Section A - Solicitation/Contract Form
QUESTIONS & ANSWERS
Q1) It is not clear to me if the information provided is draft information for our review or the actual solicitation. The Notice Type is shown as ‘Presolicitation’ but everything else reads like it is the real deal. Could you provide some clarity please.
A1) N6264919R0167 is the actual Solicitation. The FedBizzOpps (FBO) system does not have “Solicitation” as an option, so the option “Presolicitation” was utilized. Please consider this the U.S. Government’s official solictation for the KC-130J requirements.
Q2) With reference to the RFP page 195 we would appreciate if you could please clarify whether we can send a member of our staff to deliver the proposal to the Japan Address provided in page 195 of the RFP as para 1 of page 195 states that In-person delivery will not be accepted. We would like to highlight that to send the documents via courier / postal service from another country will add considerable time, further restricting the time available to complete the proposal.
A2) In-person delivery will not be accepted; please refer to Section L, GI.1 of the RFP.
Q3) What is the normal time-frame the Government notifies the Contractor before a Planned Induction or an ISR Induction?
A3) Normally, notification of a KC-130J PMI induction is provided at least 30 days prior to the induction date. Notification of an ISR requirement occurs at least 5 days prior to the required induction. FRCWP will provide an anticipated PMI induction Schedule as far in advance as possible.
Q4) Firstly, with one of our customers, we have a contract that entered into effect in mid-2018 for specific aircraft within their fleet. In mid-2019, we signed a second contract with this customer for, to all intents and purposes, an identical work scope to the first contract for the remaining aircraft in their fleet. The two contracts cover the entire fleet support with the second contract signed in mid-2019 increasing the overall scope. The intention is for the customer to reference both the contract signed in mid-2018 and the contract signed in mid-2019 within their Past Performance Questionnaire. The values would be shown for both contracts in isolation with a combined total. Recognising the second contract started in mid-2019 and recognising in article 1.1 Past Performance Rating Methodology the statement “Contract performance for less than twelve (12) months or older than five (5) years as of the proposal receipt date will not be assessed further”, please could you clarify if it will be acceptable to present this customer Past Performance Questionnaire with reference to both the contracts?
A4) Recency is defined in the Department of Defense Source Selection Procedures, which states: Recency, as it pertains to past performance information, is a measure of the time that has elapsed since the past performance reference occurred. Recency is generally expressed as a time period during which past performance references are considered relevant. For purposes of this requirement, the measure of time for relevant past performance is not less than 12 months (meaning the offeror must demonstrate at least one year of completed performance prior to the closing date of the solicitation) and not more than five years (meaning work done prior to the last five years to the closing date of the solicitation). An offeror may submit past performance, however if the submittal is determined not to be within these Recency time thresholds, it will not be evaluated.
Q5) Secondly, in more general terms, please could you clarify exactly what is meant by the statement Contract performance for less than twelve (12) months or older than five (5) years as of the proposal receipt date will not be assessed further”? For example, if we consider one specific contract that we have with a customer…….. the 7-year contract entered into force on 1st January 2014 (more than 5 years ago) and is still in effect today running until 31st December 2020. We understand this contract would be accepted for the Past Performance Questionnaire, however, we have concerns that the wording in the statement could be misleading. We understand that reference to “……or older than five (5) years as of the proposal receipt date……” refers to the fact that the contract must not have expired 5 years or more ago. Please can you confirm our understanding?
A5) Please see response above for clarification. If a submission has more than five years performance at time of solicitation closing, the portion over five years will not be evaluated. The only portion that will be evaluated will be the portion that has less than five years of performance. So in this scenario, if the solicitation closes 11 November 2019, then past performance from 11 November 2014 (5 years) would be evaluated, but the portion that is from 01 January 2014 - 10 November 2014 would not. Additionally, work not yet performed (12 November 2019 - 31 December 2020) would not be evaluated.
Q6) Can you confirm on completion of the Past Performance Questionnaires which section of proposal volume 2 these are to be added. Can the completed questionnaires be added as annexes 1,2,3,4 & 5 referenced under volume 2 section 2 ‘Past Performance’.
A6) The Past Performance Questionnaire is separate from Volume 2 submitted by the Offeror. The Offeror should send them to the reference providing the Questionnaire, then that reference shall submit them directly to the PCO. Past Performance Questionnaires do not count towards Volume 2 page limitations. Please see revised section 2.3.1 of Section L and Attachment 13 added in this amendment.
