AMENDMENT 0002

Amendment 0002 is being issued for the following reasons:

2. To revise Section 00 21 16- Instructions to Proposers.

3. To respond to pre-proposal inquiries.

2. To revise Section 00 21 16- Instructions to Proposers.

FROM:

1. OVERVIEW OF THIS SOURCE SELECTION

This solicitation is conducted as a negotiated procurement utilizing procedures in accordance with FAR Part

36.2. The best value continuum source selection process used in this acquisition is the tradeoff process. This process allows for a tradeoff between non-price factors (i.e., technical, past performance, and safety) and price and allows the Government to accept other than the lowest priced proposal or other than the highest technically rated proposal to achieve a best-value contract award. Award will be made to that responsible offeror whose proposal, conforming to the solicitation, is determined to offer the best value to the Government considering the technical and price factors stated herein.

The Government reserves the right to eliminate from consideration any or all offerors at any time prior to award of the contract; to negotiate with offerors in the competitive range; to award the contract to other than the offeror submitting the lowest total price; and to award the contract to the offeror submitting the proposal determined to be the best value.

This acquisition will result in a firm fixed price contract for construction services. In accordance with FAR 36.205, the statutory cost limitation is $15,850,000 USD for P-119 and $18,940,000 for P-911. Award will be made in U.S. Dollars. An offer that does not contain separately-priced schedules will not be considered.

The contract completion time for P-119 and P-911 shall not exceed 925 days after notice to proceed.

To be determined responsible, a prospective contractor must have adequate financial resources to perform the contract, or the ability to obtain them. In regard to resources, the contractor must be prepared to present acceptable evidence of subcontracts, commitments or explicit arrangements that will be in existence at the time of contract award, to rent, purchase or otherwise acquire the needed facilities, equipment, services, materials, other resources or personnel. Consideration of a prime contractor’s compliance with limitations on subcontracting shall be taken into account for the time period covered by the contract base period or quantities, plus option periods or quantities, if such options are considered when evaluating offers for award. Pursuant to FAR 9.104-4, the Contracting Officer reserves the right to request adequate evidence of responsibility on the part of any prospective subcontractor(s). Although required to be submitted with offeror’s price proposal, this information will not be evaluated as part of the price proposal. This information forms the basis of your firm’s responsibility determination should your firm be considered for award. Proposal packages from unsuccessful offerors will not be returned to the offeror, but shall be destroyed by the Contracting Officer. No certificate of destruction will be issued.

(b) Basis of Evaluation:

The Government will evaluate price based on the total price. Total price consists of the basic requirements (CLIN 0001 and CLIN 0002). Analysis will be performed by one or more of the following techniques to ensure a fair and reasonable price:

(i) Comparison of proposed prices received in response to the RFP.

(ii) Comparison of proposed prices with the IGCE.

(iii) Comparison of proposed prices with available historical information.

(iv) Comparison of market survey results.

2 11 00 21 16 Factor

Under Factor 2, it is required to demonstrate experience of Fuel Pit Construction. We would like to request considering Hydrant Fueling Facility Project as additional relevant experience as it more complexity and larger scope than the fuel pit.

The requirement remains unchanged.

3 12 1 21 16 Factor

Under Factor 3, Past Performance, we would like to request considering submittal of previous PPQs prepared by clients. The reason is, we bid on several jobs and from our experience Clients are non-responsive when we ask them to fill the PPQs more than once. Since they already gave their evaluations in one PPQs they see it is overloading to them to fill PPQs twice or three times a month.

We appreciate your understanding.

Offerors may submit with their proposal Past Performance Questionnaires (PPQs) previously submitted under a different RFP (legible copies are acceptable) as long as it is on the same form as Attachment (B). Offerors may not incorporate by reference in their proposal previously submitted PPQs.

8 7 of 39 5. Solicitation states that proposals are received at the specified location prior to 2:00 PM (EDT) Friday, August 3, 2018.

Considering the magnitude of the project, the time allowed is very short.

Solicitation also states that electronic/facsimile submission of proposals will not be accepted. This means that Contractors outside the US practically have approximately one week less to prepare proposal. This is an unfair competitive advantage for the US based companies. Please advise if the Government would consider a time extension for proposal submission.

The submittal deadline remains unchanged at this time.

9 11 of 39 ii Solicitation reads “the project must demonstrate construction of either (a) four (4) aircraft fuel pits in new concrete and/or (b) two (2) aircraft fuel pits in existing concrete pavement”. However, further down the same paragraph, it reads that “the Offeror's Fuel Pit Construction Experience must also collectively demonstrate: (a) a minimum of four (4) pits installed in new concrete pavement and (b) a minimum of two (2) pits installed in existing concrete pavement”.

Please clarify if experience should demonstrate pits in both existing and new pavement or if only one of the two will be acceptable.

As stated in the solicitation, for an individual project to be considered relevant it must demonstrate “construction of either (a) four (4) aircraft fuel pits in new concrete, and/or (b) two (2) aircraft fuel pits in existing concrete pavement, and must have been completed within the seven

(7) years immediately preceding the date of issuance of this RFP.” The offeror's experience among all projects submitted must collectively demonstrate: “(a) a minimum of four

(4) pits installed in new concrete pavement, and (b) a minimum of two

(2) pits installed in existing concrete pavement.” So, the collective proposal must demonstrate experience with fuel pit construction in both new concrete and existing concrete, but not necessarily in the same project.
