About this file

This amendment modifies a solicitation for two 120-ton overhead bridge cranes at the Explosive Handling Wharf Building No. 1 in Kings Bay, Georgia. The Navy seeks to procure two 120-ton double girder, outdoor cab operated electric traveling ordnance handling cranes, each with a 30-ton auxiliary hoist and backup radio-controlled system. The amendment responds to offeror questions, revises specifications for brakes and drive wheels, and adds drawings of the facility and wharf as attachments. Proposals are due no later than the date and time listed in the Standard Form 33, and must be submitted electronically in two separate parts for non-price and price factors via the DoD SAFE system in accordance with the instructions provided.

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 0004

PPI# 38-41

PPI# Page# Reference Question Response

38 General Please provide the Mean Sea Level to wharf deck dimension and tital range in EHW-1 (building drawings show deck elevation as 17', is this to Mean Sea Level?)

See drawing General Wharf Sections (Attachment P), Sheet 8 of 284, for mean, high and low water levels (Amendment 4).

39 General Please provide drawings of the lightning protection towers and wires which extend over the building so we can see what elevation they are and how far from the end of the building they are.

Wires will be moved by the government if necessary.

40 40 2.3 2.3.2.10 Hoist brakes are required to be "disc type electro-magnetic mechanical brakes" we interpret this as DC coil type brakes which, in are experience, will be problematic to maintain the required setting time delay in a "power-off" situation. We would recommend "disc type electro-mechanical" brakes utilizing AC thrusters for release which would have a lowering valve to provide a consistant time delay during a power off condition. Would this be allowable?

The intention of the requirement is to have fully enclosed brakes to protect it from the highly corrosive environment. Specification will not be amended.

41 44 2.3 2.3.2.15 The second paragraph requires tapered tread drive wheels. We recommend using straight tread wheels for a crane of this span, since it will not have a "squaring shaft" and will probably be an A-4 or double A-4 drive with VFD control. Can this requirement be removed or made optional?

Tapered tread drive wheels requirement will not be changed. Specification will not be amended.

The deadline for submitting pre-proposal inquiries is 14 calendar days prior to proposal due date.

L2 PROPOSAL SUBMISSION INSTRUCTIONS

1. Time and Date for Receipt of Proposals

A. Technical and price proposals shall be submitted no later than the date and time provided in Block 9 of the Standard Form 33 “Solicitation, Offer, and Award.” Proposals not received on or before the hour and date set forth will be handled in accordance with FAR provision 52.215-1 “Instructions to Offerors – Competitive Acquisition.”

B. Proposals shall be submitted to the following address:

If sent by mail or private courier:

Director, Navy Crane Center Attention: Ms. Mikel Outen Naval Facilities Engineering Command

Building 491 Portsmouth, Virginia 23709-1044

You are required to submit both price and non-price final proposal revision in electronic format. The Contract Specialist will send you a “Request for Drop-off” from the DoD SAFE application. Please send an email to mikel.outen@navy.mil and lisa.sumpter@navy.mil and advise of the email address that will be used. Following receipt of the email address, a request for drop off will be sent, and the Government will confirm that it has been received. Please submit your full proposal via the DoD SAFE application. The DoD SAFE application has a 25 file limit for upload and 8GB file size limit. Please plan accordingly. No hard copy submissions will be accepted.

B. Proposals shall be submitted electronically, in two readily severable parts (Part I Price and Part II Non-Price), via a single DoD Safe transmission using the following instructions:

1) Offerors shall notify the Government of their intent to submit a proposal via email to Ms. Mikel Outen (mikel.outen@navy.mil) with cc: to Ms. Lisa Sumpter (lisa.sumpter@navy.mil) no later than 5 PM Eastern Time, April 29, 2020. As part of this email, Offerors shall provide a name and email address for the Request for Documents. Notifications of intent to submit a proposal that are received after the date established in this paragraph shall not be considered.

2) A Request for Documents will be initiated by Ms. Outen and sent via DoD Safe to Offerors that provided notice of their intent to propose. The Government will confirm with Offerors that the Request for Documents was received. The Request for Documents is an email from DoD Safe to Offerors with a link that shall be used to transmit proposal documents via DoD Safe (the link will be active for 14 days, but Offerors must transmit their proposals by the proposal due date and time, see below).

