PPI# REFERENCE QUESTION RESPONSE

Page Section Para.

5 54 2.3 2.3.3.9.1.1 This par. Requires individual joysticks for the main and aux.

hoist on the operators chair, then in par. 2.3.3.9.1.3 a) it requirs a selector switch for main or aux hoist controls this implies that the main and aux share a joystick please clarify.

The main and the auxiliary hoists are individual joysticks. The selector switch only allows one hoist joystick to operate at a time, precluding the event of inadvertent contact with a joystick resulting in unintended movement of the hoist not currently selected. No changes to the specification are required.

6 General Can the existing crane drawings and building drawings (including the bumper systems) be made available prior to bidding? The installation / removal portion of this contract will be a major portion of the work and we will need to size equipment / plan the lifts in order to estimate the costs involved.

Available drawings and photos are provided via Amendment 0002. A sister crane installation video (approximately 1Gig) is also available via DOD SAFE (Secure Access File Exchange) . If you are interested in receiving this video, please email Mikel Outen at mikel.outen@navy.mil no later than 2PM ET on 26 March 2020.

7 General H Will the command provide escorts for the full duration of the on-site work window? If not will all onsite personnel need to pass a T-1 background investigation for un-escorted badging, and if so will they need to be fingerprinted at Kings Bay or will another DOD site be made available closer to the contractors location?

The work area (EHW-1) will be designated as No Escort for the duration of the project.

However, workers will require badging for Area 12 to reach EHW-1. A background investigation is required for Area 12 access.

8 General Will on-site sanitation faciliies be made available to the contractor or must we provide out own?

The contractor shall plan to provide their own sanitation facilities.

9 66 2.7 2.7.2 Par. 2.7.2 Prohibits stitch welding please clarify if this is only for exposed weld subject to corrosion or includes internal welding such as inside the girders where extensive use of stitch welding is used to secure diaphragms and stiffeners inside of box sections.

Para 2.7.2 applies only to exposed welds subject to corrosion. Internal stitch welds are acceptable.

10 58 2.3 2.3.3.13 Please provide the runway conductor system manufacturer and the bar size and location so we can estimate the cost of supplying the collectors

The current system is a US Safety Trolley Spanguard 520 amp and is being replaced in like and kind under a different contract.

11 General The specification makes numerous refernces to to a PLC.

Is a PLC required for these cranes if all the control logic can be performed in the drives themselves? Or with relay logic?

PLC's are not required. The logic can be performed in the drives or with relay logic so long as all requirements of the specification are met.

12 75 Cab dwg The cab drawing shows a "Movement Rotation Indicator System" on the side wall of the cab. There is no mention of this in the spec. Please clarify.

The specification is revised, via Amendment 0002, to include rotation indicators.

13 59 2.3 2.3.3.18 The first paragraph requires the Load pins to be part of the wire rope to equalizer bar connection. The second paragraph then states that the load indication device shall be integrated into the load pin.

Please clarify.

The load indicating device and the load pin shall be one piece and shall be included in the wire rope to equalizer bar connections.

14 35-36 2.3 2.3.2.4 We cannot find any commericaly available insulated link that meets the 5:1 requirement for 120 ton capacity. Does the Government have a recommended manufacturer for these links?

Or will 4:1 be acceptable as this is the highest capacity we can find?

A 4:1 safety factor will be considered acceptable for the 120 ton capacity insulated link. A future Amendment will revise this requrement.

15 8 1.3 1.3.5 This paragraph requires the cranes be installed inside the building. After seeing ths site we feel there is no practical way to accomplish this. Please consider removing this requirement, and allow through the roof access.

The specification is revised via Amendment 0002 for the government to provide a roof opening.

16 General Will the elevators be operational and available for contractor use during installation / commisioning and removal?

Currently there is no available timeline for when the elevator will be operational. The government intends facility work, except the roof access hole, will be completed prior to crane work commencing in March 2022.

17 General Will there be power available outside the fenced area for office trailers?

Space and power for contractor trailers will be available. However, the contractor shall plan to make the power hookup and pay power utilities.

18 8-9 1.3 1.3.6 Will the Government have all the existing components being saved by the Government removed prior to the beginning of our on-site work window?

Bridge and trolley travel drives and motors will remain functional to enable positioning of the cranes. Contractor shall remove this equipment for government relocation to storage. Hoist are not functional.

19 19 SD-07 SD-07.3 Will the Government be providing a current certified survey of the new runway rails prior to us finalizing the crane design?

Yes, rail work is being completed under a different contract. A full rail survey will be provided to the Contractor upon completion of that contract.
