NOTE: The following questions and answers are provided for INFORMATION ONLY. The solicitation remains unchanged unless it is amended in writing on a Standard Form 30.
DEFERRED RESPONSES FROM NOTICE NO. 3 ISSUED ON MARCH 11, 2020
27. Reference DWG# M-500, note #6 requiring the ventilators’ pipe to be made out of ASTM A
312/A 312M, grade TP 316L Stainless Steel, Sch. 40, Seamless. All suppliers have indicated that they are unable to source domestic US seamless pipe in 12” Sch. 40, 316L SS per the note.
Please advise if ERW (or other) welded pipe would be acceptable as an alternate, or if imported seamless product from a FAR 52 acceptable country would be allowed for this project.
ANSWER: Response deferred.
28. Reference drawing E-602. Please confirm items below relating to the circuit breakers, transformers and panelboards shown on E-602.
a. ECB-M – Please confirm circuit breaker location on the compound. Please confirm if this is contractor furnished.
b. 4MDP – Please confirm panelboard location on the compound. Please confirm if this is contractor furnished.
c. 2G – Please confirm this panelboard is located at the Generator building.
d. 2FP – Please confirm this panelboard is located at the Switchgear building.
e. TR-G – Please confirm this transformer is located at the Generator building.
f. TR-FP – Please confirm this transformer is located at the Switchgear building.
NOTICE NO. 4
29. Reference to Part 3 Project Program G401003 requires the entire Pad Mounted Switchgear to be fabricated of "ASTM" A167 Type 316L stainless steel". Manufacturer are only manufacturing stainless type 304 for pad mounted switchgear. Please consider using type 304 stainless steel.
Note that under G401002, Pad Mounted Transformer can be allowed to be fabricated of stainless steel 304 and under G401003 states, "all exterior switch and control enclosures must be 304 stainless steel."
30. For the past contracts MEC procedures in RFP and SOW for projects have stated to follow
ESS Amendment 6 and/or current ESS series. If the current ESS series has now changed, contractors will need a copy at time of Bidding to provide an accurate proposal and avoid delay cost and REAs.
Will the new ESS Amendment 7 be applied to this project? If this new ESS Amendment 7 is going to apply to this project, please provide a copy for bidding purposes.
31. Can the Design analysis and supporting calculations for Phase 3 be shared with the Bidders?
It will be beneficial for all parties to understand the capacity required for the Generator.
32. Reference Drawing S-704. Thrust Bearing Detail shows the munition bunker doors call for
"Oil sintered brass" as a component of the door hinge assembly. Please provide the specifications for this material.
33. Reference RFP Part 3, Chapter 2. Confirm that all site utilities are existing and have been designed where we are routing the communication and distribution duct banks. Please provide utility as-builts drawings.
34. RFP documents are showing the igloos are a non-hazardous area. Please confirm if hazardous.
35. Confirm a fire suppression system is not required in the generator building?
36. Confirm fire hydrants are not required to provide fire flow per UFC 3-600-01, Section 9-2.1 for the Telecom and Generator facilities?
37. Reference Section 01 57 19.01 20, Para 3.2.1.
a. Is the Biologist work full time required to happen every day for the entire duration of the project and to be part of the construction crew?
b. Is the biologist provided by NAVFAC?
38. Reference Drawing S-502/B2. Detail B2 on S-502 shows the typical door jamb connection.
This detail will be difficult to achieve in the field, as there is no tolerance between the prefabricated blast door frame, precast panel, and cast in place wing wall. If any of these items are off by even 1/8” of an inch the welding as shown will not be possible. Please consider revising this detail to allow for standard construction tolerances.
39. The subject RFP lists a bid proposal submission on March 24, 2020, which is short for us to prepare and comply with all requirements for the legitimate bid, and we would like to request your good office for time extension of 3 (three) weeks to April 21, 2020.
ANSWER: The proposal due date remains unchanged.
40. In light of events leading to travel restrictions and health safety concerns regarding COVID-
19, we would like to inquire as to if the Navy will allow electronic submission of bids. We believe a hand delivery poses an unnecessary risk especially when an alternate method is feasible and can be accomplished securely. Our intent would be to submit the bid via email on the 24th, then have the hard copies mailed to you via FedEx/UPS within 5 days.
ANSWER: Electronic submission of proposals will not be accepted. If you do not wish to hand deliver your proposal, you may submit your proposal via U.S. Postal Mail/Express Courier, as stated in Document 00100, para 1.1e.
41. Is there a location on Andersen AFB where the green waste created from vegetation removal can be disposed of? Is there a limit to the length/diameter of the green waste or does it need to be chipped?
42. According to the JRM MRESS Amendment 7, this site is located in Area 3 of Andersen
AFB. Table 6-1 (Historical Exclusion Zones) of Appendix B of the JRM MRESS Amendment 7 states that munition with the greatest fragmentation distance (MGFD) is the 500-lb M64A1
Bomb, which has a K18 distance of 123 ft. However, the Request for Proposal (RFP) references the JRM MRESS Amendment 6 and states that the minimum K18 distance for all earth-moving equipment with front or rear mounted buckets or blades is 13 feet, after the 60mm. Since 01 57
19.03, Section 1.1 of the RFP states that the latest version of the publications must be used (i.e., JRM MRESS Amendment 7) should contractors assume that the MGFD is the 500-lb M64A1
Bomb (Composition B filled)? Or should contractors assume the MGFD is the 60mm, as referenced in the RFP?
43. Was this location a battlefield or disposal site?
44. Reference Drawings E-601 & E-602. Please confirm that the rating of the pad mount transformer, generator, and MDP is per the RFP as shown on Sheets E-601 and E-602. However, If the rating shall serve future MSMs (48 Total), please provide rating.
45. Reference Drawing M-101/Section D209092. Drawing M-101 indicates that the Fuel day tank has 100-gallon capacity. Section D209092 requires a 100-gallon fuel tank Minimum capacity. However, Part 3 Chapter 1 Page 3 states that “generator must be sized to support a total of 48 MSMs.” Please advice what the fuel tank capacity should be.
46. Reference Section D501002. Room requirements and Engineering system requirements specify Type 316 Stainless steel equipment enclosures. However, Electrical Equipment
Manufacturers are advising that only Type 304 Stainless steel is available. Please advise how to proceed.
47. We would respectfully like to request that we are able to email our proposal and follow up with hard copies sent by FEDEX due to the travel ban our company has enacted for the next 60 days in relation to the spread of the Coronavirus.
