the project types listed in the RFP and therefore provide best value to NAVFAC Pacific.
RESP: The RFP remains unchanged.
