Volume 2 – Past Performance
* Note: No pricing information shall be contained in this Volume.
The past performance proposal must clearly articulate the Offeror’s past performance such that the Government has confidence in your ability to successfully perform the contract requirements. The past performance proposal shall address the following areas:
2.1 No Past Performance
If the Offeror does not have any past performance, provide a statement affirming you have no past performance.
2.2 Adverse Performance History
Provide a list of all Level III Corrective Action Reports (CARs), Cure Notices, Level III Nonconformance Reports (NCRs), Show Cause letters, and Terminations for Default received on any contract within the last 5 years from the date this solicitation is issued. In the event an Offeror has such adverse performance history, include a brief description of the contract and circumstances leading to the Government’s action or evaluation. Include your assertion as to the relevancy of these actions to this requirement. Adverse past performance history information does not count towards the maximum number of references.
2.3 Performance History
(Prime) Offeror Past Performance. The Offeror shall submit detailed descriptions of up to a maximum of five (5) recent (as defined in Section M) contracts, or those portions of a contract, of greatest relevancy and similar in magnitude, scope, and complexity. At least one (1) of these contracts should be efforts that were performed as the prime contractor. If the prime offeror or intended subcontractor/partner submits a past performance example in which it served as a subcontractor, the prime/sub/partner shall detail clearly the work that it performed and the magnitude (dollar value) of that subcontracted work only. A Past Performance example that does not differentiate between the overall contract effort and the subcontractor effort will not be evaluated.
Subcontractor Past Performance. Should an Offeror’s proposed approach include the use of subcontractors, the Prime Offeror shall include past performance information of any subcontractors and shall include the percentage and type of work to be done by the subcontractor. The Government will only evaluate past performance information belonging to significant subcontractors which is defined as 20% of labor workshare who perform work directly related to Touch Labor (e.g. labor spent directly on the aircraft or any aircraft components), Engineering, Supply Chain Management, and Support Equipment Maintenance. The offeror’s submittal shall detail clearly the aspects of the work in the solicitation that the subcontractor is proposed to perform. A Past Performance example which does not detail clearly the aspects of the work in the solicitation that the subcontractor is proposed to perform will not be evaluated.
Subcontractor past performance information does not count towards the maximum number of references for the Prime Offeror. Each individual subcontractor may submit up to a maximum of three (3) references. However, the total volume of past performance information from both prime and all subcontractors shall not exceed twenty (20) references (e.g., A Prime Offeror and 3 Significant Subcontractors shall submit up to 5 references for the Prime, and up to 3 references for each Significant Subcontractor for a total of up to 14 references).
Offerors shall provide written consent from their primary subcontractors that will allow the Government to coordinate their past performance issue(s) with the prime Offeror. If Offerors do not submit such written consent, then the Government will address any past performance issues directly with the principal subcontractor and the Offeror will forfeit the opportunity to participate in any related discussions. Consequently, for any subcontractors that do not provide such written consent, provide a point of contact (name, address, phone number, and email address) with whom the Government may coordinate these issues and obtain any responses as needed.
Joint Venture Past Performance. Should an Offer be received from a Joint Venture, the Offeror shall provide a narrative not to exceed 15 pages describing in detail the Joint Venture structure, including the roles and responsibilities of each party to the Joint Venture, any corporate experience each party to the Joint Venture has performing any other Joint Ventures, as well as any other information to support the Government’s overall assessment of our confidence in the Joint Venture’s ability to successfully perform the contract requirements. If the Joint Venture was formed specifically to perform this contract requirement, provide an affirmative statement of such circumstances.
Joint Venture Offerors shall submit detailed descriptions of up to a maximum of five (5) recent (as defined in Section M) contract references, or those portions of a contract, of greatest relevancy and similar in magnitude, scope, and complexity, that were performed by the Joint Venture.
Additionally, each individual party to the Joint Venture shall also submit up to a maximum of three (3) recent (as defined in Section M) contract references, or those portions of a contract, of greatest relevancy and similar in magnitude, scope, and complexity, that were performed as individuals outside of the Joint Venture. However, the total volume of past performance information from all parties to the Joint Venture shall not exceed twenty (20) references (e.g., A Joint Venture of two parties shall submit up to 5 references performed by the Joint Venture, and up to 3 references performed by each individual party for a total of up to 11 references).
Joint Ventures shall provide written consent from each party to the Joint Venture that will allow the Government to coordinate any past performance issues of each individual party with the Joint Venture as the Offeror. If the offeror does not submit such written consent, then the Government will address any past performance issues directly with the principal party to the Joint Venture and the Offeror will forfeit the opportunity to participate in any related discussions. Consequently, for any party to the Joint Venture that do not provide such written consent, provide a point of contact (name, address, phone number, and email address) with whom the Government may coordinate these issues and obtain any responses as needed.
