DESIGN-BID-BUILD CONSTRUCTION CONTRACT FOR DIEGO GARCIA BRITISH-INDIAN

NOTE: The following question and answer is provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30. Please be advised that the Government may not respond to questions submitted less than 10 days before the proposal receipt due date.

Question and Answer:

1. Would project experience in Afghanistan be considered acceptable as past performance/experience due to the country's lack of readily available resources and harsh environmental conditions?

Answer: The Government will not pre-qualify project experience. As stated in Document 00202, Notes for Factors A and B, "in order to be considered 'acceptable', a proposal shall demonstrate experience/past performance in new construction, additions, alteration/renovation, and/or repair work at remote, tropical locations of: (1) flexible or rigid pavement roads, (2) utilities (water, wastewater, electrical and/or telecommunications), AND (3) commercial or institutional buildings."

The offeror shall make its own assessment of whether the Afghanistan project meets all the criteria.
