NOTES:

1. The Government’s objective is to obtain all work complete in accordance with the drawings and specifications associated with FY20 MILCON P-463 SOF Undersea Operational Training Facility, Pearl City Peninsula, Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii for Line Item Nos. 0001, 0002, and 0003 within the budgeted amount. In the event the Offeror is not able to provide all the above described work within the budgeted amount for Line Item Nos. 0001, 0002, and 0003, the proposed amount for Line Item Nos. 0001, 0002, and 0003 may be reduced by utilizing deductive Line Item Nos. 0004 through 0011 in the deductive order listed on the proposal schedule .

a. The prices proposed will be evaluated as follows:

(1) The total price proposed for Line Item Nos. 0001, 0002, and 0003 will be evaluated to determine if it is within the budgeted amount. If the total price proposed is within the budgeted amount for Line Item Nos. 0001, 0002, and 0003, the price proposed for Line Item Nos. 0004 through 0011 will not be applied and the total price for Line Item Nos. 0001, 0002, and 0003 will form the basis for the evaluation noted in paragraph 3 below.

(2) If the total price proposed for Line Item Nos. 0001, 0002, and 0003 exceed the budgeted amount, Line Items Nos. 0004 through 0011 will be applied by first deducting the total Line Item Nos. 0004, 0005, and 0006 from the total of Line Item Nos. 0001, 0002, and 0003. Prices will then be evaluated to determine if it is within the budgeted amount. If none of the prices are within the budgeted amount, the total of Line Item Nos.

0007, 0008, and 0009 will be deducted from the total of Line Item Nos. 0001, 0002, and 0003 less the total of Line Item Nos. 0004, 0005, and 0006. Prices will then be evaluated to determine if they are within the budgeted amount. If none of the prices are within the budgeted amount, Line Item No. 0010 will be deducted from the total of Line Item Nos. 0001, 0002, and 0003 less the total of Line Item Nos. 0004 through 0009. If none of the prices are within the budgeted amount, line Item No. 0011 will be deducted from the total of Line Item Nos. 0001, 0002, and 0003 less the total of Line Item Nos.

0004 through 0010. Prices will then be evaluated to determine if it is within the budgeted amount. Proposals will then be evaluated as noted in paragraph 3 below.

(3) If applicable, the total of the all applicable Line Item Nos., will be evaluated in accordance with FAR 52.219-4, Notice of price evaluation preference for HUBZone small business concerns.

2. Failure to provide an offer on all items in the Proposal Schedule may cause the offeror to be considered non-responsive.

3. See Document 00110, paragraph 2.2b for the price evaluation.

4. Line Item No. 0002, Furniture Fixtures & Equipment (FF&E), shall be awarded as a modification at least six months prior to the contract completion date.

5. See FAR Provision 52.217-5, Evaluation of Options. By submission of an offer under the OPTIONS, Offeror agrees that the Government may exercise the OPTION as follows:

Option Line Item No. 0003, Physical Security Equipment (PSE), shall be awarded as a modification at least six months prior to the contract completion date.

6. The total estimated budget amount for FF&E has been identified to provide offeror's with the projected magnitude of effort for FF&E. The total estimated budget amount for the FF&E Furniture, Fixtures, and Equipment includes the actual cost of the FF&E including freight and installation charges and the Prime Contractor's proposed Handling and Administration Rate (HAR). The FF&E Budget Amount is only an estimated amount. The contractor will be given the final budget amount to design the FF&E package to during the design phase for the FF&E.

7. Offerors may propose a Handling and Administration Rate (HAR) for the FF&E not to exceed 5%. This fee will account for all administrative costs, overhead, bonding fees, administration of subcontracts, profit, and any other costs associated with and related to the coordination and processing of the procurement and installation of FF&E. The proposed HAR percentage will be incorporated into the contract/task order award and will not be adjusted regardless of fluctuations from the estimated budget amount for FF&E. The proposed HAR is a fixed rate.

