| Question # | SOW/Spec Reference | RFP Reference | Solicitation Questions | Government Answer |
| 1 | Shallow water Increment II (Section 3.6.1.16) and deep water Increment III (Section 3.6.1.11) Performance Specifications | Both the shallow water Increment II (Section 3.6.1.16) and deep water Increment III (Section 3.6.1.11) Performance Specifications require the use of 6Al-4V titanium alloy (grade 5) IAW ASTM B265 or ASTM B348 for critical components. Can other grades of commercially pure titanium, IAW those specifications, be used if appropriate allowable stresses and safety factors are maintained? | ||
| Yes, the Government has updated sections 3.6.1.16 of Inc II specification and 3.6.1.11 of Inc III specification with ASTM B348-09 and ASTM B381-09. The reference to "6ALV4" has been removed. Specification updates are provided via Errata Sheet #1 and Errata Sheet #2 as the Government approval process of the specificiation changes will not be completed prior to the proposal due date. | ||||
| 2 | Section 3.6.1.3 of the Increment II Performance Specification | Section 3.6.1.3 of the Increment II Performance Specification requires watertight integrity over a hydrostatic pressure range from 14.7 to 200 psi. Due to diver depth constraints, the maximum junction box depth would be limited to 60 m for any of the ranges. This equates to approximately 88 psi. Standard hydrostatic pressure testing would be performed at 125% which equated to 110 psi. Would a hydrostatic test pressure of 150 psi, for the junction box housing only, be acceptable? The terminations will be qualified as specified (200 psi). | ||
| Yes, the Government has updated section 3.6.1.3 of the Inc II specification. Specification updates are provided via Errata Sheet #1 as the Government approval process of the specificiation changes will not be completed prior to the proposal due date. | ||||
| 3 | Shallow Receive Requirements 3.3.1.5 | The receive response at frequencies below 50 Hz shall be attenuated a minimum of 80 dB per octave relative to the response at 50 Hz. Was this intended to be 80 dB per decade? (which would then be in agreement with USWTR-EC requirement, which asked for 24 dB/octave. Note 24 dB/octave is equivalent to 80 dB/decade | ||
| Yes, the Government has updated section 3.3.1.5 of the Inc II specification. Specification updates are provided via Errata Sheet #1 as the Government approval process of the specificiation changes will not be completed prior to the proposal due date. | ||||
| 4 | Shallow Receive Requirement 3.3.1.6 |
Deep Receive Requirement
| 3.3.1.7 | Digital aliasing noise at frequencies above 45 kHz due shall be attenuated a minimum 80 dB per octave, relative to 45 kHz. Was this intended to be 80 dB per decade? | ||
| Yes, the Government has updated section 3.3.1.6 of the Inc II specification and section 3.3.1.7 of the Inc III specification. Specification updates are provided via Errata Sheet #1 and Errata Sheet #2 as the Government approval process of the specificiation changes will not be completed prior to the proposal due date. | |||
| 5 | Shallow Receive Requirements 3.3.1.7 | The requirement states: "The noise floor of each node shall be no higher than the levels shown in Table 2 Minimum Receive Spectrum Levels in ocean currents up to 1 knots." |
The minimum acoustic shallow water receive requirement levels listed in Table 2 (16 dB minimum) are lower than the deep water levels. Since shallow water nodes operate in a noisier environment than deep water nodes did the government intend the shallow water node receive level be consistent with USWTR-EC at approximately 30 dB?
Also, the 16 dB re uPa^2/Hz level listed for 40 kHz is below the thermal noise limit (17 dB) for an omni transducer, and one having 100% efficiency. We suggest using the existing USWTR Increment 1 noise specification for shallow water to maintain commonality with the USWTR Increment 1 shallow water Preamp design and maintain an as-installed high MRL. The existing, high MRL, USWTR Increment 1 Preamp circuit and the subsequent signal conditioning circuit were tailored to address the Increment 1 noise and maximum signal levels and are different than the circuits tailored for deep water.
| The Government has updated the Inc II Specification to reflect the USWTR Inc I levels for shallow water. Specification updates are provided via Errata Sheet #1 as the Government approval process of the specificiation changes will not be completed prior to the proposal due date. | ||
| 6 | Shallow Transmit Requirement | |
| 3.3.2.1 | The specification states: "For all strings containing bi directional nodes, the system shall have the capability to simultaneously transmit a unique signal from at least one bi directional node of the string, not to exceed a maximum of ten unique signals for the system." |
Does this "ten unique signals" refer only to the (now) ten Mappable Analog Inputs from which to select a projector signal? 10 Simultaneous, and continuous projectors requires an increase in continuous JBox current so that it is available for projectors. This increases the required power dissipation in the JBox by over 33%, and the change results in a lower MRL JBox design.