Q7) Proposal Instructions, L-GI, GI.1 Instructions for Submission of Proposals (Page 197) requirements for 10 copies of submission differs to Solicitation Form Original + 1 copies. Please confirm the number of copies required to be submitted with the solicitation response.
A7) The correct amount is one (1) original and nine (9) copies for a total of ten (10). Please see section 9 of RFP to see revision made.
Q8) The Price Summary spreadsheet was not provided with the current and amendment distributions. When will the Price Summary Sheet be made available?
A8) It was initially intended for Offerors to submit their own Price Summary Spreadsheet in a format readable by Microsoft Excel; however, the Government has provided a Price Summary Spreadsheet in this amendment as Attachment 14.
Q9) 5.2.2 Contractor Field Teams (CFT): Provide visibility into number of previous CFT activities in the past 3-5 years.
A9) Two (2) CFT events in Japan, Two (2) CFT events in Italy
Q10) 4.2.1 Turn Around Time Expectation: The Contractor shall plan, perform and manage its work to accomplish all scheduled and unscheduled services within the following TAT. Is it the USG expectation that Strip/Re-paint and Scuff/Paint (if required) are to be completed within the specified TATs?
A10) Yes. The specified TAT includes all strip and paint requirements.
Q11) Attachment 11- Support and Test Equipment specifies a list of Support and Test Equipment by Part Number. Is it acceptable to use equivalent S&TE of a different part number used by other C-130J operators?
A11) Alternate part numbers shall be approved by the government prior to use or installation.
Q12) I wish to check whether similar spreadsheets that were provided in the 2014's solicitation will be provided in the current solicitation for the contractor to compute to price the requested services.
| 1. | Price Proposal and Hourly Rate (N6264914R00890004ENCL1_RFP_ATTACH1_C130_SECTION_B_BLANK_AMEND2.pdf) |
| 2. | Man Hour Breakdown (N6264914R00890004ENCL3_RFP_ATTACH6_CLIN1andCLIN2_MANHOURS_18JUL14_AMEND2.pdf) |

Q13)Does DRPs(DESIGNATED REPAIR POINTS) mean one of MAC Holders?
A13) Yes
Q14) If yes, should the Contractor carry out ''CHECK FLIGHT'' on its own?
A14) Please refer to Section 3.1.7 of the PWS
Q15) In the files that were provided On September 22nd via secure transfer there are four that do not have .pdf extensions and appear to be a format that is not readily supported. Would it be possible to receive these files in .pdf format?
01-75GAA-2-10.nci 01-75GAA-3.nci 01-75GAA-36.nci 17-1-114-4.nci
A15) On or about 30 October 2019, NSIV viewer software has been sent via DoD SAFE to the Offerors who previously requested the Government data package.
Q16) Can you please confirm that a Past Performance Questionnaire, that was to be completed by our customers, is no longer a requirement of the solicitation?
A16) The Past Performance Questionnaire is a requirement of the solicitation. Please see revised section 2.3.1 Past Performance Matrix of Section L for inclusion and Attachment 13.
Q17) CLIN 0002 As Required Maintenance - Year 1 Base (and repeated for each year after) is not clear as the PWS indicates four distinct elements that fall under “As required Maintenance”. Can you please clarify what is to be priced under this CLIN?
A17) Please refer to Section C of the RFP which identifies which PWS items fall under CLIN 0002.
Q18) CLIN 0004 – Full Supply Support - Year 1 Base (and repeated for each year after) is not clear in the PWS what this scope of is in the cross references provided in the RFP. Can you please the scope of this CLIN.
A18) Please see PWS Section 5.3 and RFP Section L-2.
Q19) 1003AE - Ferry Flight - Year 2 Base (and repeated for each year after) appears to be a duplicate of 1008AB (and repeated for each year after).
A19) Please see Amendment 0002 of the RFP. SLINS 1003AE and each repeated year after have been zeroed out. Due to limitations within the contract writing system they cannot be deleted at this time. These will be deleted once awarded. Please see RFP Section L-2 and include the Ferry Flights on SLINS 0008AB and each repeated year after.
Q20) RFP CLINs, PWS 5.2.2: Does 0008AA - Travel - Year 1 Base (and repeated for each year after) require pricing to be provided at time of proposal? Given the unspecified nature of CFTs it is difficult to develop a cost estimate for this.
A20) Please see RFP Section L-2 which defines the value to use for this SLIN.
