L.2 PRE-AWARD INQUIRIES/REQUEST FOR PROPOSALS (RFP) INFORMATION/

CLARIFICATIONS/QUESTIONS

Contractors are required to review the entire solicitation package before submitting questions. Submit all questions via one document using Attachment J-5, Pre-award Inquiry Form, by E-mail to kari.webler@navy.mil and erin.quimby@navy.mil no later than 01 February 2019. This is the most efficient way to ensure all questions are addressed in a timely manner.

L.3 REQUEST FOR PROPOSAL (RFP) FILES

Solicitations are posted to the Navy Electronic Commerce Online (NECO) website. By necessity, these files are protected to prevent unauthorized editing. The Contract Specialist will post the RFP files to: www.neco.navy.mil and Federal Business Opportunities (www.fbo.gov). Offerors are advised to check both of the aforementioned websites on a regular basis as technological difficulties sometimes prevent the Government from simultaneously uploading to both sites.

It is the sole responsibility of the Offeror to obtain the RFP files, along with any amendments, from the NECO website.

L.4 GENERAL PROPOSAL REQUIREMENTS

The price proposal and non-price proposals shall be submitted in separate three-ring binders and tabbed appropriately. Binders must be marked as “Volume 1: Price Proposal” and “Volume 2: Non-price Proposal”.

Should there be a discrepancy between paper and electronic information, the paper copies shall govern.

Elaborate brochures or other presentations beyond that sufficient to present a complete and effective proposal are not desired. Elaborate artwork and expensive visual or other presentation aids are not necessary. Organization, clarity, accuracy of information, relevance, and completeness are of prime importance.

The signature of the Offeror provided in Box 17 of the SF33 agrees, if this offer is accepted within 180 calendar days from the date of receipt of offers specified as the due date in Box 9 of the SF33 or any extended due date, to furnish any or all items upon which the prices are offered at the price set opposite each item, delivered at the designated point(s), within the time specified in the schedule.

L.5 EVALUATION FACTORS

The solicitation requires the evaluation of price and the following non-price factors:

Factor 1 – Corporate Experience Factor 2 – Staffing Approach Factor 3 – Safety Factor 4 – Small Business Utilization Factor 5 – Past Performance

The distinction between corporate experience and past performance is corporate experience pertains to the types of work and volume of work completed by a contractor that are comparable to the types of work covered by this requirement, in terms of size, scope, and complexity. Past performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts.

The relative order of importance of the non-price evaluation factors is as follows: Factors 1, 2, 3 and 4 are of equal importance to each other and, when combined, are equal in importance to the past performance evaluation/performance confidence assessment, Factor 5. When the proposal is evaluated as a whole, Factors 1, 2, 3, 4, and 5 (Past Performance/performance confidence assessment) combined (i.e., the non-price evaluation factors) are approximately equal to price.

The importance of price will increase if the Offerors’ non-price proposals are considered essentially equal in terms of overall quality, or if price is so high as to significantly diminish the value of a non-price proposal’s superiority to the Government. Award will be made to the responsible Offeror(s) whose offer conforms to the solicitation and represents the best value to the Government, price and non-price factors considered.

L.6 PRICE AND NON-PRICE PROPOSAL SUBMITTAL REQUIREMENTS

SB 65%

SDB 15%

HUBZone SB 6%

WOSB 15%

SDVOSB 5%

VOSB 5%

Small businesses identified by name in offerors’ proposals/participation and commitment strategies and considered in the evaluation shall be listed in small business subcontracting plans submitted pursuant to FAR 52.219-9 in order to facilitate compliance with 252.219-7003(e).

See solicitation Attachment J-8 for the small business subcontracting plan template.