The note below has application to multiple performance and test requirements.
Note 1: If the high number of active projectors is to support multiple projector sources for Self Track projections, can the duty cycle of each projector be limited to the self track burst signal duty cycle? This means the projector would "idle" with no modulating signal for the majority of the duty cycle (i.e. no repeated power amplifier activation). This would reduce the requirement for continuous high power current to a much smaller level that supports 10 low duty cycle projections, and will allow the existing, high MRL power amplifier design to accommodate one projector on each string with no upper limit if the short bursts were arranged to avoid more than a small number of simultaneous projections. We suggest requiring at least 2 simultaneous burst projections with the goal to define the highest limit.
| The "ten unique signals" do refer to the mappable inputs (analog or digital, not just analog). The SOW indicates that the TB and SCI SESs should be combined so it would support Tx elements across both of these range areas. How electrical power is distributed to the components is a design decision left to the offerer. Neither the SOW nor Performance Specifications refer to any specific signal set that needs to be Tx in the water. | ||
| 7 | Low Frequency (LF) Transmit Requirements 3.3.2.9.5 | The allowable range of the XZ beam pattern of the LF transmit node shall be defined by the grey shaded region in Figure 4, and as listed in tabular format in Table 1. The XZ beam pattern limits shall apply at every frequency of the passband. The response values captured in the table are left-right symmetrical to the angles in Figure 5. |
The stated beam pattern limits are identical to the Increment 1 USWTR-EC. However, for this solicitation they apply to a higher frequency range: up to 4.2kHz (from 3.1 kHz). Is it intended that the same vertical beam pattern limits apply over this new, wider bandwidth? The extended frequency band LB projector, including this beam pattern requirement, drives to a low MRL solution.
| Yes, it is intended that the expanded bandwidth frequencies meet the beam pattern requirement. | |
| 8 | LF Transmit Maximum SPL |
Deep: 3.3.2.2.2 Shallow: 3.3.2.9.2 Each LF transducer shall generate a maximum SPL of at least +190 dB//uPa at 1 meter at 2.5 kHz.
Should this be 186 dB re 1 uPa @ 1 m, as was the case on USWTR Increment 1.? ("Each LB transducer shall generate a maximum SPL of at least +186 dB/μPa at 1 meter at 2.5 KHz."). The electrical power required to drive the LF Projector to 190 dB requires a 0.5 ohm cable resistance, and this manufacturer's cable does not meet the referenced Telecom Cable specification. Also - the 190 dB re 1uPa does not agree with NUWC's requirements set for the related UTIC-supported wideband projector development effort.
| The Government has updated the Inc II Specification to reflect the USWTR Inc I levels for shallow water. Specification updates are provided via Errata Sheet #1 as the Government approval process of the specificiation changes will not be completed prior to the proposal due date. | ||
| 9 | 4.1.3.1.1 Transmit Duty Cycle Test Requirement (Deep and Shallow) | This test requirement for the LF transducer assembly states: The LF Transducer assembly shall be driven to generate a source level of at least 190 dB//μPa at 2.5 kHz at 1 meter with a 100% duty cycle for one hour. |
This duty cycle test is at odds with the performance requirements in Section 3.3.2.2.7 (Deep) and 3.3.2.9.6 (Shallow), where it is stated "Each LF transducer shall operate at a 50% duty cycle for 10 periods of 100 seconds per period without damage at maximum output level." This test requirement drives to a low MRL solution. We recommend making the duty cycle performance and test requirements the same.
Also: Please see Note 1, above, suggesting revised Transmit Duty Cycle requirements.
| The Government has updated section 4.1.3.1.1 of both the Inc II specification and the Inc III specification. Specification updates are provided via Errata Sheet #1 and Errata Sheet #2 as the Government approval process of the specificiation changes will not be completed prior to the proposal due date. | ||
| 10 | 4.2.2.3.2.3 Transmit Duty Cycle Test Requirement (Deep and Shallow) | This test requirement for Transmit duty cycle states that the LF projector 'shall be tested by driving the LF projecting transducer assembly to generate a source level IAW Section 3.3.2.9.2 (Shallow) [and 3.3.2.2.2 (Deep)] with a 100% duty cycle for one hour at MRA of the XZ plane.' |
This duty cycle test requirement is at odds with the performance requirement in Section 3.3.2.9.6 (Shallow) [and 3.3.2.2.7 (Deep)] where it is stated as 50%. This test requirement drives to a low MRL solution. We recommend making the duty cycle performance and test requirements the same.
