About this file

This document contains questions and answers regarding solicitation number N62742-20-R-1324 issued by the Department of the Navy Naval Facilities Engineering Command for the FY20 MCAF P-3105/AJJY073105P3 Asia Pacific Stability Initiative project to construct munitions storage igloos at Andersen Air Force Base in Guam. The solicitation utilizes a modified design-build approach and includes both design-bid-build and design-build work. Questions addressed include confirming the need for a guarantor form, definitions of relevant design experience, acceptance of designs where construction is not 90% complete, and consideration of structural design experience where the firm was not the architect of record. The answers clarify submission requirements and modify the relevant experience period from 10 to 15 years for construction and design work involving hardened structures.

258 MAKALAPA DR., STE. 100

PEARL HARBOR, HI 96860-3134

RFP N62742-20-R-1324

Notice No. 1

February 7, 2020

PRE-PROPOSAL QUESTIONS & ANSWERS

N62742-20-R-1324

FY20 MCAF PROJECT P-3105/AJJY073105P3 ASIA PACIFIC STABILITY INITIATIVE

(APSI) – MUNITION STORAGE IGLOOS PHASE 3, ANDERSEN AIR FORCE BASE,

GUAM

NOTE: The following questions and answers are provided for INFORMATION ONLY. The solicitation remains unchanged unless it is amended in writing on a Standard Form 30.

NOTICE NO. 1

1. Information on Phase 1 and Phase 2 Munition Storage Igloos are not available in NAVFAC

Website and SAM.gov Website. Are there Phase 1 and Phase 2 Munition Storage Igloos projects, and if so, can you provide us information or directions on how to acquire this information?

ANSWER: There are Phase 1 and Phase 2 Munition Storage Igloo projects, however, information regarding those projects will not be provided and is not expected to affect the P-

3105 Phase 3 project.

2. Questions for DCMA Form 1620, Guaranty of Agreement for Corporate Guarantor:

a. Are we required to provide a Guarantor to participate the bid?

b. Should all bidders need to submit this form?

c. Do we need to submit this with the bid?

ANSWER: a. DCMA Form 1620 is required of offerors that are newly-formed entities relying on the resources of another LLC member, parent, limited partner, or other entity related to the offeror for responsibility purposes, see Document 00100, Paragraph

1.5c.

b. See response to 2a.

c. As specified in Document 00100, Paragraph 1.1, information required by paragraph 1.5, Pre-Award Survey/Responsibility Determination is required to be submitted with the price proposal.

3. The pre-solicitation defines in broad terms the work features that are to be addressed under different design approaches. Generally, the MSM work will be completed under Design-Bid-

Build and the supporting facilities, site improvements & utility work under Design-Build. It wouldn’t seem appropriate to request relevant experience of hardened structures from the designers if their work is limited to supporting facilities, site improvements & utility work.

RFP N62742-20-R-1324

Please confirm that this design separation no longer applies and that the Munition Storage Igloos

Phase 3 is a full Design-Build solicitation.

ANSWER: P-3105 is modified Design-Build and includes both Design-Bid-Build and Design-

Build work. Provide relevant experience as specified in Document 00202.

4. Reference Document 000202, Evaluation Factors for Award, Pages 4 & 6, Construction and &

Design Experience. Due to the uncommonness of the hardened structure requirement in our region. Will the Government consider extending the construction completion of the relevant construction & design experience from 10 years to 15 years?

ANSWER: See Amendment no. 0001.

5. In Document 00202, Evaluation Factors for Award, Part 1 – General, Paragraph 2.2 Non-Price

Evaluation Factors, Factor 2 Experience, Section 2. Design Experience and Notes for Design

Experience. This section states that construction of each project submitted for evaluation must have been completed or substantially completed within the past 10 years from the date of issuance of this solicitation. Further, it states substantially completed is defined as at least 90% physical completion by the date of the solicitation issue. In the notes it states a final design performed under a design-build construction contract is a relevant design project. Will a completed final design in a design-build construction contract be accepted if the construction is not at 90% completion?

ANSWER: No. As specified in the relevant design project definition, “Construction of each project submitted for evaluation must have been completed or substantially completed”, with

“substantially completed” being defined as 90% physical completion by the date of solicitation issue. Please also consider Amendment no. 0001.

6. Considering the key elements of experience required for the design team; will the Government allow a project where the design team was the structural designer of record for a facility which required blast reinforcements, but was not the Architect of Record?

ANSWER: Yes, assuming all the relevant design criteria are met and a fully executed teaming agreement or contractual agreement for the structural designer of record is provided in accordance with Document 00202.