*NOTES:

i. Pricing data (Attachment J-3 – Section B, Supplies or Services and Prices and Attachment J-0200000-15 ELINs spreadsheet) shall be submitted in hard copy and in Excel format on a CD-ROM. Failure to do so may be cause to eliminate the proposal from the competition without further evaluation.

ii. ELIN unit prices must be rounded to two (2) decimal places only, and each ELIN extended total price must be calculated based on the rounded unit price. If an Offeror does not round ELIN unit prices to two (2) decimal places, then the Government will round the prices to two (2) decimal places and the rounded prices will be used for evaluation purposes. [Currency format in all Excel document cells is required].

iii. All ELIN unit prices must be no less than $0.01, unless offering “$0.00”. If an offeror proposes a unit price less than $0.01 but higher than “$0.00”, then the Government will round the unit price to $0.01 and that rounded price and resultant extended total price will be used for evaluation purposes.

iv. In the event there is a difference between a unit price and the extended total amount, the unit price will be held to be the intended offer and the extended total of the CLIN and ELIN will be recomputed to take into account the change in the contract CLIN/ELINS. If the offeror provides a total amount for an ELIN but fails to enter the unit price, the extended total amount divided by the ELIN quantity will be held to be the intended unit price; although, if this calculation results in a unit price requiring more than two (2) decimal places, the unit price will be rounded to two (2) decimal places and the extended total price will be recalculated in accordance with the preceding paragraph.

v. In the event there is a discrepancy between the Section J ELIN pricing (Attachment J-0200000-15) and the Section B CLIN pricing (Attachment J-3 – Section B, Supplies or Services and Prices), the hard copy Section J ELIN pricing will be held to be the intended offer.

vi. Prices provided shall be fully loaded and no other allocations, fees, overheads, G&A, insurance, taxes, profits or any other markups shall be applied when an option is exercised or a Task Order is issued.

vii. Costs for Annex 0100000 and Annex 0200000 shall be considered overhead; therefore, their costs shall be allocated and included throughout the prices proposed for all other annexes.

(b) Volume 2: Non-Price Factors:

Non-Price Submittal Requirements: Submit one (1) original and three (3) copies of the non-price proposal in three-ring binders, clearly marked as the non-price proposal (Volume II) and tabbed appropriately. Non-price proposals shall be submitted on 8 ½” x 11” size paper with a font no smaller than 10 point. In addition to providing hard copies of the non-price proposal, offerors shall provide one (1) electronic copy of the non-price proposal on a non-rewriteable CD. Failure to provide an electronic copy may be cause to render the offeror non-responsive. The non-price proposal shall not exceed 60 single-sided or 30 double-sided pages. Pages exceeding the 60 single-sided/30 double-sided page limitation shall not be evaluated.

Note: The page limit count does not include the following: Blank tab dividers and cover pages (including Tab A and B data), Attachment J-4– Full Time Equivalent (FTE) worksheets, commitment letters from team members/subcontractors or Joint Venture agreements, Attachment J-6 Small Business Subcontracting Record, Attachment J-7 Small Business Participation and Commitment Strategy, ISRs, Past Performance Questionnaires (PPQs), and CPARS. Tab A – Offerors shall include a cover page that provides: name and address of the prime contractor, DUNS number, Cage Code and the name, title, email, phone and fax number of two (2) authorized representatives.

a. Performance of Base Operations Support (BOS) services (or equivalent facilities support services, including support of facilities other than military bases);

b. Performance of services comparable to technical specifications 1502000 – Facility Investment at a level comparable to the contract requirements in this solicitation;

c. Performance of services comparable to one of the Utilities technical specifications (either 1604000 – Wastewater or 1606000 – Water);

d. Performances of services comparable to a minimum of two (2) other technical specifications included among the list of technical specifications in Section C in this solicitation;

o Note: Technical specifications 0100000 – General Information and 0200000 – Management and Administration will not be considered or counted towards the minimum of two other technical specifications required to demonstrate corporate experience.

e. At least one (1) year of contract performance, invoiced at $10 Million or greater, within the eight (8) year period immediately preceding the release date of the solicitation o Note: For example, if the solicitation is issued on April 1, 2019, the example contract action project must demonstrate performance for a period of one full year within the dates of April 1, 2011 – April 1, 2019.

A “project” is defined as a task order under an IDIQ contract or a standalone contract. Offerors are not to provide an IDIQ contract as an example of a completed contract. Examples of work submitted that do not meet the definition of “contract” will not be evaluated.

