About this file

This document contains questions and answers regarding request for proposal number N62742-20-R-1324. The solicitation is for the FY20 MCAF Project P-3105/AJJY073105P3 Asia Pacific Stability Initiative - Munitions Storage Igloos Phase 3 at Andersen Air Force Base in Guam. The questions and answers provide clarification that polymer concrete handhole boxes must meet specifications in the solicitation, the quality manager and QC manager positions are separate, AutoCAD files will be provided post-award, and Revit files are not available. Bidders are instructed to bid as specified regarding completely backfilling probe holes and cavities with controlled low-strength material using tremie methods rather than the requested waiver of the tremie method.

PRE-PROPOSAL QUESTIONS & ANSWERS

N62742-20-R-1324

FY20 MCAF PROJECT P-3105/AJJY073105P3 ASIA PACIFIC STABILITY INITIATIVE

(APSI) – MUNITION STORAGE IGLOOS PHASE 3, ANDERSEN AIR FORCE BASE,

GUAM

NOTE: The following questions and answers are provided for INFORMATION ONLY. The solicitation remains unchanged unless it is amended in writing on a Standard Form 30.

NOTICE NO. 2

7. Will a specification be provided for the polymer concrete listed on C3/E502? Or is the contractor to provide?

ANSWER: Contractor must provide polymer concrete handhole boxes meeting the requirements specified on detail C3/E502 of the Part A (D-B-B) provided in Attachment A of Part 6 of RFP.

Concrete ring around the box must meet the specifications provided in Attachment B of Part 6 of the RFP and the concrete strengths indicated. Additional specifications will not be provided.

8. Is the Quality Manager position identified in specification section 033000.1.6.6.1 intended to be a separate position from the QC Manager defined in 014500.1.4.1?

ANSWER: Yes.

9. Are Autocad files available? Will they be provided pre or post award?

ANSWER: Autocad files will be available to the DB Contractor post award.

10. Are Revit files available? Will they be provided pre or post award?

ANSWER: Revit files are not available.

11. Part 3 – Project Program Requirements, 6.0 Engineering System, 5, a. states “Completely backfill probe holes and any cavities detected with controlled low-strength material (CLSM) or a sand, cement, and water grout mixture using tremie methods with grout pipes”

For all of our previous probing and grouting activities at AAFB the following methodology has been utilized: Following probe drilling, completely backfill probe holes and any cavities detected

RFP N62742-20-R-1324

with grout consisting of Controlled Low Strength Material (CLSM) with a 28-day unconfined compressive strength of at least 1,450 psi. The slump of the grout shall be between 8” (203 mm) and 10” (254 mm), plus or minus 25 mm. Grout will be placed by gravity from one side of the probe holes to avoid air entrainment via a 2 inch hose set to within 1 foot below ground surface at 60 psi.

We believe that with the additional amount of time it takes to tremie grout into each probe hole that the grout will set up in the mixer and be unsuitable as the high slump “flowable fill” required to completely fill the cavities, voids & weak pockets etc. If water is added to the mix to increase slump there is no way to ensure the compressive strength. We request that the tremie method requirement be waived.

ANSWER: Bid as specified.
