About this file
This amendment to a solicitation provides revisions to requirements for a federal contract opportunity issued by the Naval Facilities Engineering Command to replace an aircraft parking apron at Naval Air Station Sigonella in Italy. Key details include extending the proposal due date from June 24 to July 8, 2022 at 2:00 PM local time in Norfolk, Virginia in response to offeror questions. The amendment also removes the requirement for a design quality control manager from the required project organizational chart and answers additional offeror questions received to clarify technical requirements.

2 In reference to RFP the required prevailing category of SOA is OG 3 Class VII, which means that the threshold of the works is up to Euro 15M according to SOA thresholds.

minimum project size (value) for factor 1 project to be considered relevant.
This is a risk to the Government as the defined 3,000 square meters of Apron is not similar in size or complexity to the proposed work. Will the Government add a new evaluation criteria such that all projects presented in Factor 1 shall be a minimum of 10M Euro final cost for aircraft parking apron work, that will be in the best interest of the Government and to allow a fair competition.
3 14 Factor 3 Factor 3 of solicitation requires to include a Project organizational chart that lists the key positions (Project Manager, Site Safety & Health Officer, Design QCM, Construction QCM, Superintendent, and subcontractors).
Since this is not a design-build project we believe Design QCM shall not be required. Please confirm or advise if shall be considered
See amendment detail below.
4 Is the Government open to the use of alternative access to the site to benefit the Government?
The Government will consider alternative proposed access points. Such points must be coordinated with the Contracting Officer and Airfield Mgr.
5 Will the Government provide an extension of the due date by one week to allow time to properly address all technical pending questions and submit a fair and reasonable price and compliant technical proposal?
See Amendment detail above extending the proposal due date.
6 In reference to the site supervision, please clarify and confirm that they shall be directly hired by offerors not from subcontractors, to ensure proper control and quality.

Please confirm the provided design is the approved final verison of design.
The drawings provided via the solicitation notice are the approved final drawings.
10 11 3.2.1 a Factor 1- For the purpose of this evaluation, the 3,000 square meter threshold for new construction or full-depth reconstruction of an aircraft parking apron is significantly lower than the proposed work and we believe it does not demonstrate relevancy in terms of size and complexity.
Will the Government

2.1.8 2 Paragraph states:"In the case of a JV, all members of the JV must have the SOA certifications. The leading member of the JV must have the SOA certification in the Prevailing Work Category."
The purpose of a JV is to bring together different expertise in order to form the best team to respond to project needs. We think that it is of advantage to the Government to remove this requirement in order to allow the inclusion in the JV of a larger range of players such as Engineering and Project Management companies, US companies with large experience working for the US DoD, specialized consultants that support the creation of the most effective project team. We respectfully request this requirement to be removed from the Solicitation, given the Best Value nature of the RFP and the statements in the other paragraphs of section 2
The Government has considered your question. Solicitation will remain unchanged.

3.2.1; Factor 1 1 Paragraph states " ...To be considered, projects submitted for the offeror must have been completed within the past ten
(10) years from the date of issuance of this RFP...". In order to allow a more thorough representation of Corporate experience with regards to the specific definition of "relevant projects" we request the possibility to also submit projects that are over 70% complete with preliminary CPARS rating released by the Goverment and for which the Aircraft Parking Apron Pavement portion is already completed.
The Government has considered your question. Solicitation will remain unchanged.
3. Solicitation Revisions:
CURRENT:
Factor 3 – Technical Solution:
(a) Solicitation Submittal Requirements:
Provide a narrative describing the technical solution to the project that meets the requirements of the RFP. Include the following:
Summary of the technical approach, including the means/methods, material and tools to be utilized to complete the work; mitigation plans for anticipated problems, logistical challenges and site constraints.
A Project organizational chart that lists the key positions (Project Manager, Site Safety & Health Officer, Design QCM, Construction QCM, Superintendent, and subcontractors). The organizational chart shall clearly identify the lines of authority between the entities. If the experience of a significant subcontractor is being claimed in Factor 1, the firm must be named in the above narrative and organizational chart.
Provide a project schedule with a Gantt chart. Include the contract duration, and all major aspects of construction project. The contract timeframe identified in the RFP defines the acceptable contract duration; a shorter contract duration is desirable. The Government will evaluate a comparison of the contractor’s proposed contract duration and the acceptable contract duration. The Government’s evaluation of the contractor’s proposed schedule is a means of determining whether the contractor understands the scope of work and approaches the tasks in a logical and effective manner. Provide a narrative that explains the proposed contract duration, scheduling innovations and methods to provide a shorter contract duration.
Narrative shall not exceed five (5) double-sided pages (or ten (10) single-sided pages). In addition, provide one single-sided schedule Gantt chart to graphically present the contract duration. The Gantt chart may be on a single 11x17 or A3 page that will not count against the page limitation for the narrative.
(b) Basis of Evaluation:
The Government will evaluate the narrative and schedule considering the extent to which the Offeror demonstrates a clear understanding of the engineering requirements of the project. The Government will evaluate the offeror’s technical solution to determine adherence to the technical requirements of the RFP, including adherence to the provided schedule milestones.