Q21) RFP CLINs, PWS 5.3.1.3.1: Does 0007AA Preserve & Pack - Year 1 Base and 0007AB Ship & Transport - Year 1 Base (and repeated for each year after) require pricing to be provided at time of proposal? Given the unspecified nature and number of items to be shipped it is difficult to develop a cost estimate for this.
A21) Please see RFP Section L-2 which defines the value to use for these SLINS.
Q22) Please refer to attachment 14 “Price Summary Spreadsheet” and assist to clarify whether the “QTY” for CLIN/SLIN 0002AA thru 0002AD are intentionally stated as “0.00”?
A22) The quantity should be five (5) and has been updated in Amendment 0003 of the RFP.
Q23) Can you please provide a soft copy of paint drawing 14E2506_96916 and paint specification / requirements.
A23) The Government is researching a solution for Offerors to view these files. Offerors are encouraged to document assumptions and/or impacts if these documents are not received.
Q24) During the pre-solicitation conference date provided in June, the anticipated workload for inductions were approximately 2 per year. And in section B, the PMI Quantity is 5 lot per year.
- Which annual PMI quantity is predicted and prepared? 5 or 2 in chart?
- Assuming that it is ready for business after being selected as a MAC in phase 1 of PHASE, if 2 Aircraft PMIs in 2020 years are distributed in advance to other companies, could our company can be allocated after year 2021 years?
A24) PMI Quantity is 5 per year.
All awardees will be selected when the MAC contract is awarded. All task orders will be competed amongst the MAC awardees.
Q25) This contract is an FFP contract for the contactor to prepare for materials equipment. Should the proposal section B CLIN0001AA, 0002 proposal cost be included in the cost of materials and equipment?
Or is the total estimate cost of $ 2,500,200.00 / year from CLIN0004 Full Supply Support included?
If so, can it be downgraded according to the contractor's forecasts?
A25) For purposes of the proposal, the offeror shall utilize the dollar values provided in attachment 14 “Price Summary Spreadsheet” for the referenced CLIN/SLINs. The CLIN x004 is auto-populated for the MAC proposal. Actual material costs will be determined on each task order.
Q26) If our company received the first PMI task order after being selected as a MAC holder and completed the maintenance, but does our company have to pay penalties ($ 3,355.80 / day) when we do not meet TAT 160 days?
A26) Clause 52.211-11 LIQUIDATED DAMAGES--SUPPLIES, SERVICES, OR RESEARCH AND DEVELOPMENT (SEP 2000) applies.
Q27) After selected one of MAC, if our company has secured the materials in advance for 2 ~ 3 PMIs to comply with TAT. However, if we fail to obtain continuous task order, will be able to buyback the materials?
A27) No. The Contractor shall be responsible for forecasting, sourcing, and procuring the parts and materials used in performance of this contract.
Q28) Would the penalty be exempted when the TAT is exceeded due to defects exceeding PMI or As Required Maintenance or material wait due to unscheduled maintenance during the work order?
Also, do you settle additional costs for the materials used because of the above work?
A28) For damage found outside of the PMI Specification requirements, the contractor may request renegotiation of TAT at the task order level.
Q29) Although it is very difficult to calculate the cost due to the inability to predict the number and time of flight tests / ferry flights such as Fuel / LOX on the weight of materials, should it be predicted and reflected in Section B CLIN 0001AA? Or is it included in the total estimate cost of $ 2,500,200.00 / year for the CLIN0004 Full Supply Support offered by FLCY, is the contractor billed in that case and the government checks and pays for it?
A29) For purposes of the proposal, the offeror shall utilize the dollar values provided in attachment 14 “Price Summary Spreadsheet” for the referenced CLIN/SLINs. The CLIN x004 is auto-populated for the MAC proposal. Actual material costs will be determined on each task order.
Q30) In the case of Korea, is this program eligible for duty free? Is it subject to tariffs when securing materials?
A30) Please see amendment 0003 section H. Exemption from Korean Taxes for special excise taxed items and value-added taxed items used on this contract have been included. Any offeror shall determine what tariffs their country is subject to and price their proposal with this in mind.
Q31) Do you provide for the total number of aircraft covered by the PMI and operating hours or duration for each aircraft for a more accurate estimate of the operation Man Hours?
A31) Flight hours will only be provided per aircraft induction for flight hour based inspections.
Q32) Is it possible to provide a GFE when additional equipment requirements occur that are not recognized other than those listed in the RFP? Or is it prepared by the Contractor and settled by FLCY?
A32) See PWS 5.3.1.2, PWS 5.3.1.3.
Q33) Can we submit proposal in person before Monday 11 Nov 2019? Do you want to receive it as 3 ring binders or online format?
