Deposits include limestone and dolomite gravel, pebbles and sand with a variable, but generally limited, silt/clay fraction down to a depth over 100 m. from the ground level.
This type of soils is adequate to support loads (4 kg/sqcm) with a fiction angle of 36°, reduced with a safety factor of 1.25 to 30° at excavations.
The water table is located at a depth greater than 50 m; the good soil permeability is such to not allow the presence of significant suspended aquifer levels.
1.3.2 INTERFERENCES WITH THE ENVIRONMENT AND SITE DESRIPTION
Interferences with the surrounding environment
The project site is located inside the Area “F” of the AF Base of Aviano, appears as substantially flat , with no apparent risk, and is served by low traffic roads.
The whole area is subject to control and limitations, and, as a consequence, the construction site staff shall follow the instructions given by the base control officers.
Normal Base operations and the traffic generated by private and military vehicles do not constitute a significant risk for the site personnel, who shall pass through a predefined and concurred route, fully respecting the instructions given by the security personnel.
The roads leading to the site will have signs to warn of the transit of heavy trucks to and from the site.
The route where special transportation trucks may obstruct traffic within the base must be agreed with the security agencies and transportation will have to be escorted and visually supervised along the way by personnel dedicated and educated for this function
In order not to endanger the circulation safety upon the exit of trucks from the construction site, they shall be washed at site in the area specifically dedicate to this service, and assisted and watched over by the designated personnel.
In order to protect the surrounding environment any form of polluting emissions that is not strictly related to the site operations shall be assessed and voided.
Site description
In the area there are numerous utility lines as indicated in the project drawings, of which this document is a part.
The medium-voltage power line that crosses the whole lot to serve other uses, causes a constant danger to excavation works that are going to interfere with its path.
The contractor, before starting work, shall carry out a survey to identify and point out all the U/G power lines underground crossing the site.
Paths of the main lines are shown on the attached plan.
In addition to the power lines, in the area there are many underground utility lines that may interfere with the excavation work.
The contractor shall identify and notify the underground service lines that interfere with the work.
1.3.3 ACCESS TO BASE
The work area is located within an area with controlled access, as a consequence companies operating in this project, including suppliers, in order to reach the construction site must comply with the procedures established by the security agencies. It is up to the Contractor to learn these procedures and obtain all permits that must be shown each time anyone enters the area.
This procedure in particular cases could result in long waits for the workers and suppliers.
1.3.4 FENCING
In order to maximize the on site safety and facilitate construction operations without having to move the site prefab service facilities, their area will be located outside of the construction yard, south-west of the construction site, in the area made available by the Base.
The area fence will be built with a sturdy galvanized steel mesh minimum height of 2:00 m supported by wind-braced steel poles braced with ground foundation ground.
To prevent that small materials may pass through the fence mesh and to hide from exterior view the mess at the yard, the fence will be internally lined with special plastic nets designed for the purpose.
The corners sticking out on the roads will be reported and pointed out for their full height with colored red and white stripe bands, and, at night or when visibility is poor, lighted by red lights powered at low voltage. Access to the site will be ensured by 3 vehicular gates and two pedestrian crossings.
The same fence will be also used for the area barracks.
Along its alignment the fence interferes with U/G HV and LV power lines, which shall remain active, and before proceeding with the fence pole installation, it is mandatory to make sure there is no interference with these cables and take all necessary precautions to prevent any risk of electrical shocks.
Trench excavations for new utility lines shall be fenced along their route with a strong molded plastic mesh supported by round iron rods driven into the ground, protected by caps at the top for safety.
During working hours the construction site accesses must be kept locked and provided with warning signs prohibiting access to unauthorized personnel.
Fences, barriers, guards, alarms and warnings must be maintained in good condition and visible.
The construction site signs must be located in proximity of the access gates and contain all the information necessary to qualify the site.
Signs and their and support system shall be made as indicated in the technical specifications of this project and as agreed with the Base authorities.
1.3.5 CONSTRUCTION SITE ROAD SYSTEM
The site area is accessible through the base road system, in general low traffic, with a speed limit at 30km/h.
The entrance to the site is permitted only to authorized vehicles and they must comply with all sign indications.
The delivery vehicle circulation inside the construction site is one-way from the entrance gate to the two exit gates
The loading and unloading operations will take place at the "storage" area served by the tower crane arm.
Vehicles with heavy materials to be moved in height, proceed directly to the area reserved for this purpose (Heavy Weight Handling Area) at the foot of the crane, and then continue to the secondary exit gate.
Materials are moved from the lay-down area to the construction area using light weight vehicles, in compliance to indications and signs, which will be updated according to work needs.
The areas where operating equipment/vehicles interfere with road traffic shall be delimited off with barriers and marked with signs and over-watched by one or more operators in charge of traffic control, when they move.
The whole site staff shall be informed of any occurring change of the circulation system.
1.3.6 SANITARY/SUPPORT FACILITIES
Sanitary/Support services are located inside insulated metal containers, where windows over 0.5 sqm shall be provided with safety glasses, plastic material (plexiglas, polycarbonate) or normal glasses internally protected with wire mesh.