If the offeror is a Joint Venture, recent and relevant experience should be submitted for projects completed by the Joint Venture entity. If the Joint Venture does not have such experience, relevant experience shall be submitted for each Joint Venture partner. Projects submitted by Joint Ventures, where the Joint Venture firms performed together (either as partners or in a prime-sub relationship) may be viewed more favorably than projects submitted in which the Joint Venture firms did not perform together. JV Offerors are still limited to a total of five (5) recent and relevant projects.

If a project was performed by a JV, and not all partners from that JV are on the JV proposed for this project, the Offeror shall clearly demonstrate what portion of the work on the submitted project was performed by the JV member(s) offering on this contract and shall not include work performed by the JV as a whole. If the Offeror does not specifically address what portion of the work under the submitted project was performed by the JV member(s) offering on this project, the project will not be evaluated.

Offeror’s that demonstrate experience in performing technical specification 0501050 Airfield Facilities may be viewed more favorably than offerors without such experience.

Relevant experience performed by the Offeror as a prime contractor may be considered more favorably than experience performed by the Offeror as a subcontractor, or by a proposed subcontractor. If the offeror uses a proposed subcontractor(s) to demonstrate corporate experience, the offeror must: provide a letter of commitment from the subcontractor submitted in accordance with Tab B above; include the subcontractor's DUNS number; and, demonstrate how the proposed subcontractor will use that corporate experience in the performance of the contract.

Offerors are still limited to a total of five (5) recent and relevant projects.

If the offeror uses affiliates/subsidiaries/parent/LLC/LTD member companies (name is not exactly as stated on the SF33) to demonstrate corporate experience, the offeror shall clearly demonstrate that the affiliates/subsidiaries/parent/LLC/LTD member companies will have meaningful involvement in the performance of this contract for the experience information of the affiliate/subsidiary/parent/LLC/LTD member companies to be considered. The proposal shall state specific commitments of resources (e.g. personnel, equipment) that the affiliate/subsidiary/parent/LLC/LTD member companies will commit to the performance of this contract and shall also describe specific roles of the affiliate/subsidiary/parent/LLC/LTD member companies in terms of the work it will either self-perform or manage on behalf of the Offeror in performance of the contract. All of the foregoing information in this paragraph shall be submitted in accordance with Volume 2, Tab B (above) within the signed Letter of Commitment.

The corporate experience requested in Factor 1 must demonstrate the relevancy of the contract. The past performance information requested in Factor 5 must be for the same contracts the offeror submitted for Corporate Experience under Factor 1.

For each project the offeror shall complete the Corporate Experience Project Data Form included as Attachment J-2.

All information shall be provided as requested on the form. Attachment J-2 may be expanded and is not limited to the two (2) pages provided with the solicitation.

IMPORTANT: It is the Offeror’s responsibility to clearly explain and demonstrate to the Government how its work experience, and the experience of each Team Member (if applicable), in each submitted project is relevant to the contract requirements in this solicitation. If the offeror does not clearly explain how its experience is relevant to the contract requirements in this specification, the Government may determine that the submitted project experience is not relevant. NOTE: This includes affiliates/subsidiaries/parent/LLC/LTD member companies, see above.

(2) Factor 2, Technical Approach/Management Approach Staffing Approach:

(i) Solicitation Submittal Requirements: The offeror shall clearly demonstrate its understanding of current industry standards, policies, procedures, and processes utilized in accomplishing the complexity and magnitude of service requirements set forth in the performance objectives and standards of the Performance Work Statement for each of the technical specifications.

Describe staffing levels for the entire contract effort. Provide a completed Attachment J-4, Full Time Equivalent (FTE), worksheet (delivered in Excel format) for the total effort to include the prime contractor and all subcontractors for each year (base year and option years). Provide the number of respective FTEs and corresponding labor hours proposed for performing each technical specification as provided on Attachment J-4. For refuse collection and sewer removal, FTEs are not required; however, estimated number of trips, pickups, etc. are required, provide this information on Attachment J-4.

Provide, in narrative form, the rationale for the Basis of Estimate (BOE) (annual productive hours used to develop an FTE) for each technical specification to include individual labor classifications and explain the number of FTEs per year (base period and option years) for each full time and part time employee. Describe how the proposed approach and staffing will effectively achieve each performance objective and associated performance standard(s) for each technical specification while coordinating, managing, and supervising workforce personnel across all technical specifications simultaneously. Provide in narrative form, the estimated number of trips, pickups, etc.

required for refuse collection and sewage removal to explain corresponding information provided in Attachment J-4.

