About this file

This document contains a snow removal management plan and attachments for the Coleville Military Housing area at Marine Corps Mountain Warfare Training Center in Bridgeport, California. The plan details snow removal requirements for specific buildings and areas including the Child Development Center, Family Resource Center, Country Store, Commissary, Guard Shack, and roads to water towers and the wastewater treatment plant. Upon a service call from base personnel when snow accumulation reaches three inches, the contractor must arrive on-site within three hours to remove snow from entrances, sidewalks, parking lots, and roads. All snow is to be stored in designated storage areas, and cinders or deicing materials are to be applied as specified for each location. The attachments provide definitions, sweeping schedules, communication procedures for service calls, and maps outlining areas of responsibility.

SNOW REMOVAL OPERAT IONS AT COLEVILLE

SCOPE OF WORK:

Provide a snow management plan detailing the removal, hauling, storage, and deicing of snow for the Child Development Center, Family Resource Center, Country Store, Guard Shack, Commissary, PX, road to water towers, and road to Waste Water Treatment Plant located within the Coleville Military housing area. Management plan will be implemented by the contractor. Snow removal includes all labor, management, supervision, tools, material, supplies, equipment, and transportation required to perform snow removal operations. See attached spread sheet which details the specific areas at each facility that is to receive snow removal services.

Figure #1: Snow Removal map of the roads, and parking areas for Coleville Housing.

Figure #2: Snow Removal map of building locations requiring snow removal service at Coleville Housing per attached detailed spreadsheet.

Generally, snow fall doesn’t occur at Coleville Housing until Oct-Nov time frame, and ends Apr-May time frame. Regardless of the average snow periods the contractor is required to monitor the weather year round to ensure safe passage for pedestrian and vehicular traffic.

Snow removal is not done on continuous bases. A request for snow removal from the MCMWTC will require that the contractor mobilize and perform snow removal operations designated within Figures 1 and 2, and the attached spread sheet. Upon notification the contractor will have 3 hours to be on site and begin snow removal. Snow removal will always be requested when there is between 3-6 inches of snow on the ground. All snow removed during each service call will be stored in predesignated locations on site at Coleville Housing as agreed upon between the contractor and the MCMWTC.

Any damage to real property resulting from negligent snow removal operations will be repaired to new condition by the contractor.

SUBMITTALS:

Within ten (10) days after the award of the contract, the contractor shall submit to the Public Works Office, at building 2001, the following:

1. Submittal Register for submittals specified in the basic task order and requested within request for proposal.

2. Provide all required administrative submittals per the basic task order.

3. Provide written work plan highlighting coordination requirements with the base utility personnel.

4. Snow Removal Operations Management Plan.
