2. Respond to PPIs
3. Revise the Solicitation
4. Special Notice to Offerors
5. Provision and Clause revisions
1. The proposal due date is extended from Thursday, 18 January 2024 at 2:00 PM Norfolk, VA local time to Thursday, 25 January 2024 at 2:00 PM Norfolk, VA local time.
2. Respond to PPIs:
1. Inquiry: A lot of the equipment use Imperial (US Specifications), which we can supply, however, as the site is in Europe, will the client accept metric supply to relevant European standards? The European spec products are typically lower price and you would have an easier time securing spare parts etc in future?
Response: Propose in accordance with the solicitation. Equipment specifications are intended to meet the requirements of the installation utility infrastructure. European equivalent equipment may be considered as a variance post award on a case-by-case basis in accordance with SPEC 01 33 00, SUBMITTAL PROCEDURES, Para 1.9 Variations.
2. Inquiry: Kindly provide the drawings related to the temporary facilities under CLIN 0009, 0010, 0011 and 0012 to allow accurate pricing for all contractors.
Response: Refer to SPEC 01 50 00, TEMPORARY CONSTRUCTION FACILTIES AND CONTROLS for scope requirement.
3. Inquiry: CLIN 0014 refers to FF&E while interior drawings IF 110 until IF122 show that all furniture and equipment are GFGI. Kindly clarify will be the scope of the contractor under this CLIN and if any furniture/equipment shall be provided by the contractor..
Response: As noted by CLIN 0014 and also within SPEC 12 00 01.00 20 FURNITURE, FIXTURES AND EQUIPMENT (FF&E) is an option to the construction contract. The FF&E drawings IF110 through IF122 indicate only that FF&E is not part of the base bid construction contract further supporting that this is a an option. For additional clarification on this option see SPEC 12 00 01.00 20.
4. Inquiry: Kindly confirm that the removal and disposal of unsuitable soil mentioned in CLIN003 refers to the soil that came from the excavation of the building and the site and does not meet the requirements of this project to be reused in the construction.
Response: The soils referred to under CLIN 0003 refer to any soils disturbed within the construction limits that do not meet the requirements of this project to be reused in construction.
5. Inquiry: Kindly confirm that the diposal of the hazardous materials is included in the contractor scope
Response: Refer to SPEC 01 57 19 TEMPORARY ENVIRONMENTAL CONTROLS, SPEC 01 74 19 CONSTRUCTION WASTE MANAGEMENT AND DISPOSAL and SPEC Division 02. Propose in accordance with the solicitation.
6. Inquiry: Kindly confirm that the seating beams are not part of the contractor scope
Response: Reference to 'seating beams' is not understood and no question is posed.
7. Inquiry: The upcoming holidays In Greece commences on 23 December and continues till January 2 for certain companies and untill January 8 for others. Consequently, numerous suppliers and subcontractors are declining to submit quotes for the project due to insufficient time. Therefore, we kindly request the Government to extend the submission date by at least 2 weeks allowing more time for contractors to appropriately quote and provide the Government with most competitive offers.
Response: Review Solicitation, Para 4.2 Proposal Submission Instructions. Hardcopy delivery submissions will not be accepted. See detail of the Amendment.
8. Inquiry: Are there any drawings available for temporary buildings for required buildings, or contractors have to provide design solutions?
Response: See response to PPI #02.
9. Inquiry: Regarding the temporary facilities, Are there any restrictions for the openings (windows, doors etc.).
Response: Spec 01 50 00, TEMPORARY CONSTRUCTION FACILITIES AND CONTROLS, para 1.7 indicates the temporary facilities are modular offices and storage units. Attachments 1 and 2 at the end of this specification section further detail the requirements for furniture, forklifts, and other items. Doors have to be large enough to fit the furniture, forklifts, and other items as well as meet Greek codes for access/egress and not create an unsafe condition.
10. Inquiry: RFP States "All submissions shall include thefollowing characteristics: -- Text pages 81/2 x 11 format". Will the Government allow 11x17 pages and have those pages count as 2 pages?
Response: No. Propose in accordance with solicitation.
11. Inquiry: RFP States "All submissions shall include thefollowing characteristics: -- 12-point font, Times New Roman". Attachment B Construction Experience Project Data Sheet is in a 10 point font. Will the Government allow the response to the questions in the Attachment to be in a 10 point font as well?