Describe how you will staff the organization including the relationship between overall management (corporate and on-site), administration, and subcontractors to include both indirect and direct personnel. Describe your ability to provide and maintain a qualified workforce including how you will staff each technical specification. If proposing to use Team Member(s) (to include subcontractors, affiliates, etc. as the term is defined above), identify the work, by technical specification, that each Team Member will perform. For each Team Member, provide a signed commitment letter from the subcontractor and comply with the other requirements in Volume 2, Tab B above.

(3) Factor 3, Safety:

(i) Solicitation Submittal Requirements: The Offeror shall submit the following information: (For a partnership or joint venture, the following submittal requirements are required for each contractor who is part of the partnership or joint venture; however, only one safety narrative is required. EMR, DART, and TRC Rates shall not be submitted for subcontractors.)

a. Experience Modification Rate (EMR): Include three previous complete calendar years’ worth of data (CY 2016, 2017, and 2018). This rate compares company’s annual losses in insurance claims against its policy premiums. The Offeror may submit an insurance company-provided equivalent rate if no EMR exists. If the Offeror has no EMR or premium for any year, affirmatively state so and explain why. Any extenuating circumstances that affected the EMR and negative trends should be addressed as part of the factor submission.

b. OSHA Days Away from Work, Restricted Duty, or Job Transfer (DART) Rate: Submit three previous complete calendar years’ worth of data (2016, 2017, and 2018). If the Offeror cannot submit an OSHA DART Rate for any year, affirmatively state so and an explanation must be provided. Any extenuating circumstances that affected the OSHA DART Rate data negatively must be addressed as part of this factor submission.

c. OSHA Total Recordable Case (TRC) Rate: Submit three previous complete calendar years’ worth of data (2016, 2017, and 2018). If the Offeror cannot submit an OSHA TRC Rate for any year, affirmatively state so and an explanation must be provided. Any extenuating circumstances that affected the OSHA TRC Rate data negatively must be addressed as part of this factor submission.

d. Technical Approach for Safety: Describe the plan that the Offeror will implement to evaluate safety performance of potential subcontractors, as a part of the selection process for all levels of subcontractors. The Offeror shall fully describe the safety management system that they will use to oversee the safety compliance and performance of self-performed and subcontractor performed work. The Offeror will describe any innovative methods that will be employed to ensure and monitor safe work practices at self-performed and/or all subcontractor levels. Additionally, the Offeror will describe their methodology to execute an effective program that facilitates sound mishap prevention techniques and processes, employee reporting of unsafe conditions, unsafe activities, and near-miss mishaps. The technical approach to safety narrative shall be limited to two (2) single-sided pages or one

(1) double-sided page.

(4) Factor 4, Small Business Utilization

This factor assesses both historical achievements in utilizing small business concerns as subcontractors and proposed small business participation and commitment strategies.

(i) Solicitation Submittal Requirements:

a. Achievements. All Offerors shall provide a narrative (limited to two (2) single-sided pages or one (1) double-sided page) to describe their achievements in supporting the Government’s policy to provide maximum practicable opportunities for small business (SB), veteran-owned small business (VOSB), service-disabled veteran-owned small business (SDVOSB), historically underutilized business zone (HUBZone) small business, small disadvantaged business (SDB), and women-owned small business (WOSB) concerns to participate as subcontractors consistent with efficient contract performance. In support of and in addition to narrative submissions:

(1) Small Business Achievement Record, Attachment J-6: All Offerors (SBs and other than SBs) shall submit small business subcontracting information associated with each contract cited under the Corporate Experience Factor whether performed as a prime or subcontractor. This information is required regardless of whether a subcontracting plan was incorporated into the contract award. This information shall be provided in the format provided in Attachment J-6, Small Business Subcontracting Record. If contracts submitted under Corporate Experience were task orders, the small business participation achievements should be specific to the task order, not the contract. If a contract cited under the Corporate Experience Factor was not performed by the Offeror as a prime or subcontractor (i.e. the Offeror is utilizing experience of subcontractors to fulfill Corporate Experience), Attachment J-6 is not required. The proposal shall include an explanation for any contract that does not require Attachment J-6. Offerors shall provide explanations for contracts or task orders that were performed exclusively overseas or did not include opportunities for subcontracting (100% self-performed).

