Pre-proposal inquiries are due no later than 15 business day before the solicitation closing date.
Considering that a site visit has not been planned yet, we would respectfully request that PPIs be due at least 10 calendar days after the site visit.
A formal site visit will not be scheduled for this solicitation.

Proposal Submission Instructions request that proposals be = delivered in paper. We would like the Government to consider that in this period of COVID emergency courier deliveries are unreliable and take longer that usual. I.e. to send a parcel from Europe to Norfolk it takes a minimum of 4 working days. For this reason we would respectfully request the Government to consider

Proposal Submission Instructions request that proposals be delivered in paper. If this requirement is not changed, we would like to know if packages to the Mail Room can be delivered also during Saturday and Sunday, what are the Mail Room openin hours and if please there is a number that can be given to the courier to call in case of need. We anticipate that due to COVID restrictions physical delivery might cause some problems, as we have recently experienced.
Comply per RFP requirements.

4.3
If the delivery methodology is not changed (i.e. if proposals are still requested to be sent in paper format) we would kindly request the Government to reply to PPIs or issue amendments not later than 7 calendar days before the deadline of proposals. This request is made because we need to consider 7 calendar days to actually mail the package, and therefore would not be able to handle "last-minute" amendments. We apologize for the inconvenience and hope that you will understand the rationale for our request.
The Government does not intend to change proposal delivery instructions at this time. Deliveries of proposals shall follow instructions provided in the original solicitation as amended by subsequent amendments.

Some of the cables have to enter and exit various buildings. According to the Drawing TS601, for example, Cable 2 will start from P130 and end in Building 465. Should the cable enter and exit every building with the same amount of fibers?
No. In your example, cable 10 is brought to Bldg. 452. All other cables continue on through ductbank without entering.
OPEN QUESTION:
In the Drawing TS601 it’s stated:
PROVIDE FOR
EXTENDING ALL
EXISTING CIRCUITS
FROM BUILDING 585
TO P-130 NECESSARY
FOR OPERATION
How many circuits should be extended to P130?
What is the amount of fibers to bring to P130?
In which room should the the cable end?
Will the service be interrupted when the circuit is to be extended?
If yes, for how long will the service be interrupted?
The amount of OSP fiber is indicated on TS601. Riser diagram is shown on TN603.
P130 should be fully operational before 585 is demolished. No interruption of service is planned.
In the project, it is not mentioned a Rectfire 48V with batteries to feed equipment SDH, SWDM and microwave which are present in Building 585. Are these to be provided/necessary?
Also, copper cables are not indicated in the project. How will the DSN telephones work?
The Microwave existing at Building 585 which connects NAS2 to Niscemi will be installed in the new building. Is there an existing truss to connect the Antenna?
No copper will come into building. All phones are VOIP.
Antenna supports are on roof.
This building has two independent and redundant UPS systems, plus redundant generators. The 48V batteries were determined as not needed.
In the current running projects P655 and P407, there are several fiber optic connections to the building 585. In the new P130 however, there is no evidence of these connections. Should they be provided?
No. They will be included in everything from 585 that gets extended to P130.
