Responses to PPIs 1 – 12

1. QUESTION: As the host country (Italy) belongs to the European Union, you may know that all the

Member States are in the Common European Market, so all the countries shall have the fair opportunity to compete for this effort.

Being said that, instead of the SOA Certification, which is only for italian companies, we would like to request the Navy to include the possibility of including in lieu of the SOA Certification, an equivalent document, issued by a competent authority of any member country of the European Union. A third competent party shall certify –IN ENGLISH- that the document is equivalent to the Italian SOA OG1, OS4, OG11 and OS3, just as we have been addressed to do in other projects within the US Department of Defense.

RESPONSE: The SOA Certification is required and no substitutions will be accepted.

2. QUESTION: Since the offers must be submitted in EUROS, could you please provide us a fixed exchange rate $/€.

RESPONSE: Amendment 0002 changes the Statutory Cost Limitation from U.S. dollars to Euros.

3. QUESTION: On all the electrical drawings there are 2 UPS (Uninterruptible Power Supply) that are part of the electrical installations but there is not any section on the Specs that mention them. Is the main contractor of this project supposed to provide them?

RESPONSE: In accordance with dwg E-601 Note 1, the UPS and PDU's are provided by the simulator manufacturer (Government Provided), while the circuits are to be provided by the construction contractor.

4. QUESTION: CENTRAL REFRIGERATION EQUIPMENT FOR AIR CONDITIONING, 2.1.2 Chiller (CH-1), is specified as follows: "Chiller modules shall incorporate two-stage centrifugal compressor with magnetic bearings." This type of chiller is normally 2-3 times as expensive as other chillers. We would kindly request to confirm that the chillers require a magnetic bearing compressor.

RESPONSE: The magnetic bearing compressors shall be as specified in the contract documents.

5. QUESTION: In the RFP it is clearly indicated that the Computer Rooms Air Conditioning Units must be UL listed and this would mean that all the CRAC units shall be imported from the United States. Would it be acceptable to use locally available products, as specified on DOCUMENT 00 73 04, SUPPLEMENTARY CONDITIONS FOR PROJECTS IN MEDITERRANEAN AREA, 1.12 PRODUCTS

SPECIFIED USING USA STANDARDS?

RESPONSE: Local products with an equivalent European third party testing certification can be used in lieu of UL listed equipment.

6. QUESTION: Given the transit time required of packages being delivered from Europe - will the Government accept ELECTRONIC proposal submissions?

RESPONSE: No.

7. QUESTION: Will the Government accept previously completed/submitted PPQs that are identical to the format of this solicitation's PPQ (Attachment C)?

RESPONSE: Yes, offerors may submit previously completed/submitted PPQs but only if they are identical to the format of this solicitation's PPQ. PPQs not identical in format will not be considered.

8. QUESTION: The Construction Experience Project Data Sheet is referenced as "Attachment F" - but

Attachment F is the Schedule and Price Form. Please clarify.

RESPONSE: The Construction Experience Project Data Sheet is Attachment A.

9. QUESTION: Is the Government requiring the following certifications from Offerors? (Please see comment.)

• Prevailing Work Category: OG-1 Classification (Between I to VIII)

• Additional Work Category: OG-11 Classification (Between I to VIII)

RESPONSE: Please see page 5 of the Solicitation for the SOA Certification requirements.

10. QUESTION: We would like to know if it would be possible to submit the bid proposal in A4 sheets format.

RESPONSE: Yes.

11. QUESTION: "Block 8" is missing from the form. Will the Government issue an updated Attachment A?

RESPONSE: Block 8 was intentionally left off the form. An updated Attachment A will not be issued.

12. QUESTION: To facilitate the completion of Attachment A - Construction Experience Project Data Sheet and Attachment C NAVFAC/USACE Past Performance Questionnaire (Form PPQ-) would it be possible to have files in word format?

RESPONSE: Word versions (.doc) have been provided in Amendment 0002.