A33) In-person delivery will not be accepted; please refer to Section L, GI.1 of the RFP which explains how to submit the proposals.
Q34) Please can you confirm that the offeror is not required to provide extended prices for CLIN/SLIN 0004, 0007AA, 0007AB, 0008AA and 0008AB.
Follow-on question: Further to our question submitted 11th October about how to complete CLIN/SLIN 0004, 0007AA, 0007AB, 0008AA and 0008AB extended pricing which we have not yet received a reply. Can you also please define exactly what you mean by the word “Lot” in CLINS 0004, 0007AA, 0007AB, 0008AA, 0008AB.
A34) For purposes of the proposal, the offeror shall utilize the dollar values provided in attachment 14 “Price Summary Spreadsheet” for the referenced CLIN/SLINs. Actual costs will be determined on each task order.
“LOT” is used to indicate the extended price is considered as an indivisible sum at the Not To Exceed (NTE) level written. For the purposes of the MAC proposal, this keeps all offerors on an even playing field. At the Task Order level, the NTE level will likely have some variability depending on the material condition of the individual aircraft and the tasks required.
See related information at Q61.
Q35) Please can you confirm which CLIN / SLIN is to capture the over and above related PMI hours. It is unclear as 0001AA is hours for the basic PMI inspection and 0003AA is for the over and above unrelated to the PMI.
A35) See PWS 3.2.1, 3.2.1.1, 3.2.1.2, CLIN x001AA is intended to capture all PMI costs to include inspection and related repairs.
Q36) Reference PWS 3.1.4
For Inspection/Evaluation of the Aircraft, 3.1.4 of the PWS states "The Contractor shall complete the mandatory non-destructive inspections and the flight hour dependent non-destructive inspections".
Please confirm if all flight hour dependent non-destructive inspections should be included in the CLIN 0001 Scheduled Maintenance - Year 1 Base and subsequently scheduled in the Production Plan. Or should it be assumed that any FHD "NX" inspections would be costed in CLIN 0003AA O&A after the C-130FST.SM has provided a list of all that are applicable?
A36) Added PWS paragraph 3.1.5.1.5, added tab to “Price Summary Spreadsheet” labeled “SLIN x002AE-BT.” This has been updated in Amendment 0003 of the RFP.
Q37) Reference NAVAIR KC-130J PMI OP.19.1 Electronic/Electrical Wiring and Wiring Components (KT, KN, BN, PO, DT) A Perform continuity test by system operational test (using existing aircraft components or slave sets), automatic test equipment, or point to point testing of electrical wiring in all systems to ensure the system wiring is serviceable per applicable job guides (if used, slave sets shall be removed prior to aircraft departure -Clarification of electrical system tests required.

A39) For purposes of the proposal, SLIN x002AD hours will be auto-populated; the offeror shall provide the hourly rate in attachment 14 “Price Summary Spreadsheet”. This has been updated in Amendment 0003 of the RFP. Actual corrosion control costs will be determined on each task order.
Q40) Reference PWS 3.1.4 / CDRL A009/A005/A013
Will the acceptance of the Aircraft Condition Evaluation Report (CDRL A009), an updated Production Plan (CDRL A005), and the Non-Destructive Inspection (NDI) Report (CDRL A013) by the government be considered authorization to proceed with all repairs?
A40) Acceptance of CDRLs A0005, A0009, A0013 neither authorize repairs nor prevent a contractor to proceed with repairs.
Timing to authorize ALL or ANY repair(s) depends on how and when work requests are submitted for concurrence. The Contractors E&E phase procedures produce the timeline for USG concurrence that authorize repairs to start.
Reference DFARS 252.217-7028 for requirements to approve O&A work. U.S. Government authorization for repairs to begin, in part or total, occurs with 'concurrence' of Evaluated & Estimated (E&E) Over and Above defects.
Q41) PWS 3.1.5 / CLIN 0003A

A53) CDRL D001 is correct.
Q54) Export Control
The Solicitation isn’t explicit about the Export Control regime that applies to this Contract. Please provide clarity if USML or CCL requirements apply.
A54) Please refer to DFARS 252.225-7048 – Export-Controlled Items. This clause refers to both items subject to the Export Administration Regulations (EAR) which include the items on the Commerce Control List (CCL) as well as items subject to the International Traffic in Arms Regulations (ITAR) which include the items on the United States Munitions List (USML).
Q55) Vault sharing
We are performing F-16 maintenance program and has a Vault for this program which will be licensed in mid-20 years approximately.

