PRE-PROPOSAL QUESTIONS & ANSWERS

N62742-20-R-1324

FY20 MCAF PROJECT P-3105/AJJY073105P3 ASIA PACIFIC STABILITY INITIATIVE

(APSI) – MUNITION STORAGE IGLOOS PHASE 3, ANDERSEN AIR FORCE BASE,

GUAM

NOTE: The following questions and answers are provided for INFORMATION ONLY. The solicitation remains unchanged unless it is amended in writing on a Standard Form 30.

NOTICE NO. 3

12. Drawing GA 004 Note 4 states “The Electrical and Telecommunications Site Distribution must be completed at the earliest possible opportunity. Construction of the electrical and telecommunication distribution must be completed no later than 12 months following Notice to

Proceed.”

a. Does this mean that all electrical distribution for P3105 and P1366 needs to be done in 12 months? Given the pre-design and pre-construction actions that need to occur

(Environmental, Geotechnical, MEC plans and approvals) and also the design approvals plus construction activities, we do not feel that 12 months is realistic. Perhaps 2 years is more realistic. Request Government extend the 12 months?

b. Does the new Telecommunication and Generator buildings works need to be done in the

12 months indicated in Question 1?

ANSWER:

a. Construction of the electrical and telecommunication ductbanks south of “D” Avenue must be completed within 16 months following Notice to Proceed. See revised Note

4 on GA004/GB004 included in Amendment No. 0003

b. Telecommunication Building and Generator Building must be completed within 24 months of Notice to Proceed. See revised Note 4 on GA004/GB004 included in

Amendment No. 0003

13. RFP requires final design be done in 300 days. Given the pre-design Environmental, Geotechnical, MEC plans, Permits and approvals, request this be extended to 15 months?

ANSWER: No extension will be granted.

14. Reference Drawings GA004/GB004. Bridging documents show grading within the cultural site. Notes 8 on GA004 and GB004 say maintain 30’ clear. Please clarify.

ANSWER: Note 8 on GA004 and GB004 requires standoff for Contractor Laydown Areas. No construction activities are permitted within the cultural site as defined on GA004/GB004.

15. Reference Drawing C-101. 6th Street Roadway Plan and Profiles are shown in Part A drawings. However, they are referenced in Part B on the overall site plan. Please confirm that reconstruction of 6th Street roadway is included in Part B and not in Part A.

ANSWER: 6th Street must be constructed using the plan, profile, and edge of pavement elevations specified in the Part A Drawings in order to provide matching interface points between projects. Remaining elements are included in Part B (Design-Build) Scope of work.

16. Reference Drawings C-101, C-102, C-103, and C-104. Grading Plans, Roadway plans, and profiles show localized sumps within the roadside swale that will cause ponding stormwater. If discharge points for these sumps are needed, they appear to possibly be uphill of or may impact future MSM’s.

a. Does the government have a drainage master plan for this area or previous drainage reports that define the drainage strategy for this area?

b. Can downstream drainage facilities (south) handle additional runoff from the roadways?

c. Will localized retention basins be required which may impact future MSM locations?

d. Can the government provide additional survey between MSM’s?

e. Phase 4 and Phase 2 MSM will impact drainage design requirements of Phase 3. Can design plans be provided?

ANSWER:

a. No.

b. Refer to Part 3 of the RFP, Section G303007 Storm Water Management. Storm water management must be performed in accordance with Guam Stormwater regulations and

UFC 3-210-10.

c. Localized retention basins are required per Guam Stormwater regulations and UFC 3-

210-10. Site improvements for storm water collection must be provided within the immediate vicinity of each MSM.

d. No additional survey will be provided.

e. Phase 2 and Phase 4 design drawings are not available and will not be provided.

17. Fire Protection Requirements. We understand that fire hydrant protection and automatic sprinkler systems are not required for the MSM’s based on UFC 3-600-01, Section 4-32.1.2, 4-

32.2.3 and 4-32.3.1.1.

a. For the telecom building, please confirm if automatic sprinklers and fire hydrant protection is required.

b. For the generator building, please confirm if automatic sprinklers and fire hydrant protection is required.

c. For the exterior transformer, please confirm if fire hydrant protection is required.

ANSWER:

a. Automatic sprinklers and fire hydrant protection is not required.

b. Automatic sprinklers and fire hydrant protection is not required.

c. Fire hydrant protection is not required.

18. Reference RFP Part 3, Chapter 5, Page 3. Generator room 201 requires a “potable eyewash”.

Per section D201090 it should be a plumbed permanent eyewash station. However, no water line or sewer is shown in the Civil Drawings. Please clarify the intent.

ANSWER: Provide portable eyewash per Part 3 Chapter 6/ESR D2 paragraph D201090. See correction for “portable eyewash” in RFP Part 3, Chapter 5, Page 3 included in Amendment No.

0003.

25. Document 00100, Page 1 of 15 – Proposal Due date. Request a 3-week extension.

ANSWER: Proposal due date remains unchanged.

26. Over-seas shipping of the over-sized door panels from the mainland U.S. to Guam is likely to be expensive. We believe we may be able to offer an alternative that would allow for shipment of bolt-together sections in ISO containers. Attached is a picture from a recent project that included

(32) large double swing ECM Blast Doors in Qatar, where we were able to do this. Note – this customer also wanted a pedestrian door included in the larger door. We understand that DDESP approval of the revised design would be required.

Structural drawings for the blast doors appear to represent those from Modular Storage

Magazine, Box-Type Std 421-80-07 With 10’-8” Door. Will the Owner consider an alternate blast door design of modular construction, conducive to over-seas shipment in ISO open top containers, using the following design parameters?

o Seating pressure of 7-bar, with impulse calculated according to DOD 6055.09-STD paragraph C5.2.1.4.2 for 500,000lb of HD1.1 o Blast resistant analysis according to UFC 3-340-02

ANSWER: No alternate blast door designs will be considered. Bid as specified.
