Q24. Several of the interior spaces, i.e. Submersible Operator Workspace, Mechanic/Maintenance Bay, Fabrication & Fiberglass/ABS Repair Room, etc., require max allowable temperature setpoints of around 78 degrees F with a relative humidity (RH) of 50%. However, these rooms also specify roll-up doors to the exterior, which typically prevent the interior spaces to be air-tight, and therefore, makes the 50% RH requirement unachievable unless high-performance or refrigeration roll-up doors are used. This is also in addition to the assumed high-use during the operational periods. Therefore, please clarify if such high-performance roll-up doors are to be incorporated, which will significantly increase the cost, or if the 50% RH

Page D.5 (Am-0004) requirement may be deleted for all spaces that require roll-up doors. This also includes spaces with interior connecting roll-up doors to the High Bay area.

A24. Please comply with RFP, Part 3, Chapters 1.3 and 1.4.

Q25. The room requirement for all air conditioned spaces is 50% RH, which is fairly stringent and unusual for these types of spaces per ASHRAE. This 50% RH requirement is identified on all Part3 room data sheets and Part3 ESR D30 page 2. Only the Server room has a RH range of 40%-60% RH, which is a very common and acceptable range for normally occupied spaces per ASHRAE. Should all the air conditioned spaces RH requirement be 40-60% RH, similar to the Server room?

A25. Please comply with RFP, Part 3, Chapter 5 Room Requirements and Chapter 6, D30.

Q26. Due to the complexity of this project involving design and specialty scopes to include combat training tank and deep foundations work, we strongly believe that the current project duration of 700 calendar days is not feasible. Therefore, in order to appropriately account for the complexity of the project, we request for the project duration to be revised to 900 calendar days.

A26. Please comply with Document 00700, Clause 52.211-10.

Q27. As with any other design build project, coordination between designers and vendors during bid time is crucial. There have been unfortunately delays in this process as vendors start on their Holiday Schedule for this year, of which some choose to close their business for a period of time. Furthermore, considering the upcoming holidays where most – if not all – businesses will be closed, we are therefore requesting that the proposal due date be extended to January 9, 2020.

A27. See the current amendment for the proposal due date.

Q28. Please provide the total KW required for the Photovoltaic System.

A28. See RFP, Part 3, Chapter 6, D509007 first paragraph. Also, see response A7.

Q29. If the PV System have batteries, please provide how many KWH of storage capacity is required of PV system batteries if any.

A29. Batteries are not required.

Q30. (Part 3 Chapter 5 – page 45) states that there are 27 Type B cages at ATC and 12 type B cages at TRADET3 for a total of 39 type B cages. However, drawings only show 37. The drawing count appears to be correct as the 39 count would not fit the room. The room is very tight now with 37 in it. Please advise.

A30. See Am-0003, SF30, Paragraph 1b(1).

Page D.6 (Am-0004)

Q31. Part 5 Spec section 10 22 13 page 2, paragraph 2.2.1 states that a 6 ga wire in a 2’’ x 1’’ rectangular mesh to be provided. There is no wire mesh manufacturer that can supply a 6 ga woven (woven is asked for in paragraph 2.6.1) wire pattern like that. What can be supplied is a 2’’ x 2’’ pattern. Please advise.

A31. See Am-0003, SF30, paragraph 1b(2).

Q32. Part 5 Spec section 10 22 13 Page 4, shows the front elevation for the cages having a sliding door. Please confirm that this elevation is only for Cage type A which is a 7 LF wide cage and will only work on a cage this width. The other two cages B & C are 5 LF and 3 LF wide respectively and a 3 LF sliding door would not work on these. The drawings indicate that cage B & C are to have 3 LF wide double hinge doors (each leaf 18’’ wide). Please advise.

A32. Confirmed.

Q33. Part 5 Spec section 10 22 13 Page 4, shows the cage front elevation and it shows 3 wire shelves that go from the front of the cage to the back of the cage while there is 1 wire shelf with coat rod that spans the width of the cage along the back. This can work only for cage types A & B because of the size of the cages but type C is only 3 LF wide x 2 LF deep. What shelves, if any, are to be inside of cage type C? If shelves are needed, please confirm the number needed and if a coat rod is to be included or not.

A33. Provide 1 shelf minimum with coat rod. Also, see response A7.

Q34. Part 5 Spec section 10 22 13 Page 4, shows the nuts and bolt being tack welded after assembly. That is a very old note and I want to confirm that the current approved use of breakaway tamperproof nuts is acknowledged and accepted.

A34. See Am-0003, SF30, paragraph 1b(3).

Q35. Reference: Contaminated soil and contaminated water;

The RFP indicates in different sections the possibility of encountering contaminated soil and contaminated water contain various levels of PCB, TPH, BTEX, PAH, heavy metals, and pesticides, etc. For bidding purposed, please confirm the following :

(a) Contaminated water will be discharged back in onsite dewatering pits / trenches and no it is not required to be hauled and disposed offsite.

(b) All contaminated soil can be re-used on site or disposed at local landfill “PVT”.

(c) Shipping of contaminated / hazardous materials to a main land disposal facility is not part of the scope of work.

(d) Provide possible location of dewatering pit.

A35a. See RFP, Part 3, Chapter 6, G103010; Part 4, Section G103010; and Part 6 Environmental Reports.

1.4.3 Design of Record (DOR) Qualifications states in the third paragraph “The DOR cannot serve as the DQC”. Please confirm that the lead DOR may serve as the DQC Manager. It is in the Navy’s interest that the DOR serve as the DQC Manager as it assures they are fully engaged in all aspects of the design and leading the design quality effort.

A39. Please comply with RFP, Part 2, Section 01 45 00.05.20 Design and Construction Quality Control.