| 3. | If our customer's point of contact is no longer with the organization, but has already given the feedback earlier, can we still use the feedback as the basis for Past Performance Questionnaire and submit it as part of our proposal? |
A59) Please refer to answer 46 above - The Past Performance questionnaire shall be transmitted directly from the Offeror's customer to the referenced POCs by the solicitation's due date. The Government is under no obligation to evaluate Past Performance that is not backed by a fully completed and properly submitted Past Performance Questionnaire.
Q60) Section L - Volume 2 - Part 2.3.1 Past Performance Questionnaire - Attachment 13 The Past Performance update directions reads inter-alia "...The Past Performance questionnaire shall be transmitted directly from the Offeror's customer to the PCO by the solicitation's due date."
As the Past Performance Questionnaire is to be "transmitted directly" to the PCO, can you please provide the transmittal medium (ie. email address or secure electronic upload location) for the Offeror's customer to transmit completed document/s to the PCO.
A60) Please refer to answer 46 above. They can be transmitted via e-mail to the referenced POCs.
Q61) CDRL_D001_Phase-In_Transition _Plan_C-130: Item (v) Material/Supply Support (Repairable/Consumables) asks for the Status of Pre-expended (PEB) stock.
Please provide clarification around term “PEB” and what it relates to.
PWS 5.3.1 Supply Management The PWS is very clear that the Contractor is required to have a comprehensive supply system to deliver aircraft on time. It is less clear how supply costs will be recovered by the Contractor. Pre-solicitation (dated 13 June 2019) a contractor asked: How should Offerors propose for material costs?. The Government answered: The Offerors should propose firm-fixed prices for materials to perform scheduled maintenance (ie. PMIs). Material costs for overs and above repairs will be negotiated with the ACO at the task order level.
It is difficult to reconcile pre-solicitation Q&As because the Solicitation has evolved over time. The final solicitation makes no reference to a pricing distinction between scheduled and over and above spares. The Price Summary Spreadsheet suggests CLIN0004 is for ‘Full Supply Support’ and the Final Material Consumption report (CDRL B003) requires ‘all Hazardous Materials, Consumables and Local Purchase Items purchased for each aircraft’ to be listed to enable the Government to assess the total material cost per aircraft.
Please provide further clarity on the pricing of materials. Is it expected that some (which?) material cost is to be included in the burdened PMI man-hour rate or are material costs to be recovered through CLIN-0004 based on the detail in CDRL B003 Final Material Consumption Report?
A61) Pre Expended Bins (PEB) are generally stocked with consumable parts and material required tocomplete repairs, special inspections, reassembly and OP Check / FCF of the aircraft.
Common PEB items are screws, washers, nuts, bolts, rivets, interference fit fasteners, blind fasteners, O-rings, seals, nut plates, light bulbs, cannon plug parts, Wire Pins / Splices / Zip Ties / Wire in varying gauges, safety wire, masking tape, barrier paper, etc. Aircraft and Support Equipment Parts usually will not be stored with and are separated from PEB's. HAZMAT is not part of the PEB.
Regarding material costs: For the purposes of being awarded a position on the MAC, the material cost will be as set in the “Attachment 14 Price Summary Spreadsheet.” This ensures all offerors are evaluated using the same criteria because, at the MAC level, there is no way to accurately quote CLIN x004 Full Supply Support. After the MAC award, each Task Order will be competed amongst the MAC awardees. Each Task Order will be specific to a BUNO and will include the expected tasks to be completed. At this level, the intent of CLIN x004 Full Supply Support is to reimburse actual cost of materials needed to complete the PMI (i.e. not included in the burdened PMI man-hour rate). Providing the CLIN x004 quote when bidding on the Task Order informs the USG of the material funding needed. However, CLIN x004 can also be used for the materials needed to support other CLIN tasks (x002, x003, etc). So, the final CDRL B003 should include all materials used on any one BUNO; you can add clarity to this CDRL by including which CLIN (x001, x002, x003, etc) that the material cost was associated.
If the offeror believes the pre-populated price in “Attachment 14 Price Summary Spreadsheet” is too high/too low/unrealistic, the offeror has the opportunity to explain its position in the proposal. Logistics and Supply section would be a reasonable place to add such information.
See related information at Q34.
Q62) Please could you clarify whether Section K of the solicitation stating that FAR 52.214-35 Submission of Offers in US Currency (April 1991) which states that offers other than in US Dollars will be rejected applies because at the end of the solicitation FAR 52.225-17 Evaluation of Foreign Currency Offers is included that implies that other currencies can in fact be offered and will be considered.