(2) ISRs or Similar Reports: Offerors representing as other than small businesses shall also provide copies of the most current individual subcontracting reports (ISRs) associated with each contract cited under the Corporate Experience Factor if a small business subcontracting plan was required by the contract. If such contracts were completed under specific task orders, provide ISRs for the overall contract. For cited contracts with state and local government agencies, provide similar subcontracting performance reports if required by the contracts.

If the contract did not require an ISR or similar report, the Offeror should advise accordingly. When not specifically addressed in the ISR or similar report, Offerors shall provide explanations for all instances of failures to meet dollar or percentage goals in individual subcontracting plans. Acknowledging a goal was missed is not the same as providing an explanation for why a goal was missed.

Notes: The Government reserves the right to consider achievements information on other recent, relevant contracts from all available sources.

Offerors utilizing achievements information of key subcontractors shall clearly demonstrate how these companies will have meaningful involvement in the management of the subcontracting program for this acquisition. If not, such achievement information will not be considered under this factor. If the offeror is a new joint venture, partnership or other entity consisting of more than one company, provide achievements information for each individual business entity(ies) that will be responsible for managing the subcontracting program and clearly describe those responsibilities.

Failure to provide the narrative summary, Small Business Subcontracting Records, ISRs or similar reports, or any other requested information must be fully explained; failure to provide an adequate explanation may negatively impact your evaluation.

b. Small Business Participation and Commitment: A Small Business Participation and Commitment document specifies the Offerors level of commitment to small business utilization in performance of this requirement. A Small Business Participation and Commitment Strategy is required from all Offerors.

(1) Small Business Participation and Commitment Strategy, Attachment J-7: All Offerors shall submit a small business participation and commitment strategy document utilizing Attachment J-7, Small Business Participation and Commitment Strategy. The anticipated prime and first tier overall small business participation rate for the acquisition (i.e. work to be performed by small businesses as the prime and/or subcontractors) is 20% of the contract value. Offerors are encouraged to exceed this percentage and seek meaningful levels of participation in each of the small business socioeconomic programs listed in Attachment J-7 consistent with efficient contract performance.

(2) Narrative: All Offerors shall provide a supplemental narrative (limited to three (3) single-sided pages). The narrative shall explain how proposed participation rates were established (including methodology used to develop the proposed rates). The narrative shall also identify, in terms of dollar value and percentage of the total acquisition, the extent of work the Offeror will self-perform as the prime contractor. If submitting an offer as a joint venture, identify the percentage of work each member will be responsible for and indicate the size status of each member (e.g. small business, woman-owned small business, other than small business). Offerors shall also describe binding agreements with subcontractors and post award roles for execution.

The small business participation and commitment strategy must be in agreement with any required small business subcontracting plan and will be made a part of the contract upon award.

Note: The small business participation and commitment strategies evaluated under this factor do not replace small business subcontracting plans. Offerors representing as other than small businesses must submit acceptable small business subcontracting plans using the SBSP in order to be eligible for award (FAR 19.702(a)(1)). See the SMALL BUSINESS SUBCONTRACTING PLAN section of INSTRUCTIONS TO OFFERORS for subcontracting plan submission requirements.

(5) Factor 5, Past Performance:

(i) Solicitation Submittal Requirements: Submit a completed CPARS evaluation for each contract submitted under Factor 1, Corporate Experience. IF THERE IS NOT A COMPLETED CPARS EVALUATION, the Past Performance Questionnaire (PPQ) included in the solicitation is provided for the offeror or its team members to submit to the client for each contract the offeror includes in its proposal for Factor 1 – Corporate Experience. AN OFFEROR SHALL NOT SUBMIT A PPQ WHEN A COMPLETED CPARS IS

AVAILABLE.

