About this file

This is a Work Item Specification document for maintenance services on the Oily Water Separator (OWS) System aboard the USS Miguel Keith (ESB-5), an auxiliary ship operated by Military Sealift Command (MSC). The work item is identified as Item No. 0510, Category "A," scheduled for January 15, 2026, as part of the ship's Voyage Repair Availability in South Korea under contract N6264926RK006.

The contractor must provide an Original Equipment Manufacturer (OEM) authorized field services technical representative to perform comprehensive inspection, testing, maintenance, and servicing of the Ultra-Sep Model USBWS5000-J465 oily water separator located in Auxiliary Machinery Room (6-108-0). Required services include draining and disposal of liquids in compliance with environmental regulations; inspecting and replacing inlet/outlet and clean water valves as needed; testing system relief valves; verifying pressure gauge calibration; cleaning the separator and oil sensing probe; removing accumulated solids and sludge; verifying proper operation of the Oil Content Detector; and documenting baseline readings for the auto-flush spirolator membrane function. The contractor must conduct testing to prove the OWS operates properly with oil content in product water below 15 ppm and submit multiple condition reports in PDF format documenting "as found" and "as released" conditions, deficiencies, and work completed. All work must be performed by OEM-authorized or MSC-qualified non-OEM service providers with signed letters of qualification and training certificates provided prior to work commencement. The possible source identified is Rivertrace LTD, with point of contact Kevin Bartlett located in Surrey, England. Safety requirements mandate compliance with lockout/tag-out procedures and strict protocols regarding high-voltage electrical systems on the vessel.

Clean the separator using flushing guidelines in Reference 2.1.

Ensure all accumulated solids and sludge are removed from the separator.

Clean the oil sensing probe.

Verify proper operation of the Oily Content Detector (OCD). Issue a current verification certificate during service visit provided internet is available to CWS service engineer (CWS Part No. SBVK0900). If internet service is not available, provide certificate within five days after completion of service visit.

Drain the separator after completing flushing and cleaning of the separator chamber.

Conduct Ultra-Sep clean using Reference 2.1 as guidance.

Operate Ultra-Sep (OWS) and record readings on the Service Report.

Any required parts that are found to be needed will be provided from the ship spares. If not readily available onboard, submit a condition report and a contract modification will be requested to procure the necessary parts.

Inspection/Test Prove proper operation of the oily water separators to OMT REP and that oil content in product water is less than 15 ppm.

All work shall be completed to the satisfaction of the OMT REP and Chief Engineer.

1.1 Reports

1.1.1 When inspection, service and testing reveal any deficiency a condition report is to be submitted to the OMT REP with recommended repairs and parts required. Submit one electronic copy in Portable Document Format (PDF).

Submit a report that includes “as released” condition of the Oil Content Monitor. Submit one electronic copy in Portable Document Format (PDF).

Provide a final detailed condition report detailing conditions found, work accomplished, and any new recommendations to the OMT REP. Submit one electronic copy in Portable Document Format (PDF).

All reports and checklists are to be completed and signed by the person who carried out the inspection and maintenance work and countersigned by the Company’s representative.
