Notice No. 2 October 16, 2020

RFP NO. N62478-20-R-2487

FACILITY MAINTENANCE AND REPAIR SERVICES, VARIOUS LOCATIONS, OAHU, HAWAII

The following are answers to questions and comments regarding the subject solicitation. ANY STATEMENTS OR

REPRESENTATIONS MADE IN ANSWERING THE QUESTIONS DO NOT ALTER OR WAIVE

SPECIFICATION REQUIREMENTS.

1. Q: Is there a list of site HCI/A’s such as Shielded Cabinets (Manufacturer, type, etc.), RF Doors

(Fingerstock, Pneumatic, manufacturer, size, etc..), Entry Panels, Waveguides, etc…? This is needed to determine costing. Not included in attachment 1502000-07 (PWS for HEMP activities).

A: See Amendment No. 0001.

2. Q: Is there a current HM/HS plan we can get a copy of? Not included in attachment 1502000-07

(PWS for HEMP activities).

A: The HM/HS plan will not be distributed. See Amendment No. 0001.

3. Q: Is there a Verification Test package we can get a copy of? Not included in attachment 1502000-07

(PWS for HEMP activities).

A: Test data will not be distributed.

4. Q: The PWS indicates tri-annual maintenance. Can you please confirm this is the only maintenance required? Page 165 of PDF, Document 1502000 (Page 19 of 39), 3.4 states triannual HEMP maintenance. However attachment 0200000-09 shows a quantity 12 months for ELIN A008AD, even though the description indicates triannual.

A. See Amendment No. 0001.

5. Q: The PWS does not indicate any Unscheduled or Emergency Depot Level Maintenance (UDLM, EDLM) requirements. Is this correct? The sections regarding HEMP 3.4 (Pages 147 and 165 of RFP) do not indicate any unscheduled service requirements for the HEMP shelters.

A: See Spec Item 3.1.1 and Attachments 0200000-09 through 0200000-13.

6. Q: Are there any site drawings we can obtain, specific to the HEMP topology? Not included in attachment 1502000-07 (PWS for HEMP activities).

A: Details for the location of individual HCIs will be made available after award. See Amendment

No. 0001.

RFP No. N62478-20-R-2487

7. Q: The following clauses 252.222-7000 Restrictions on Employment of Personnel state that, "The Contractor shall employ, for the purpose of performing that portion of the contract work in the State of Hawaii, individuals who are residents thereof and who, in the case of any craft or trade, possess or would be able to acquire promptly the necessary skills to perform the contract." To clarify, does every employee that provides assistance on this project need to be a resident of Hawaii? We would propose that a certain percentage is maintained. The HEMP portion of the project is very technical and will require personnel from our Colorado office.

A: See DFARS Subpart 222.70 for applicability.

8. Q: According to Section 2.7.1.1 and 2.7.1.2 we will need to have a Project Manager and Quality

Manager onsite at all times. This contract requires periodic maintenance and does not justify having 2 personnel onsite at all times. In the interest of saving money for the Government, do we need to include the cost of a Project Manager and Quality Manager onsite at all times?

A: See Amendment No. 0001.

9. Q: LLCT is identified as a requirement for pre and post service validation but there is no performance requirement for the equipment. Could you provide guidance for the requirements of the LLCT acquired data?

A: See Annex 1502000, Spec Item 3.4.

10. Q: Is the identified requirement from page 168 of the RFP, “Contractor shall provide their technical recommendations on how best to utilize state of the art nondestructive material testing (NOT) testing methods in order to systematically gather data needed in order to characterize the performance of the hardened components during each on-site project.” Intended to occur as part of the proposal effort, or after award of contract?

A: See Annex 1502000, Spec item 3.4.

11. Q: Will there be a site visit and pre performance meeting?

A: We will not be holding a site visit or preperformance conference.

12. Q: Are there detailed plans on the radon, solar, and pool system?

A: The activities will provide detailed plans upon request to the awardee.

13. Q: Will there be a site visit for this solicitation?

A: See Answer No. 11.

14. Q: May we request the excel spreadsheet/fillable forms for: Exhibit D, Attachment 1, & Attachment 2.

A: Spreadsheets are posted on https://beta.SAM.gov

15. Q: Regarding “Exhibit D – Pricing Schedule” – For the services that are not performed monthly

(Quarterly, Triannual, Semi Annual, Annual, Biennial, Quinquennial), shouldn’t the Quantities follow when work is performed? For bidding and billing purposes, it will be easier to track.

16. A: See Amendment No. 0001.
