About this file

This is a Statement of Work (SOW) for X-Band Sperry radar system repairs aboard the USS MIGUEL KEITH (ESB-5), a Military Sealift Command vessel. The work is classified as a Communication & Navigation repair requirement under Work Item 0401, dated March 6, 2026, and forms part of the broader Voyage Repair Availability solicitation (N6264926RK006) for the ship.

The contractor must provide a Sperry Marine certified technical field service representative to diagnose and repair the ship's aft X-Band radar system, which is currently experiencing display failures, target acquisition issues, and potential component overheating. Primary work includes procuring and replacing the suspected damaged Power Management Unit (PMU) and power supply based on observed equipment conditions. The contractor shall perform comprehensive visual inspections of antennas, processors, monitors, control stations, waveguides, and wiring for damage, corrosion, or deterioration; check terminal strips, plug connections, and rubber gaskets; inspect antenna drive mechanisms; and verify all grounds straps and cable shielding. All work must be performed by experienced, radar-certified personnel trained in electrical and safety protocols, with proper lockout/tagout procedures and warning signage implemented during antenna servicing. The contractor must conduct extensive testing and verification of all radar features per manufacturer and IMO requirements, including display modes, target acquisition and tracking, ARPA, AIS, collision avoidance systems, and operational alarms. Upon completion, the contractor shall submit condition reports and "as released" documentation in both typewritten (three copies) and electronic PDF format, signed and countersigned by authorized personnel. The work must leave the radar systems optimized, tuned, and fully operational for demonstration to the ship's captain and navigation team. This solicitation is restricted to sources authorized to conduct business in South Korea per DFARS 252.225-7042, and is issued by the Naval Supply Systems Command.

1.0 ABSTRACT

1.1 This work requirement describes the requirement to provide the Original Equipment Manufacturer (OEM) for the Sperry Marine X-Band radar system onboard the ship. Conduct repairs to restore the system fully- operational.

2.0 REFERENCES: None.

3.0 ITEM LOCATION/DESCRIPTION:

3.1 3CM “X” Band Radar Aft MFR: Sperry Marine

4.0 GOVERNMENT FURNISHED MATERIAL/EQUIPMENT/SERVICE:

4.1 Equipment: None

4.2 Services: None

5.0 NOTES:

During normal operations, the aft x band radar monitor displayed low visibility on the screen. It appeared that the system failed to display targets, after system restart the system showed targets but eventually the targets disappeared from the display and the chosen targets were never displayed. After opening the x band antenna pedestal for inspection, there was a strong scent as if there was a component overheating. The PMU and the low noise front end module were both hot to the touch, there may be possible damage to the PMU and low noise front in module due to possible power supply failure, high power transmit / receive module density or high ambient temperatures. Also on there appears to be a fault indication on LED D12 in which is flashing red, LED D12 is not listed in technical manual alarm / fault index. It is suspected as a possible communications failure due to PMU malfunction.

6.0 QUALITY ASSURANCE REQUIREMENTS:

6.1 To the satisfaction of the Chief Engineer, Port Engineer and technical specifications.

7.0 STATEMENT OF WORK REQUIRED:

7.1 The Contractor shall provide the services of a Sperry Marine certified technical field service rep to repair the ships X-Band Radar. Procure and replace a suspected damaged parts (PMU and Power supply) based on the ship’s observation.

7.2 Coordinate with the Chief Engineer for the isolation and lock-out / tag-out of any equipment or systems. Prevent the potential risk of being struck by the rotating antenna while men are aloft. Turn off the radar power switch before servicing the antenna unit. Post a warning sign near the switch indicating men are aloft and it should not be turned on while the antenna is being serviced.

7.3 All work shall only be accomplished by experienced and qualified personnel. They are also to be trained in radar and electrical safety to avoid personnel injury. As such, the worker must be fully aware of the risks associated with his surroundings and be fully knowledgeable of health and safety standards.

7.4 Visually inspect the physical condition of the antennas, processors, monitors, control stations, wave-guides and wiring for any damage, corrosion, contamination, deterioration or signs of overheating.

7.5 Open antenna covers to check terminal strips and plug connections inside. Check for loose connections and contacts and plugs for proper seating. Inspect the rubber gaskets on these covers for deterioration.

7.6 Inspect the Antenna drive mechanism.

7.7 Check processors, monitors and control stations for loose connections and contacts and plugs for proper seating. Verify all grounds straps and cable shielding are secure and in good condition.

7.8 Replace the following components:

7.8.1 PMU

7.9 Check and adjust alignment with ships Gyro systems. The accuracy of azimuth alignment of the radar presentation should be within 0.5°.