IF A CPARS EVALUATION IS NOT AVAILABLE, ensure correct phone numbers and email addresses are provided for the client point of contact. Completed PPQs should be submitted with your proposal. If the offeror is unable to obtain a completed PPQ from a client for a contract(s) before proposal closing date, the offeror should complete and submit with the proposal the first page of the PPQ (Attachment J-1), which will provide contract and client information for the respective contract(s). Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government's point of contact, Erin Quimby, via email at erin.quimby@navy.mil prior to proposal closing date. Offerors shall not incorporate by reference into their proposal PPQs or CPARS previously submitted for other RFPs. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.

In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS) using all CAGE/DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the Offeror’s proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), and any other known sources not provided by the offeror.

While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror.

A copy of the blank Past Performance Questionnaire to be used for requesting client references is included as Attachment J-1.

L.7 DISPOSITION OF PROPOSALS

Proposals from unsuccessful offerors will not be returned to the offeror, but shall be destroyed by the Contracting Officer. No certificate of destruction will be issued.

L.8 ALL OR NONE OFFERS

Offers are solicited on an “all or none” basis and FAR 52.215-1, INSTRUCTIONS TO OFFERORS- COMPETITIVE ACQUISITION in Section L, is hereby modified. Failure to submit offers for all line items listed shall be cause for rejection of the offer.

SECTION M - EVALUATION FACTORS FOR AWARD

SECTION M

M.1 BASIS FOR AWARD

1. The Government reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the contract; to negotiate with offerors in the competitive range; and to award the contract to the offeror submitting the proposal determined to represent the best value—the proposal most advantageous to the Government, price and other factors considered.

2. As stated in the solicitation, the Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. In addition, if the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.

3. The tradeoff process is selected as appropriate for this acquisition. The Government considers it to be in its best interest to allow consideration of award to other than the lowest priced offeror or other than the highest technically rated offeror.

4. All technical factors when combined are of equal importance to the performance confidence assessment (past performance) rating; and all technical factors and the performance confidence assessment (past performance) rating, when combined are approximately equal to price.

5. Any proposal found to have a deficiency in meeting the stated solicitation requirements or performance objectives will be considered ineligible for award, unless the deficiency is corrected through discussions. Proposals may be found to have either a significant weakness or multiple weaknesses that impact either the individual factor rating or the overall rating for the proposal.

M.2 EVALUATION FACTORS

(a) Volume 1: Price Basis of Evaluation: The Government will evaluate price based on the total price. Total price consists of the basic requirements and all option items (see Section B of the solicitation). The Government intends to evaluate all options and has included the provision FAR 52.217-5, Evaluation of Options (JUL 1990) in Section M of the solicitation. In accordance with FAR 52.217-5, evaluation of options will not obligate the Government to exercise the option(s). Analysis will be performed by one or more of the following techniques to ensure a fair and reasonable price:

(i) Comparison of proposed prices received in response to the RFP.

(ii) Comparison of proposed prices with the IGCE.

(iii) Comparison of proposed prices with available historical information.

(iv) Comparison of market survey results.

(v) Fair and reasonable CLIN and ELIN/unit pricing

(b) Volume 2: Non-price Factors

(1) Factor 1, Corporate Experience:

Basis of Evaluation: The assessment of the Offeror’s recent and relevant experience will be used as a means of evaluating the capability of the offeror to successfully meet the requirements of the solicitation. The minimum standard for Corporate Experience has been met when the Offeror has demonstrated adequate experience in successfully performing at least one (1) recent and relevant project of similar size, scope and complexity to this requirement. Beyond the minimum standards, the Government will consider the depth and breadth of the recent and relevant experience, focusing on performance of technical specifications to be performed under this contract, to evaluate the level of risk of unsuccessful performance. The Government will review only five

(5) projects. Any projects submitted in excess of the five (5) project limit will not be considered.

Offerors that demonstrate experience in performing technical specification 0501050 Airfield Facilities may be viewed more favorably than offerors without such experience.

Offerors that demonstrate experience in performing an Integrated Maintenance Program (IMP) comparable to those described in the Performance Work Statement (PWS) may be viewed favorably than Offerors without such experience.

Projects performed by the Offeror as a prime contractor may be considered more favorably than those performed by the Offeror as a subcontractor, or by a proposed subcontractor.

Projects submitted by Joint Ventures, where the Joint Venture firms performed together (either as partners or in a prime-sub relationship) may be viewed more favorably than projects submitted in…
