QUESTIONS AND ANSWERS
Question # Reference/Section (Page, #, etc.) Question Government Response
4 SF33, Section L, paragraph L1, Tab4
Under tab 4, the RFP states that any entity cannot be part of more than one offeror. Offeror is defined as a corporation or joint venture submitting the proposal as a prime contractor. Can the government please confirm that subcontractors are allowed to be on more than one proposal?
Confirmed. It would be okay for a subcontractor to work for more than one offeror.
5 SF33, Section J, Attachment J-16 Sample Project Performance
Work Statement
J-16 - SAMPLE PROJECT PERFORMANCE WORK
STATEMENT, Section 2.2.2 Principal(s) states that “The Principal assigned to the rodent control component of the CTO must have relevant experience with rodent control programs in tropical ecosystems. Qualifications include: a) knowledge of rodent behavior and control in a forest environment; b) knowledge of best available science and most effective rodent trapping methods; c) at least 100 documented hours of experience conducting a forest rodent control program; and d) a current DoD or Guam certification in Pest Control.” Specifically related to item d) a current DoD or Guam certification in Pest Control. Section 3.3.2 - Work Element 3 – Fieldwork, Rodent Control states a.
Determine the best type of traps necessary to control rodents in the forest restoration area, Section 3.4 .2 Work Element 4
– Maintenance and Monitoring, Rodent Control states, “The Contractor shall deploy wildlife cameras at a subset of trapping stations to obtain additional information on predator presence and activity.” Emphasis is put on the PWS
Attachment J-16 Sample Project PWS has been amended to indicate that a current DoD or Guam certification in pest control is only necessary if the Contractor chooses rodent control methods that require use of rodenticides, then the field lead (either Principal or Technical Biologist) must have a current DoD or Guam certification in Pest Control. Further, it changed the requirement to the field lead, and the contractor has the choice to designate either the Principal or a technical biologist as the field lead. See revised attachment J- 16.
reference to trapping and the absence of the use of pesticides for the Rodent Control scope. Nowhere in the PWS does it state, reference, or require pesticide application for rodent control. Given the above, can the Navy please remove the requirement that the Principal for the Rodent Control scope have the qualification for a current DoD or Guam certification in pest control?
6 SF33, Section J, Attachment J-16 Sample Project Performance
Work Statement
J-16 - SAMPLE PROJECT PERFORMANCE WORK
STATEMENT, Section 2.2.1 and 2.2.2 Principals require that both Principals must have a current DoD or Guam certification in pest control. The certification requires that all pesticide application be conducted under the supervision of a Certified Pesticide Applicator, and it is highly unlikely that the Principal will be onsite and in a position to supervise all pesticide application activities. That labor category is one of the highest on the team, and the pesticide application supervision/oversight is typically provided by the Project Manager, Field Lead, or Technical Biologist, all of which offers the best financial value to the Navy and would normally be on site to supervise (in person) field personnel.
Can the requirement that the Principals hold current DoD or Guam certification in pest control be removed and that same requirement be applied to the Field Lead or Technical Biologist, both of whom will be on site to provide direct supervision during field operations?
Attachment J-16 Sample Project PWS has been amended to state that whoever is leading the field effort is required to have a current DoD or Guam certification in Pest Control. Therefore, if the Contractor assigns a Technical Biologist to lead the field effort, then the requirement for a current DoD or Guam certification in Pest Control transfers from the Principal to the Technical Biologist. As noted in question 5, the field lead for the rodent control effort only needs a certification if rodenticides are used. See revised attachment J-16