A62) Amendment 0003 to this RFP has removed FAR 52.225-17. Offers shall be provided in US Currency in accordance with FAR 52.214-35. Section L has also been updated to reflect the following language: ***The Offeror shall submit Volume 4 Price Proposal using U.S. Dollars and annotate the exchange rate used.***
Q63) Please clarify:
Based on latest "Attachment_14_Price_Summary_Spreadsheet_(2019-10-16) - excel" SLIN x003AB: Technical Directives (TD) and Aircraft Modifications SLIN x003AD: In-Service Repairs (ISR)
However in "N6264919R0167_AMD_0003_CONFORMED - word" SLIN x003AB: In-Service Repairs (ISR) SLIN x003AD: Aircraft Modifications
A63) SLINS Attachment 14 – Price Summary Spreadsheet are correct. The RFP and Section L have been revised to reflect the following per RFP amendment 0004:
X003AB: Aircraft Modifications X003AD: In-Service Repairs (ISR)
Q64) When addressing issues around time lifed components, such as in the example presented below, typically the Operator will inform us of components requiring replacement and the cost of the effort of doing this is added to the FFP of the depot level maintenance event.
So in the case of something such as:
Reference: NAVAIR KC-130J PMI C.3.3.1 Main Landing Gear Shock Struts (DT)
1. Replace L/R MLG shock strut if time installed exceeds 90% of removal interval specified in NAVAIR 01-75GAJ-6 during PMI. Record replacement on OPNAV form 4790/106A in aircraft logbook.
2. If MLG struts are replaced, install new forward and aft MLG drag pins.
3. If MLG struts are not replaced, perform the following:
a. Visually inspect L/R MLG shock struts for corrosion, damage to surface finish, and security.
b. Install new forward and aft MLG drag pins OR magnetic particle inspect MLG drag pins per NAVAIR 01-75GAA-36, L-4.
Should the DRP assume that in performance of the PMI that in each case all replacement intervals will exceed 90% and subsequent replacement costs will be allocated to CLIN 0001AA? Or will component replacement be considered O&A?
A64) The CLIN for repair/replacement of any individual component will depend on where the task normally resides. In this example, Landing Gear components are inherently an O-level task, not a PMI task, and would therefore be included in CLIN x003 as either ISR or CSR.
However, there is also PMI inspection, so this would most likely be in the task order as:
C.3.3.1.1 and C.3.3.1.2 under x003. C.3.3.1.1.3 under x001.
High-time components are usually called out in the induction package at the task order level, so there will be insight into whether any individual aircraft will require C.3.3.1.1 and C.3.3.1.2.
The offeror is encouraged to explain their process to determine which PMI Spec paragraph may be parsed out into CLIN x003 so the Government can understand the intent.
Q65) Reference: NAVAIR KC-130J PMI Z.6.6.1 Canted Skin Attach Flange Repairs, Fuselage Station 847 A
Inspect the FS 847 side bulkhead at lower end on both L/R sides for installation of steel repair member, P/N (96916) 14E2428-1/2, as shown in NAVAIR01-75GAA-3 titled “Canted Skin Attach Flange Repairs, Fuselage Station 847”.
- 1. If no prior repair exists, incorporate P/N (96916) 14E2428-1/2, of NAVAIR01-75GAA-3 titled “Canted Skin Attach Flange Repairs, Fuselage Station 847 ” as a fatigue preventative.
- 2. If prior repair exists but does not match “Canted Skin Attach Flange Repairs, Fuselage Station 847” of NAVAIR 01-75GAA-3, visually inspect area surrounding repair for additional cracking. If no further cracking exists, no further action is required. If additional cracking exists, remove existing repair member and incorporate P/N (96916) 14E2428-1/2.
Please confirm the CLIN allocation for "if" statements in relation to routine inspections. For the example above would the incorporation of the preventative repair be included in CLIN 0001AA or CLIN 0003 O&A?
A65) Since this is primarily a depot-level PMI inspection, any repairs/work associated would fall under CLIN x001.
However, under some conditions, this may be called out as an Aircraft Modification under CLIN x003. This would be articulated at the task order level.
The offeror is encouraged to explain their process to determine which PMI Spec paragraph may be parsed out into CLIN x003 so the Government can understand the intent.
