NOTE: The following question and answer is provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30. Please be advised that the Government may not respond to questions submitted less than 10 days before the proposal receipt due date.

Questions and Answers:

12. SEED Project No. 1 Repair to UPH 7, Missing Technical Specifications

Please provide technical specifications of the following additional items:

Shelving, countertop, drawers, overhead cabinets (at Living Room) and Lavatory Cabinets Fluid-Applied Waterproofing at Exterior Walls Urethane Insulation at Exterior Walls

ANSWER: Except for lavatory cabinets, the shelving, countertops, drawers, and overhead cabinets are existing items that are to remain. The Government will provide details regarding the lavatory cabinet, waterproofing at exterior walls and insulation. See future amendment.

13. SEED Project No. 1 Repair to UPH 7 Section 10 44 16 and Drawing Detail B3/A-803 Fire Extinguishers and Cabinets

Technical specifications provided are for FE cabinets only. Provide specs for Fire Extinguishers, if dry chemical type, 5 lbs. or 10 lbs. required, etc.

Please clarify if all suite units will have one (1) FE each. What about other areas like electrical rooms, corridors, etc.?

ANSWER: Fire Extinguishers are existing items to re-used (remove and re-install). The quantity of fire extinguishers and cabinets are shown on drawings FP-101, FP-102 and FP-103.

14. Part 2 Section 01 33 10.05 20 paragraph 1.9.3: Pertaining to the reference to applicable LEED credits to be obtained - Would the government please provide clarification as it specifically applies to the two (2)seed projects, given they are repairs to existing UPH7 and repairs to existing softball field, respectively, in a tropical environment? Please confirm if LEED Silver certification is a project requirement.

ANSWER: The question refers to Part TWO Section 01 33 10.05 20 DESIGN SUBMITTAL PROCEDURES, which includes requirements for Contractor-originated design documents and design submittals. In the case of Seed Project 1 UPH 7 Repairs, this is a design-bid-build project that does not require Contractor-originated design documents and design submittals. However, Part TWO Section 01 33 29 LEED Documentation paragraph 1.3 DESCRIPTION indicates that LEED Documentation requirements are applicable when the design-bid-build task order requests LEED

RFP N62742-13-R-1303

Certification. Part SIX Attachment 1 Section 01 11 00 SUMMARY OF WORK paragraph 1.5.1.1 requires the completed project to comply with LEED Silver certification requirements. In the case of Seed Project 2 Softball Field, which is a design-build project that does require Contractor-originated design documents and design submittals, Part SIX Attachment 2 Part THREE Section 2 paragraph

2.3.1 Sustainable Design requires LEED Certified. However, this project does not meet the LEED Minimum Program Requirements in terms of minimum floor space and occupancy. Accordingly, Seed Project 1 Softball Field cannot be LEED Certified. The Government will revise Part SIX Attachment 2 Part THREE Section 2 paragraph 2.3.1 Sustainable Design. See future amendment.

15. Section 01 31 19.05 20 paragraph 1.2.3: PAK Meeting requires the attendance of Contractor key personnel like Project Manager, Project Scheduler, Design Staff, Superintendent, QC Manager, and DQC Manager. In an effort to reduce cost and time would the Government allow the Post Award Kickoff, Concept Design Workshop, Partnering and Pre-Construction meetings to take place in Diego Garcia in one visit over a two or three day period?

ANSWER: Acceptable.

16. Paragraph 1.15 of Section 01 30 00.05 20, Part-2: Will we be provided existing AutoCAD drawings of record drawings?

ANSWER: Yes.

22. UPH 7 Specifications: Per RFP, the UPH 7 facility seed project involves hazmat remediation due to the presence of asbestos and lead in paint in the building. Please provide asbestos survey and lead in paint reports of UPH 7 Facility.

ANSWER: The Government will provide the Asbestos Assessment Survey Report for UPH 7 and the Lead-Based Paint Building Inspection Report for UPH 8. There is no Lead-Based Paint Building

Inspection Report available for UPH 7, so the report for UPH 8, a comparable facility, is provided as the basis for proposals. See future amendment.
