PRE-PROPOSAL QUESTIONS & ANSWERS
N62742-20-R-1324
FY20 MCAF PROJECT P-3105/AJJY073105P3 ASIA PACIFIC STABILITY INITIATIVE
(APSI) – MUNITION STORAGE IGLOOS PHASE 3, ANDERSEN AIR FORCE BASE,
GUAM
NOTE: The following questions and answers are provided for INFORMATION ONLY. The solicitation remains unchanged unless it is amended in writing on a Standard Form 30.
DEFERRED RESPONSES FROM NOTICE NO. 5 ISSUED ON MARCH 18, 2020
31. Can the Design analysis and supporting calculations for Phase 3 be shared with the Bidders?
It will be beneficial for all parties to understand the capacity required for the Generator.
ANSWER: No. Generator is included in the Part B (Design-Build) scope of work. Refer to Part
3, Chapter 1, Page 3 of the RFP.
32. Reference Drawing S-704. Thrust Bearing Detail shows the munition bunker doors call for
"Oil sintered brass" as a component of the door hinge assembly. Please provide the specifications for this material.
ANSWER: Contractor to fabricate the thrust bearing from the stock material described (oil impregnated sintered brass) on the drawing. Detailed specification is not available.
33. REVISED QUESTION: Reference RFP Part 3, Chapter 2. Confirm location of all existing site utilities and/or have been designed where we are routing the communication and distribution duct banks. Please provide utility as-builts drawings.
ANSWER: Electrical and telecom ductbank are new and therefore part of the project scope of work. Please refer to RFP Part 3 - Chapter 1, RFP Part 3 - ESR G40, and RFP Part 6 - Part B, Electrical notional drawings for requirements.
34. RFP documents are showing the igloos are a non-hazardous area. Please confirm if hazardous.
ANSWER: MSM's are H-1 occupancy per IBC, High Hazard Storage occupancy per NFPA 101.
35. Confirm a fire suppression system is not required in the generator building?
ANSWER: Fire suppression system is not required for the Generator building. See response to
Q17.
36. Confirm fire hydrants are not required to provide fire flow per UFC 3-600-01, Section 9-2.1 for the Telecom and Generator facilities?
ANSWER: Fire hydrant protection is not required for the Telecom and Generator facilities. See response to Q17.
37. Reference Section 01 57 19.01 20, Para 3.2.1.
a. Is the Biologist work full time required to happen every day for the entire duration of the project and to be part of the construction crew?
b. Is the biologist provided by NAVFAC?
ANSWER:
a. No, refer to the Part 6, Attachment H - Natural Resources Performance Work Statement of the RFP for Marianas Fruit Bat monitoring requirements which are to be performed by the biological monitor.
See revision to Section 01 57 19.01 20, 3.2.1 included in Amendment No. 0005.
b. No, Contractor to provide biologist, see Part 6, Attachment H – Natural Resources
Performance Work Statement.
38. Reference Drawing S-502/B2. Detail B2 on S-502 shows the typical door jamb connection.
This detail will be difficult to achieve in the field, as there is no tolerance between the prefabricated blast door frame, precast panel, and cast in place wing wall. If any of these items are off by even 1/8” of an inch the welding as shown will not be possible. Please consider revising this detail to allow for standard construction tolerances.
ANSWER: Detail will not be revised. Contractor must consider required fabrication tolerances during fabrication of the door frame and wall panels. The wing wall is intended to be cast-in-place.
41. Is there a location on Andersen AFB where the green waste created from vegetation removal can be disposed of? Is there a limit to the length/diameter of the green waste or does it need to be chipped?
ANSWER:
a. Bid as specified. Any green waste material not able to be reused onsite must be removed from Government property within 2 weeks of being cleared and processed. Waste materials will become the property of the Contractor; transport, dispose of or recycle waste materials in accordance with Part 2 Section 01 57 19, Temporary Environmental
Controls. Refer to Part 3, Chapter 6, G101006 Debris Disposal of the RFP.
b. It is the Contractor's responsibility to process this green waste to a form suitable for onsite use and in accordance Coconut Rhinoceros Beetle and Little Fire Ant Management
Procedures attached at the end of Section 01 57 19.01 20. Refer to Part 2, Section 01 57
19.01 20, 3.1 of the RFP.
42. According to the JRM MRESS Amendment 7, this site is located in Area 3 of Andersen
AFB. Table 6-1 (Historical Exclusion Zones) of Appendix B of the JRM MRESS Amendment 7 states that munition with the greatest fragmentation distance (MGFD) is the 500-lb M64A1
Bomb, which has a K18 distance of 123 ft. However, the Request for Proposal (RFP) references the JRM MRESS Amendment 6 and states that the minimum K18 distance for all earth-moving equipment with front or rear mounted buckets or blades is 13 feet, after the 60mm. Since 01 57
19.03, Section 1.1 of the RFP states that the latest version of the publications must be used (i.e., JRM MRESS Amendment 7) should contractors assume that the MGFD is the 500-lb M64A1
Bomb (Composition B filled)? Or should contractors assume the MGFD is the 60mm, as referenced in the RFP?
ANSWER: Per Specification 01 57 19.03, Section 1.1 of the RFP, that the latest version of the publications must be used. Requirements in JRM ESS Amendment 7 supersede attachments clarifying the requirements of JRM ESS Amendment 6.
43. Was this location a battlefield or disposal site?
ANSWER: Refer to JRM ESS Amendment 7, dated 24 January 2020.
44. Reference Drawings E-601 & E-602. Please confirm that the rating of the pad mount transformer, generator, and MDP is per the RFP as shown on Sheets E-601 and E-602. However, If the rating shall serve future MSMs (48 Total), please provide rating.
ANSWER: Raings shown on the Part B drawings are the minimum size required. Ratings shown for the pad-mounted transformer, generator, and MDP are based on 48 Igloos, Generator
Building loads, and Telecom Building loads.
See revision to E-601 and E-602 drawings included in Amendment No. 0005.
45. Reference Drawing M-101/Section D209092. Drawing M-101 indicates that the Fuel day tank has 100-gallon capacity. Section D209092 requires a 100-gallon fuel tank Minimum capacity. However, Part 3 Chapter 1 Page 3 states that “generator must be sized to support a total of 48 MSMs.” Please advice what the fuel tank capacity should be.
ANSWER: The generator must be sized to support 48 MSMs and fuel tank should be sized for 8 hour run time of the generator provided as stated in Section D509002.
46. Reference Section D501002. Room requirements and Engineering system requirements specify Type 316 Stainless steel equipment enclosures. However, Electrical Equipment
Manufacturers are advising that only Type 304 Stainless steel is available. Please advise how to proceed.
ANSWER: Pad Mounted Switchgear and Transformer equipment enclosures must be 304L stainless steel. Amendment will be issued clarifying the above.
See revision to ESR D50 & G40 in Amendment No. 0005.
REVISED RESPONSES FROM NOTICE NO. 5 ISSUED ON MARCH 18, 2020
48. We have received Note 4. All answered were deferred, does that mean you do not intend to answer them or they will be answered at a later date? Since the Gov’t is not allowing us to submit electronically, can you please extend the due date a week so that we can get the proposal delivered on time?
REVISED ANSWER: All deferred responses have now been responded to. An extension to the proposal due date was provided via Amendment 0004.