M8.3.C, Factor 2 Sample Project
Is there a maximum length requirement for the technical approach in Factor 2?
The technical approach submittal (including project schedule) shall not exceed three (3) double-sided pages (or six
(6) single-sided pages). Any additional pages will be disregarded and will not be considered. See revised Section M.
8 SF33, Section M, paragraph
M8.3.B, Factor 1 Experience
Are key personnel in addition to the Principal and Project Manager, allowed in the submittal if the combined Attachment J-15 forms meet the maximum 8-page requirement?
The contractor may submit up to two additional key personnel in addition to the one Principal and one Project Manager;
The Offeror shall not submit more than a total of 12 pages single-sided for all key personnel. See revised Section M.
9 SF33, Section M, paragraph
M8.3.B, Factor 1 Experience
On form Attachment J-14, are the “Key Personnel Assigned for the Duration of Project/Contract” limited to those personnel presented in forms J-15?
J-14 may include projects that were led by team members not listed as Key Personnel in J-15. Proposals that include key personnel who are currently employed by the offeror in the same or similar capacity, will be evaluated more favorably. See revised Section M.
10 SF33, Section M, paragraph
M8.3.B, Factor 1 Experience
We have a question regarding Factor 1: Experience. In terms of providing form J-15 for the Principal and Project Manager
– can we provide J-15s for the project manager and principal from subconsultants as well?
The Contractor may provide J-15s for the project manager and principal from subconsultants. See revised Section M.
Please see Section M8.3.A(4) for level of consideration. The Contractor is still bound by the limits set forth in Section M8.3.B(2)c.
11 SF33, Section M, paragraph
M8.3.B, Factor 1 Experience
p. 98, B. Factor 1. Experience (2)b: Key Personnel for this MAC are one Principal and one Project Manager (Biological). Given the page limits per person (4) and total page limits (8) for Key Personnel, please confirm that you are only requesting resumes for only two persons to cover the range of Minimum Required
Please see answer to Question 8.
Experience and Desired Additional Competencies. Can information on multiple Project Managers be included if information stays under the 8 page limit?
12 SF33, Section M, paragraph
M8.3.C, Factor 2 Sample Project
p. 99, C. Factor 2. Sample Project (2)b: Is form J-15 required for any persons listed as part of the team for the Sample Project that are not already included in Factor 1 (Experience)? If so, are there page limit requirements?
See revised Attachment J-17 and revised Section M.
Attachment J-17 title has been revised to “Sample Project Personnel Assignments Form”
The title for Attachment J-17 has been revised to read “Sample Project Personnel Assignments Form” in Section J Table of Contents
13 SF33, Section J, Attachment J-16 Sample Project Performance
Work Statement
Sample Project Section 2. This section seems to reverse the roles of Principal and Project Manager as defined in Attachment J2 and in Section H8b and H8c of the solicitation. The main solicitation (J2) has the Principal as the overarching role, with the Project Manager being the person to “provide oversight and direction in the field”. The Sample Project (J16) seems to have the Principals playing more of a specialist role. Please clarify roles and required qualifications.
Reference to Attachment J-2 within Section 2 of the Sample Project PWS has been removed. The Contractor shall provide qualifications for key personnel that are consistent with the roles as they are described in the Sample Project PWS. See revised Attachment J-16.
14 SF33, Section J, Attachment J-16 Sample Project Performance
Work Statement
Sample Project Section 2.2. As written, this section requires a person with a Master’s Degree and 10 years of experience (Principal), along with at least 50 documented hours of experience working directly with each of the three species of the orchids. Given that the target orchids are endangered;

that there is an extremely limited pool of people with the required permits, education, and skill sets; and that a person/firm cannot be party to more than one offer, we submit that asking multiple firms to propose on this sample project does not an allow for a fair evaluation process. Not having personnel with the required skill set to transplant endangered orchids in Guam should not disqualify firms from being considered for this Natural Resources MAC contract, which has a much broader scope. Would the government consider revising the Sample Project so that it is more representative of task orders to be issued and does not limit the ability of multiple companies to bid?

M8.3.C, Factor 2 Sample Project
SF33, Section J, Attachment J-16 Sample Project Performance
Work Statement
With regards to the J-16 Sample Project, Section 2 states that “The Contractor shall submit documentation (i.e.
certification in Pest Control, resume, curriculum vitae, references, and/or similar) that substantiates that the Project Manager, Principals, and any Field Leads meet the minimum qualifications.” However the J-17 Sample Project Key Personnel Assignments does not include space for that information. Are the key personnel identified in Section 2.1 and 2.2 only required to be listed in J-17? Or is additional qualification support (i.e. completed form J-15) required?
Requirement to submit documentation removed. The Contractor shall provide information requested in revised Attachment J-17.
16 SF33, Section J, Attachment J-16 Sample Project Performance
Work Statement
With regards to the J-16 Sample Project Key Personnel (Section 2), are the “Principal” for orchids and rodent control required to be the same requirements as the “Principal” in J-2? This Sample Project “Principals” seem more appropriately designated as “Environmental Scientists” from J-2.
