About this file
This document package includes a federal contract opportunity notice and related file of definitions, references, and plans for environmental services at Naval Air Station Patuxent River in Maryland. The pre-solicitation notice is for modification of base operations support services and lists the solicitation and agency as N6247018R3006 and the Naval Facilities Engineering Command, respectively. The related file provides details on spill response data, leachate pretreatment and storm water systems, internal assessment program audits, site-specific spill contingency plans for various facilities, and a post discharge cleanup report template. Products and services involve environmental compliance, monitoring, response, and remediation. The opportunity and file provide required documents and references for potential offerors to understand the scope of the contract.

DEFINITIONS AND ACRONYMS
DEFINITION/ACRONYM DESCRIPTION
Best Management Practices (BMPs)
Schedules of activities, practices (and prohibitions of practices), structures, vegetation, maintenance procedures, and other management practices to prevent or reduce the discharge of pollutants to waters of the United States. BMPs also include treatment requirements, operating procedures, and practices to control plant site runoff, spillage or leaks, sludge or waste disposal, or drainage from raw material storage.
Environmental Permits The facility environmental permits and EPA ID numbers shall be obtained and held by Installation’s Environmental Office.
Facility Response Plan
(FRP)
A regulatory driven plan designed to guide oil and hazardous substance discharge event response efforts.
Installation’s Environmental Office
The Government entity on the Installation that has the authority to implement the Navy's environmental policies and decision-making regarding environmental compliance issues as well as environmental operational issues. The IEPM is the primary liaison for all federal, state, and local regulatory agencies and government officials, and the point of contact for all inquiries from outside the installation (e.g., public or news media inquiries) unless otherwise specified in writing.
Other Regulated Waste
(ORW)
Wastes that are not hazardous under federal RCRA regulations, but may be regulated by other federal programs (e.g., TSCA, OSHA, CERCLA, DOT) or state agency.
Site-Specific Spill Contingency Plan (SSSCP)
An Activity generated plan developed by evaluating and determining the most probable spill event or events associated with operations and processes performed by that Activity during the accomplishment of its mission. The SSSCP will provide guidance for the prevention, control and countermeasures that can be taken to minimize the impact of a spill. In the event a spill does occur, the SSSCP will also identify the notification and reporting actions that will be taken by the Activity.
Spill Prevention Control and Countermeasure (SPCC) Plan
Plan and procedures for the installation to exercise oil spill prevention measures and to provide effective countermeasures in the event of oil spill ashore. This may include field testing and inspection services to maintain compliance.
Treatment, Storage and Disposal Facility (TSDF)
Facilities that are permitted by RCRA regulations to provide treatment, storage and disposal services for hazardous wastes.
