REFERENCE QUESTION GOVERNMENT RESPONSE

Page Section Para.

40 1 Attachment G Drawings

Phasing Plan:

In reference to the design phases, please advise if the offeror may propose in its technical approach to reduce the number of phases, to accelerate the schedule?

Design phases must remain as specified.

Solicitation remains unchanged.

41 1 Attachment G Drawings

Phasing Plan:

In reference to the design phases, there are no listed requirements for the required phasing of the project in the specifications or the drawings. Is the contractor allowed to work in more than one phase at a time? If the answer is that no concurrent

Phases may not be combined. Solicitation remains unchanged.

phasing is allowed, then the POP will have to be increased.

Question #35

In reference to PPI#35: The paragraph states: "Price to conduct survey for UXO in accordance with Health and Safety Plan (Piano Sicurezza e Coordinamento) , Decree No. 81, Decree No. 82 Law No. 177.

and GEN-BST 001 in areas where the site improvements occur and below existing grade, and locations where construction equipment (such as, but not limited to excavators, dump trucks, grader) are operating.

Minimum depth of survey must be 1m below utility location or site improvement."

The health and Safety plan at section 6.1.2 states that a geophysical survey is required for the areas subject to pavement replacement and excavation for new drainage piping and the

Procedures for UXO clearance must be reviewed and approved by the 10th reparto using approved methodology and considering project’s excavation depth to allow for 10th reparto certification.

results of the survey will determine the need for UXO survey. Based on experience working in the area and on the same type of pavement, we anticipate encountering welded wire mesh reinforcement in the concrete pavement. this is not likely going to allow reliable results form a georadar survey for the identification of buried metallic bodies. We request clarification on which type of geophysical survey should be executed in order to obtain reliable results to determine the need for an UXO survey.

Please clarify what are the results that will trigger the need for a complete UXO survey. In particular, if the geophysical survey shall be executed by the

UXO

specialized company already and the required authorizations from 10th reparto are to be obtained for the geophysical survey. Govt’s answer:

Procedures for UXO clearance must be reviewed and approved by the 10th reparto using approved scanning technique for each phase of the construction.

New Question:

Please note that the minimum depth of UXO survey that can be certified by 10 Reparto is 3 meters(10ft). we recommend to change the minimum depth to be up 3 meters in order to be in compliance with 10t Requirement.

Question #38

In reference to

PPI #38: CLIN

Definition states: "removal, stockpiling, testing and off station disposal of 3,000 cubic meters of contaminated soil." in order to be able to provide a lump sum price we request these clarifications:

Is stockpiling going to be possible directly on the concrete pavement in the construction

area with a plastic sheet underneath and a plastic sheet to cover it?

Assuming maximum height of 1.5 meters in the airfield area this would require 2000 sqm of storage space (40x50m). If storage in the construction area will not be possible, how far is the storage location going to be? We need to be able to account for loading and transportation to the local storage area if this will be outside the construction area. Before off-site disposal temporary stockpiling will be required for the period between sampling and analytical results for disposal. Govt’s answer: See Attachment E – Revised Price Proposal Form.

Question #

In reference to

PPI #39: CLIN

Definition states: "removal, testing and off station disposal of 160,000 liters of contaminated groundwater."

in order to be able to provide a lump sum price we request these clarifications:

1. Groundwater will have to be analyzed prior to off-site disposal and some time will pass between sample collection and analytical results. Is the Government going to provide temporary storage for the groundwater?

Should this be included in the price provided?

2. What level of groundwater contamination is to be considered?

Should the contaminated groundwater be considered Hazardous Material?

Govt’s answer:

See Attachment E - Revised Price Proposal Form.

0003)

1.2.b Amendment# 3: Revised:

1.1.5 The

contract completion time for P-118 is 1100 calendar days from Notice to Proceed.

FOLLOW UP

QUESTION:

Please advise why the POP has been extended from 548 to 1100? In the RFP Factor 3.... a shorter contract duration is desirable. The Government will evaluate a comparison of the contractor’s proposed contract duration and the acceptable contract duration. The Government’s evaluation of the contractor’s proposed schedule is a means of determining whether the contractor

N-SK2

In reference to amendment #3 sketch SK-2, no temporary marking are required for the X designating the inaccessible aircraft parking spots.

FOLLOW UP

QUESTION:

please confirm that all X shown in the drawings are accurate and those spots shall not be inaccessible?

Contractor is limited to the work areas within the concrete barricades as shown on the Phasing Plans. The "X" shown on the plan is for general information only.

Aircraft movement and parking limitations will be determined by the Contracting Officer and Airfield Manager during construction.

47 9 Amendmen t 0003

Question #28

In Reference to PPI#28 Can the requirement to have the batch plant certified by the National Ready Mix Concrete Associate be waived? Or can the plant be certified by the European equivalent?

Refer to the specifications, 32 13 14.13,

2.11 for instructions on obtaining the certification. The certification is required in accordance with the specifications as written.

Govt’s answer is: Solicitation remains unchanged.

FOLLOW UP

QUESTION: in case of installation of concrete batch on site, can the certification be waived and hoist nation equivalent associated certify the plant, considering as well that the plant is new.

48 Amendment 0003 states "Revised: 1.1.5 The contract completion time for P-118 is 1100 calendar days from Notice to Proceed."

However, we do not have evidence of the reason for this increase of time, exception made for the UXO clearance procedures which, alone, do not justify such an extension of time. Our hypothesis is that there might be some idle times in the schedule, however we would like to ask the Gov't to provide justification for such extension, so that we can

BST-P-003,

This methodology is applied in soils characterized by the widespread presence of magnetic anomalies that make classical surface reclamation and the drilling method scarcely effective.Depen ding on the type of work to be carried out, the excavation may be opensection (or overburden) or fixed-section (or trench). The excavation, always preceded by instrumental verification, must be carriedout in successive layers of a thickness not exceeding the ascertained capacity of the search equipment used, in relation to the particular nature of the soil where the work is carried out.

Suitable mechanical equipment shall be used, equipped with a smooth bucket, with slow and continuous movement ready to be stopped at the slightest resistance.

Please note that in this bidding phase it is not possible quantify the areas affected by extensive spreaded magnetic anomalies, that may required deep systmatic reclamation with mechanical excavation in layers ( BCM method type).

high probability of the presence of a war device in an urbanized area) or lack of sufficient space, the use of mechanical equipment is not appropriate/poss ible.

When digging by hand, it is always necessary to proceed with successive layers of adequate thickness, in any case not more than 30 cm, checking the bottom of the excavation before removing the next layer.
