71) ELIN 001BJ requests pricing for LP tanks inspection, testing and certification. With the inspection of the propane tanks for leaks being a separate service from an actual inspection and certification service, should the service to detect leaks still be priced on this same ELIN or should we price that portion out on a separate line item? 73) Can you provide clarification on what is to be provided regarding the propane delivery scope of work.

Section C lists this as a service order type requirement but we are to be pricing this requirement possibly as monthly as per the ELIN Schedule unit of issue of 12 MO. Without knowing how much propane that we are to be providing, how often and to which location(s), we would be unable to adequately price this requirement without having some additional information. And is it possible that we may receive a service call to provide propane to any of the locations listed in Section J?

Answer: Please refer to Spec Item 3.5.11. Please see the attached Historical Propane consumption data. The Contractor will be responsible for the delivery, ordering, level monitoring, etc. of Propane Tanks listed on Attachment J-1502000-27 Propane Tank Inventory. Please see the Updated ELINS X001BP and X001BQ.

Per ELIN X001BP the KTR will provide Level Management, but does not preclude the Government from ordering more Propane per Service Order or Non-Recurring IDIQ.

Section of the Request for Proposal: Annex 1503050 Grounds Maintenance

74) For ELIN 004AB to be priced for tree trimming, can you provide more clarification on the scope of work for each service call such as size of tree, qty of trees as that would be the only way that we could adequately price each service call. Or if there might be any liability limit per service call that would be helpful in order to price this line item as well?

Answer: Government will remove the Spec Item 3.4 Tree Trimming/Control Service Orders. Remove ELIN 004AB on Base Year and Options Years.

Section of the Request for Proposal: Annex 1503060 Pavement Clearance

75) There is no 1503060 Section C Pavement Clearance document included in the RFP package of documents if this can be provided if this will provide more information as to what is required with the Snow Removal Plan, service call response times, etc.? Also, the Pavement Clearance Section J document only includes requirements for snow removal at Coleville Housing if more information (maps, etc.) can be provided not only for Coleville Housing but for Base Camp as well?

Answer: Please see the attached Section J Map. Response times will be 3 hours after Service Order receipt.

ELIN X005AB will be removed from the ELIN Structure. There will be no Base Camp Snow Removal.

Please see attachments J-1503060-03 Snow Removal.

Section of the Request for Proposal: Annex 1604000 Wastewater

76) Can you provide more information as to the make up/design build plans, etc. of the wastewater treatment plant in Section J to include historical chemical usage, water sampling and testing requirements, copy of plant permit(s), etc. as those seem to be missing from the Section J where some of that similar information is included in the 1606000 Section J Water document?

Answer: The Government is unable to provide make up/design build plans, etc. Water and Wastewater Permit will be provided after Award. Please refer to ATTACHMENT J-1606000-07 ENVIRONMENTAL

STORM WATER, DRINKING WATER, WASTE WATER, AND HAZARDOUS WASTE PROFILING

SAMPLING AND TESTING BRIDGEPORT, CA.

Section of the Request for Proposal: Annex 1606000 Water

77) Can you provide more information as to the make up/design build plans, etc. of the water treatment plant in Section J to include historical chemical usage, filter or media changeout type and frequency, copy of plant permit(s), etc.?

Answer: The Government is unable to provide make up/design build plans, etc. Water and Wastewater Permit will be provided after Award. Historically the Government is utilizing Isolux Arsenic Removal Cartridges 42inches Part FL-042 Zirconium Hydroxide Arsenic Removal Media Quantity of 40. Average of 120 cartridges per year, potentially more, but never less. Chlorine Treatment is also provided per the Permit Requirement. The Contractor is responsible to supply the chemicals.

Section of the Request for Proposal: Annex 1700000 Base Support Vehicle and Equipment

78) Can you provide more information as to what is expected with the BSVE requirement. Section J J- 1700000-02 lists two trucks that are to be provided annually but Section J-1700000-04 lists possible daily, weekly, monthly frequencies. Is the intent for us to provide and price two trucks to be provided and always on site for the full year and thus for the full 8 1/2 years (unless cancelled sooner) and then we are to provide maintenance and repair on those trucks as needed and listed? Also, Section 1700000 C BSVE Rental rF references fuel delivery that is highlighted in section 3.1.6 but can I assume that we would not be responsible for providing fuel for these vehicles?

Answer: Yes, it is the intent of the contract for the Contractor to provide and price two trucks J-1700000-02 year-round on Government site during contract period. The Contractor is to provide regular maintenance and repair to ensure trucks are fully operational. Please refer to ATTACHMENT J-1700000-04

COMMERCIAL CONSTRUCTION EQUIPMENT RENTAL REQUIREMENTS AND TECHNICAL

SPECIFICATIONS. Please refer to Annex 170000 Spec Item 3.3. The Contractor would not be responsible for providing fuel for these two trucks.