Q66) Although the proposed terms include maximum orders that the Contractor is obligated to honor (52.216-19 Order Limitations), and states that Task Orders for scheduled PMI induction and unscheduled Maintenance will be competed amongst all MAC holders (H-1.0), inclusion of DFARS 252.215-7008 (Only One Offer) could be taken to infer that MAC holders can decline to submit an offer against any individual Task Orders. In the event that multiple MACs are awarded, please would you confirm if a MAC can decline to participate in a task order competition?
A66) That is correct. A MAC holder can decline to submit an offer against any individual Task Order.
Q67) Reference Q&A 25: Thank you for the reply as following, but we were still wondering where do we have to type in material costs?
CLIN0001AA Extended price? or somewhere in CLIN0002?
There's no material&equipment cost section except for Hourly rate, Hours, QTY in the chart.
A67) The cost of full supply support should be estimated on CLIN x004, which is auto-populated at $2,500,200.00 for the MAC proposal. Actual material costs will be determined on each task order.
A68) ''N6264919R0167_AMD_0003_CONFORMED'' section B was not fully reflected on attachment14's structure.
Do we have to follow the Attachment14 and type in there by modifying it personally?
Otherwise, could we get the revised section B?
A68) Differences on Attachment 14 – Price Summary Spreadsheet and Section B of the RFP include: CLIN X002: The pricing spreadsheet breaks the CLIN into SLINS X002AA – X002BT to assist the Offeror in pricing out the entirety of CLIN 0002. RFP Amendment 004 adds a note to the assumption column subtotal line which reads:
Offeror subtotal SLINS X002AA - X002BT and include all in CLIN X002 on Schedule B.
CLIN X003AA – X003AD: The pricing spreadsheet breaks out hours and quantity. For instance, CLIN 0003AA has 11,000 hours and a quantity of 5 on the pricing spreadsheet. However, the RFP Section B reflects the total hours by multiplying 11,000 x 5 = 55,000 hours. A note has been added to the assumption column to advise of this. The same is true for CLIN 0006.
Q69) Can kindly provide details/link for an electronic submission drop-off for the above proposal as instructed under “Section L – Instructions to Bidders”?
A69) All offerors intending to submit a proposal must e-mail William.Koeditz@fe.navy.mil and Vanessa.Schwaner@fe.navy.mil by 05 November 2019 with their intent to do so. Once the Government puts the Offeror’s information into the SAFE System, the Offeror will receive an e-mail with a link to submit the drop-off. The Offeror has to submit the drop-off by the closing date of the RFP which is 15 November 2019. Instructions can be found at https://safe.apps.mil/about.php
Q70) PWS para 5.4.2
Reference PWS para 5.4.2 - CLIN allocation clarification requested - Will all Contractor Generated TEI requirements to support the repair of discrepancies noted during the scheduled basic requirement PMI inspection/evaluation phase be included in CLIN x001AA or will Contractor Engineering be categorized as Over & Above?
A70) It is expected that Contractor Generated TEIs will occur on aircraft inducted for PMI. As such, Contractor Engineering should be included in CLIN x001AA.
Contractor Engineering used in conjunction with any CLIN x003nn task order should be included when bidding on the individual task order, which is separate from the CLIN x001AA task order.
Q71) PWS para 5.4.3 - 5.4.4
Reference PWS para 5.4.3 - 5.4.4 - CLIN allocation clarification requested - Will Contractor Engineering analysis and Contractor generated engineering drawing requirements to support proposed repairs related to the scheduled basic requirement PMI be considered CLIN x001 or CLIN x003 O&A?
A71) See A70.
Q72) Navair KC-130J PMI 2-3.7.2 and PWS 3.1.5.1E47:F50E47:F49E47:F50E47:F51
Reference Navair KC-130J PMI 2-3.7.2 and PWS 3.1.5.1 - As Exterior Surface Restoration is a specific requirement within the basic PMI, please confirm that the intention is to include the labour costs associated with Exterior Surface refinish within CLIN x001AA? (it is our understanding that all required tasks in the PMI spec will be allocated to CLIN x001AA) Or is the intention to exclude the labour costs associated with Exterior Surface Refinish from CLIN x001AA allowing the Government to choose either CLIN x002AA Complete Resortation of Aircraft Exterior or CLIN x002AB Scuff, Sand and Overspray Aircraft Exterior and supplement the scheduled PMI event?
A72) CLIN x001AA is intended to include all costs associated with all tasks included in the PMI Spec that are expected to be performed with every induction.