3) Offerors shall use the link provided in the DoD Safe Request for Documents email to transmit their proposal. Please note: Offerors may be required to copy and paste the link in their browser if selecting the link in the email does not work. Offerors shall transmit their proposals, using these instructions, by the date and time provided in Block 9 of the Standard Form 33 “Solicitation, Offer, and Award,” as amended (see Amendment 0003). Offerors must allow adequate transmission time to ensure timely receipt of proposals.

4) The DoD SAFE application has a 25 file limit for upload and 8GB file size limit. Please plan accordingly. No hard copy submissions will be accepted.

2. Proposal Format Offerors must submit required information for non-price (technical and past performance) and price proposals as follows:

The Non-Price (technical and past performance) and Price Proposals shall be submitted in separate binders, tabbed appropriately, and must include a cover page with the name of the prime contractor, addresses, phone and fax numbers, e-mail addresses, solicitation number, DUNS number, and point of contact. Should there be a discrepancy between paper and electronic information provided, the paper copies shall govern. Offerors are requested to number the pages consecutively for each factor.

Each volume of the proposal shall be submitted in accordance with the solicitation submittal requirements presented under Price and Non-Price Factors. Proposals are to be neat, legible and orderly. Content is more important than quantity. A concise and comprehensive proposal is desired. Organization, clarity, accuracy of information, relevance, and completeness are of prime importance. Statements such as “will comply”, or “noted and understood”, without supporting narrative to define compliance are not acceptable. Cursory responses or responses which merely reiterate or reformulate solicitation language will not be considered as satisfying the requirement of the RFP or as demonstrating the ability to perform. Elaborate brochures or other presentations beyond that sufficient to present a complete and effective proposal are not desired. Elaborate artwork and expensive visual or other presentation aids are not necessary.

Do not include exceptions or conditions to the terms and conditions of the solicitation in either the non-price or price proposal. Should the offeror include any standard commercial or company terms and conditions that conflict with the terms and conditions of the solicitation the offeror may be determined “unacceptable” and thus ineligible for award. Should the offeror have any questions related to specific terms and conditions of the solicitation, these should be resolved prior to submission of offers, via the pre-proposal inquiry process.

Details concerning how the proposal will be evaluated are covered in Section M of the RFP.

3. Joint Venture and Team Arrangements—FAR Subpart 9.6 defines contractor team arrangements. Contractor team arrangements mean (1) two or more companies form a partnership or joint venture to act as a potential prime contractor; or (2) a potential prime contractor agrees with one or more other companies to have them act as its subcontractor under a specified Government contract or acquisition program.

All offerors proposing team members, a joint venture, key “team” subcontractor(s) (a key “team” subcontractor is defined as a subcontractor who in a “team” approach will perform significant/critical aspects of work under the proposed contract on a consistent basis, or on a consistent overflow basis), other subcontractors, and/or other entities (subsidiary/affiliate/parent/LLC/LTD member companies whose names are not exactly as stated on the SF33) upon whose resources the offeror relies on in response to a factor or subfactor requirement of this proposal, experience provided under Factor 1 (Corporate Experience), shall submit the following information in the front of both the technical and price proposals:

1. Provide a listing of the team members’ corporate name (no abbreviations), address, point of contact, phone number, DUNS Number, and CAGE Code. Provide this information in technical and price proposal.

2. Submit a copy of the joint venture agreement, other teaming arrangement agreement, or signed binding letter of commitment from each team member. For subcontractors, the offeror shall also provide an explanation of the meaningful involvement that the subcontractor will have in performance of this contract.

All joint ventures, teaming agreements, and letters of commitment shall: (1) clearly identify the expected relationship, role and responsibility between the firms or of the subcontractor or other entity (type and proportion of work to be performed); and (2) shall be signed by the appropriate individual(s) of each firm.

Copies of joint venture agreements, teaming agreements, and letters of commitment shall not be applied against the overall 75 page limit under the technical proposal.
