51. Q: Attachment 1502000-11 - Are all PV system currently under a O&M service contract? If so, can you provide latest inspection service log to ascertain the present working condition of these systems? If not, are we allowed to do a preliminary inspection to ascertain the working condition of these systems and charge separately to get these systems working to start O&M service contract?
A: The PV system are not currently under an O&M service contract. See Amendment No. 0003, 1502000, Spec Item 3.7.2.
52. Q: Attachment 1502000-11 “Record inverter/electric meter PV electricity production (KWH)” – Is there a data monitoring system available to show the cumulative kWh Production? If not, what is the period for which kWh needs to be recorded with a temporary meter?
A: See Amendment No.0003, annex 1502000, Spec item 3.7.2.
53. Q: Attachment 1502000-11 “Repair or Replace broken panels”. How many panels per system should be we budget for broken panel replacement? If the same model is not available for replacement, would you accept equivalent solar panel to be sourced on best effort basis based on Electrical Drawings including string diagram and string schedule to be provided by owner. Also, would the owner provide structural drawings to facilitate replacement of broken solar panel. If a suitable solar panel cannot be found, can we make the system operational by omitting the solar panel/string?
A: See Amendment No.0003, annex 1502000, Spec item 3.7.2.
54. Q: Attachment 1502000-11” Ensure safety hazards are annotated and repaired”. Please list if there is a record of any improperly installed equipment’s which might be a safety hazard. Without a detailed site visit it is difficult to estimate the quantum of repair work to be done ensure safety standards. Please provide us a basis for estimating this unknown cost.
A: Information not available.
55. Q: Attachment 1502000-11 – Please confirm that the cost of replacing any major component of the
PV system – solar panels, inverters, racking, electrical gear & boxes, BOS, and DAS can be charged extra.
A: See Amendment No.0003, annex 1502000, Spec Item 3.7.2.
56. Q: Attachment 1502000-11 ”Repair or Replace conduit and conductor as needed”. Please list if there is a record of any improperly installed equipment’s which might require replacement. Without a detailed site visit it is difficult to estimate the quantum of repair work to be done ensure electrical operating standards. Please provide us a basis for estimating this unknown cost.
A: Information not available.
57. Q: Any of the PV system sites contains Hazardous materials?
A: Information not available.
58. Q: Attachment 1501000-11 (page 1 of 1 (amendment No. 0002) 14-20-2487 "Remove Debris On panel that adversely affect panel performance" quarterly.
We are set to do an annual cleaning as dirt affects performance. What is the definition of debris is there a size, is it to the point such as a plastic bag. We are doing quarterly inspections. The other definitions of debris was on the original document page 192 of 502 attachment 0200000-01 Definitions and Acronyms Non-Regulated Solid Waste (Debris and Rubbish) Waste not associated with an industrial process such as refuse and scraps resulting from preparation, cooking, dispensing, and consumption of food. Non-hazardous construction and demolition wastes such as dimension and non-dimension lumber, plywood, chipboard, and hardboard are included.
Would this be it I want to verify that if there is dirt that is not going to be considered debris.
The other section that states debris is on the original document page 336/502, Attachment 0200000-06.
Debris not allowed in refuse bins (dumpsters) includes: Empty containers that previously held a hazardous substance, batteries (pagers, cellular phones), fluorescent bulbs, or oily rags (solvent laden or lube oil). All these shall be turned in to the HWF at Building 1663 via CTF.
A: See Amendment No.0003, annex 1502000, Spec item 3.7.1.
59. Q: Question in reference to updated amendment 0002, attachment 1502000-11. Areas state alert
PAR/COR if an action item is needed
So if there is an action item required this would fall under other work as if we do find an issue during the inspection the inspection is that inspecting and if we find an issue we need to note it and put in for a new PO or work order or do we need to do corrective maintenance on it? I think this is where it refers to the first $2,500 is covered by the contractor and according to (the prime) it would be me the subcontractor who has to cover the first $2,500 of material and 32 hours of labor.
A: See Amendment No.0003, annex 1502000, Spec Item 3.7.
60. Q: On the same page. Repair broken panels. Alert the KO/COR if a replacement is needed. You do not repair broken panels; they are always a replacement due to the test conditions and safety standards.
A: See Amendment No.0003, annex 1502000, Spec Item 3.7.2.
61. Q: on amendment 2 page 33/44, 3.7 Responds to Trouble Calls in a timely manner. Provides support as SME.
can you describe a little more what a timely manner is and if the response time is just a call to acknowledge and issue? As timely is not a fully discrimite set time and i work with some people who there timely manner is a lot slower than I would like for certain items so i am trying to understand this a little better
A: See Amendment No.0003, annex 1502000, Spec Item 3.7 and Answer No. 32.
62. Q: On 3.7 The Contractor is fully responsible for and shall perform any repairs, including replacement of parts for discrepant items discovered during scheduled maintenance work up to a threshold up to 32 hours labor and $2,500.00 direct material cost for each deficient condition.
So for instance on site A I find a broken panel and a broken conduit does that count as 1 deficient item or is that 2 deficient items and each one of those has the 32 hours of labor and 2,500 dollars in parts associated with it.
A: See Amendment No.0003, Annex 1502000, Spec Items 3.7 and 3.7.2.
63. Q: We found that there may be an error on EXHIBIT A: ELIN 724 & ELIN 725. See below recommendations:
ELIN Current Est. Qty Recommend Changing Est. Qty To
724 8 EA 2 EA
725 24,000.00 6,000.00
A: See Amendment No. 0003.
64. Q: On 3.7 The Contractor is fully responsible for and shall perform any repairs, including replacement of parts for discrepant items discovered during scheduled maintenance work up to a threshold up to 32 hours labor and $2,500.00 direct material cost for each deficient condition. Now for instance We do the cleaning and inspection- on all 32 sites I find an issue at site 1, site 10, site 13,14 and 31 site 1 was a panel stie 10 was conduit site 13 wiring stie 14 inverter issue site 31 racking issue When we put this up for discrepancy items is this counted as on deficient condition or does this count as five (5) deficient conditions or does it count as one (1) deficient condition?
A: See Amendment No. 0003, Annex 1502000, Spec Items 3.7 and 3.7.2.
