Question 1 The RFP states that (Section 00801 Final Paragraph), "The purpose of this IDIQ contract is to provide Road Paving construction with minimal design services" Considering this project only mentions "road" repair, does this also include parking lots?

Question 2 In Section 10102, Page 16 of 149, Paragraph 1 the RFP say that "...the types of work and volume of work completed by a contractor that are comparable to the types of work covered by this requirement in terms of size, scope, and complexity." According to this solicitation the size of the projects will range from $2,000.00 and $1M. May the contractor submit Past Performances Questionnaires that exceed $1M? Despite a contract may exceed the $1M the scope itself still directly matches the RFP and the ELINS.
Answer 2 Yes, the contractor may submit a client signed relevant Past Performances Questionnaires that exceed $1M.
Question 3 Within the RFP it says on page 20 of 149 With respect to relevancy, past performance of greater relevancy will have more influence on the past performance confidence assessment than past performance of lesser relevance. Road Paving is highlighted consistently throughout the RFP, however the ELINS provides a more diverse scope which includes underground, slurry seal, electrical, design efforts, concrete work, guard rails, fencing, and landscaping. When providing previous experience/CPARS may the contractor provide projects with a broader scope versus only Road Paving? Will a broader scope that includes line items on the ELINS sheet(s) be of lesser or equal relevancy?

Answer 30 Please individually label/tab your SF 1442, Form 24 Bond, Surety Form, Financial Questionnaire, and Vets 4212 all separately. They can be placed under a separate tab i.e.

Question 31 The RFP states that (Section 00801 Final Paragraph), "The purpose of this IDIQ contract is to provide Road Paving construction with minimal design services" Considering this project only mentions "road" repair, does this also include parking lots
Answer 31 Yes. This includes parking lots.
Question 32 In Section 10102, Page 16 of 149, Paragraph 1 the RFP say that "...the types of work and volume of work completed by a contractor that are comparable to the types of work covered by this requirement in terms of size, scope, and complexity." According to this solicitation the size of the projects will range from $2,000.00 and $1M. May the contractor submit Past Performances Questionnaires that exceed $1M? Despite a contract may exceed the $1M the scope itself still directly matches the RFP and the ELINS.
Answer 32 Yes. You may submit a client signed relevant PPQ or CPARS that exceeds $1M.
Question 33 Within the RFP it says on page 20 of 149 With respect to relevancy, past performance of greater relevancy will have more influence on the past performance confidence assessment than past performance of lesser relevance. Also, on page 142 of 149... The purpose of IDIQ contract is to provide Road Paving construction services with minimum design requirements..., and highlights "Road Paving." Road Paving is highlighted consistently throughout the RFP, however the ELINS provides a more diverse scope which includes underground, slurry seal, electrical, design efforts, concrete work, guard rails, fencing, and landscaping. When providing previous experience/CPARS may the contractor provide projects with a broader scope versus only Road Paving? Will a broader scope that includes line items on the ELINS sheet(s) be of lesser or equal relevancy?
Answer 33 Yes. Please provide the client signed relevant line item PPQ or CPARS. A detailed narrative is highly appreciated as well.
Question 34 In Factor 3 Past Performance the second paragraph states "Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs." This RFP like most others require a maximum five (5) CPARS/PPQ’s all of which must have been completed in the past five (5) years. If a Contractor responds to multiple RFP’s annually it is likely PPQ or CPARS may need to be submitted to multiple RFP’s due to the volume of a Contractor’s RFP responses. May this portion of the past performance requirements be excluded from the RFP and allow previously submitted CPARS/PPQs be submitted with our proposals?
Answer 34 The statement we put in there means that they cannot say that the PPQ such and such is incorporated by reference. It doesn’t mean that they can’t submit a previously requested/submitted PPQ. PPQs can be provided from other RFPs submissions.