8. If awarded, this line item will be funded separately after completion of FF&E design review, acceptance of FF&E package, and receipt of appropriate funding. The design for the FF&E itself is performed under the Base Item or other applicable option item. See section E20 for details on FF&E.

9. The Government is not obligated to award the FF&E line item. Should the Government choose to award the FF&E, the line item will be awarded as a negotiated modification to the contract/task order. The contractor's proposed HAR will be applied to all vendor/supplier costs for the FF&E.

10. The FF&E modification shall be awarded at least six months prior to the contract completion date. A minimum of six months is required for the contractor to purchase, deliver and install the FF&E without impacting the overall completion date of the project.

The contractor’s schedule should assume the award of the FF&E as a modification. No schedule extensions shall be granted if the modification is awarded at least six months prior to the contract completion date. If the Government decides to negotiate and award the furniture modification with less than six months prior to the contract completion date, the contractor may be entitled to a contract extension and extended field overhead. A contract extension and extended field overhead will only be granted in those cases where the prime contractor demonstrates that sufficient lead time for the FF&E is not available and the Government’s award of the modification is in the last six months of the contract.

Q24. Several of the interior spaces, i.e. Submersible Operator Workspace, Mechanic/Maintenance Bay, Fabrication & Fiberglass/ABS Repair Room, etc., require max allowable temperature setpoints of around 78 degrees F with a relative humidity (RH) of 50%. However, these rooms also specify roll-up doors to the exterior, which typically prevent the interior spaces to be air-tight, and therefore, makes the 50% RH requirement unachievable unless high-performance or refrigeration roll-up doors are used. This is also in addition to the assumed high-use during the operational periods. Therefore, please clarify if such high-performance roll-up doors are to be incorporated, which will significantly increase the cost, or if the 50% RH

Page D.5 (Am-0003) requirement may be deleted for all spaces that require roll-up doors. This also includes spaces with interior connecting roll-up doors to the High Bay area.

A24. Please comply with RFP, Part 3, Chapters 1.3 and 1.4.

Q25. The room requirement for all air conditioned spaces is 50% RH, which is fairly stringent and unusual for these types of spaces per ASHRAE. This 50% RH requirement is identified on all Part3 room data sheets and Part3 ESR D30 page 2. Only the Server room has a RH range of 40%-60% RH, which is a very common and acceptable range for normally occupied spaces per ASHRAE. Should all the air conditioned spaces RH requirement be 40-60% RH, similar to the Server room?

A25. Please comply with RFP, Part 3, Chapter 5 Room Requirements and Chapter 6, D30.

Q26. Due to the complexity of this project involving design and specialty scopes to include combat training tank and deep foundations work, we strongly believe that the current project duration of 700 calendar days is not feasible. Therefore, in order to appropriately account for the complexity of the project, we request for the project duration to be revised to 900 calendar days.

A26. Please comply with Document 00700, Clause 52.211-10.

Q27. As with any other design build project, coordination between designers and vendors during bid time is crucial. There have been unfortunately delays in this process as vendors start on their Holiday Schedule for this year, of which some choose to close their business for a period of time. Furthermore, considering the upcoming holidays where most – if not all – businesses will be closed, we are therefore requesting that the proposal due date be extended to January 9, 2020.

A27. See the current amendment for the proposal due date.

Q28. Please provide the total KW required for the Photovoltaic System.

A28. See RFP, Part 3, Chapter 6, D509007 first paragraph. Also, see response A7.

Q29. If the PV System have batteries, please provide how many KWH of storage capacity is required of PV system batteries if any.

A29. Batteries are not required.

Q30. (Part 3 Chapter 5 – page 45) states that there are 27 Type B cages at ATC and 12 type B cages at TRADET3 for a total of 39 type B cages. However, drawings only show 37. The drawing count appears to be correct as the 39 count would not fit the room. The room is very tight now with 37 in it. Please advise.

A30. See Am-0003, SF30, Paragraph 1b(1).