The CLIN x002 SLINS are not intended to supplement CLIN x001AA. The CLIN x002 SLINS are intended to be “a la carte” options that provide a pre-negotiated price for specific as-required maintenance events. This gives the Government flexibility to select an as-required maintenance event when needed to support an ISR/CSR or some other unusual request without having to add time to negotiate a price. The as required maintenance events being included at this stage are historically typical requests. The Government expects to add to CLIN x002 throughout the life of the contract as additional repeated events are identified.
To specifically answer the question, CLIN X001AA should include Exterior Surface Restoration as written in the PMI Spec, CLIN x002AA should price out a full Exterior Surface Restoration, and CLIN x002AB should price out a full Scuff, Sand, Overspray event.
The Government acknowledges that the PMI Spec includes some “if” tasks that may not be performed at every induction. For these, the offerors are encouraged explain how they determined which CLIN to use so the Government can understand the intent of the proposal.
Q73) Navair KC-130J PMI NX.2.4.1
Reference Navair NX.2.4.1 - Interior Inspection of Vertical Stabilizer, Rudder, Horizontal Stabilizer, and Elevator Inspect per LES CP 60-00-MM-347. As LES CP 60-00-MM-347 was not be to be provided as reference from the Government, can you please confirm if the subject inspection task will require the Vertical Stabilizer to be removed?
A73) Confirmed that the Vertical and Horizontal Stabilizers are required to be removed to comply with CP62-00-MM-347.
On or about 5 November 2019, LESs listed in the PMI Spec have been sent via DoD SAFE to the Offerors who previously requested the Government data package.
Q74) PWS 3.1.5.1.4 / CLIN 0002
Reference PWS 3.1.5.1.4 and CLIN x002AD - CLIN allocation clarification requested - Please confirm the intent of CLIN x002AD "Aircraft Corrosion Control". Is the intended purpose of this CLIN to capture all corrosion related defects and actions found within the scheduled PMI event therefore the offerer will not cost any corrosion related discrepancies within CLIN x001AA as FFP?
A74) Corrosion Control is performed at all levels of maintenance during PMI.
Cost should be appropriately charged to the CLIN associated to the classification of the damage e.g. PMI Related Over and Above repair will fall into CLIN x001, Specific Inspections such as NX occurrence like the LES for Vertical and Horizontal Stabilizer Inspection will fall into CLIN x002, In-Service Repair and/or Customer Service O Level will fall into CLIN x003.
The offerors are encouraged to explain how they distributed costs for tasks that clearly will cross over multiple CLINs so the Government can understand the intent of the proposal.
Q75) CDRL A005 Production Plan
Reference CDRL A005 ( c ) "Tasks may be grouped if they have common predecessors and resource constraints and would generally be 1-4 days (i.e. Repair Corrosion Zone 1)" - is the general grouping of 1-4 days prefered or can group tasks truely not exceed 4 days without Government COR concurrence similarly to individual tasks not exceeding 15 days? If not, is there a defined threshold in which grouped tasks shall not exceed i.e 5-7 days for similar tasks (1 work week)?
A75) This wording has been removed. Please see CDRL A005 v1 posted with AMENDMENT 004.
Q76) General Instructions
Due to the size of the IMS a Gantt chart that has fidelity below level 2 will make a printed copy of the IMS very large. For the printed copy submission how should the bidder present the IMS?
A76) The format is at Offeror discretion. However, the ability for the Government to follow the IMS flow vertically down tasks and horizontally across time is the goal. Multiple fold-out pages for which “some assembly is required” is acceptable.
Section B - Supplies or Services and Prices
Consistent with FAR Clause 52.216-22 Indefinite Quantity, the Contractor shall furnish to the Government, when and if ordered, the supplies or services specified in each individual task order. The unit prices identified in Attachment (1) are Firm-Fixed-Price (FFP) and shall not be adjusted as a result of the actual cost of performance. The quantities identified in Attachment (1) are estimates only. The exact quantities of deliveries are not known at the time of award:
The cumulative amount of all task orders to be issued under this contract shall not exceed the maximum specified below, and the Government shall order at least the minimum specified below:
Minimum: $5,000.00 per awardee at contract award for Post-Award Conference (CLIN 0009) Maximum: TBD based on offer prices for all CLINS
Note: The Government intends to induct one aircraft per awardee subsequent to the Post Award Conference. This initial induction will not fall under the H-1.0 ordering procedures, and pricing for the first induction will be based on the awarded amounts for Base Year 1. The sequence of induction will be addressed during the Post Award Conference and is intended to be based upon the readiness of the Contractor and what is the most advantageous sequence for the Government - See Section F 3.0.
