About this file
This amendment modifies a solicitation for construction services. The Navy is seeking proposals to construct a communications station at Naval Air Station Sigonella in Italy. Proposals are now due by August 14, 2020. The amendment provides responses to contractor questions, revises specifications to require an independent site safety and health officer that complies with both U.S. and Italian safety regulations, and adjusts the required number of proposal copies from four to five.

In the Technical specification Section 26 13 00 relevant to MV Switchgeras (page 3) a voltage rating of 27 kV is specified, while a Rated Withstand Impulse Voltage of 125 kV is specified, typical for standard MV switchgears rated 24 kV.
Also the MV cables are specified for 25 kV voltage rating.
Considering that the MV system voltage feeding the complex will be 20 kV, please clarify if voltage rating for MV switchgears can be considered 24 kV instead of 27 kV.
Provide SF6 equipment as specified, with a rating for the max voltage of 27kV (that means the voltage class is 25 KV). There are manufacturers that provide that, for example G&W Electric, designed for both IEEE and IEC standards.

In the Technical specifications of the fire detection system, are mentioned air sampling systems and detectors of this type are also mentioned in the legend related to this section but there is no detector inside the building drawings. Is it necessary to provide and add an air sampling system? In case of confirmation of the inclusion of this system, can you please specify the quantity of control units and the coverage in square meters or the areas for which the insertion of this type of detection is expected?
Air sampling detection systems coverage is Room 344 and Room 328.

2.1.9 CERTIFICATE OF CLASSIFICATION:
ADD THE FOLLOWING:
Offerors who seek to rely on another contractors' qualifications to meet requirements of the Additional Work Category and/or its related Classification may sum (or aggregate) the amounts that form the basis of the classes held by both the two companies only if those companies have formed a Joint Venture and proposed as that Joint Venture (or ATI, as defined below).