| Also: Please see Note 1 of question #6, above, suggesting revised Transmit Duty Cycle requirements. | The Government has updated section 4.2.2.3.2.3 of both the Inc II specification and section 4.2.2.3.3 of the Inc III specification. Specification updates are provided via Errata Sheet #1 and Errata Sheet #2 as the Government approval process of the specificiation changes will not be completed prior to the proposal due date. | ||
| 11 | SOW | GFI ambiguity |
Please provide a mapping from the SOW GFI numbers to actual GFI filenames & sectiosn so that we can make sure we have a complete set of GFI.
| The Government has added "USWTR Inc II_III and ASRP Route Position List Revision 1" and “Commercial Undersea Telecommunications Cable Minimum specifications revision2” to the technical library. | ||
| 12 | SOW | CDR is only mentioned for Deep Water Engineering Verification (CLIN 0101 Task E) and Shallow Water Engineering Verification (CLIN 0403 Task KK) yet four CLINs are listed in Table 2 with CDR associated with them. There are 2 well-established CDR instructions. |
Question: Are there 2 additional CDRs, and if so, what do they cover?
| The Government will update the SOW to reflect there is only one official CDR event currently planned for deep water ranges. | ||
| 13 | SOW | The new requirement for extended bandwidth HF and LF projectors drives non-trivial transducer, electronic and mechanical design efforts as well as long lead procurement, build and test efforts. The requirement to complete development, build and test of projectors meeting the new bandwidth requirement at CDR, 240 DACA, adds significant complexity and risk to the program. |
Question: Is it possible to schedule a separate CDR for the HF and LF projectors to include manufacturer’s test results as well as results from the Government’s APTF and Dodge Pond acoustic test facilities?
| No, the Government understands the risks and will track accordingly. Newport's APTF and Dodge Pond test facilities will have to be coordinated and secured via contractor if that is the plan to use for testing. There is no plan to provide these facilities as GFI. | ||
| 14 | GFI #6.1.38 Commercial Undersea Telecommunications Cable Minimum Requirements/ | |
| Specifications | Please refer to the summary table at the right. |
The Telecom Cable specification (GFI #6.1.38) applies to all range internode cables (both deep and shallow), but only to the SOAR Trunk Cable (SOW 4.42 invokes GFI #6.1.38 on both the Trunk and Internode). Did the government intend to invoke GFI #6.1.38 to only the SOAR Trunk cable? Was it intended that the trunk cable for SOAR be different?
| The Government has updated SOW Section 4.2, 4.6, and GFI table 4 to provide clarity. | ||
| 15 | GFI #6.1.38 Commercial Undersea Telecommunication Cable Minimum Requirements/ Specifications | The reference Optical Fiber Spec G.655 prohibits the use of a superior optical fiber for this application. |
In the provided GFI #6.1.38, Commercial Undersea Telecommunications Cable Minimum Requirements/Specifications.pdf, Table 1 lists ITU-T Recommendation G.655 as the required fiber type. OFS Allwave fiber provides superior performance to the required fiber due to its ‘suppressed water peak’, which provides better optical loss characteristics at relevant wavelengths. Is it allowable to use ‘Suppressed water peak’ optical fiber, such as OFS Allwave, which is built IAW ITU-T Recommendation G.652?
| Yes, the Government has updated GFI #6.1.38 Section 3.2 to "The fibers shall meet or exceed ITU-T Recommendation G.655 or G.652". | ||
| 16 | GFI #6.1.38 Commercial Undersea Telecommunication Cable Minimum Requirements/ Specifications | Quantity of fibers |
In the provided Commercial Undersea Telecommunications Cable Minimum specifications.pdf, Section 3.0 it is required that “the undersea telecommunications cable shall include an optical fiber transmission path from end to end with a quantity of > 12 fibers”. Given there are 14 pigtails at each JBox, 12 fibers in the internode cables and JBox pigtails will total 168, which greatly outnumbers fibers available in the Trunk. It leads to a more costly implementation if the fibers are present in the cable but not used. Is it allowable to use less than 12 fibers in the internode and pigtail cables?
| Greater than or equal to 12 fibers is the requirement. The Government has updated SOW Sections 4.3, 4.4, 4.5, 4.6, and 4.43 to clarify the requirement. | ||
| 17 | Reference: L-4-Vol3-CE-Tables, Instructions Worksheet, initial note. | Question: |
The instructions for completing table CE-1 state that “Only contract references designated in Table ES-2 (Relevant Contract Summary) shall be used in completing this Volume…”, and “….the contracts identified as P1, S1, T1 etc. in Table ES-2 shall be the same P1, S1, T1, etc. contracts identified in Table CE-1”.
We cannot locate a Table ES-2 in the provided RFP materials. We do note that Table CA-3 Summary of Contract References identifies the contracts numbering method P1, S1, T1.
| Should references to Table ES-2 actually be to Table CA-3? | The Government has updated Attachment L-4 to reflect the use of table CA-3 rather than table ES-2. | ||
| 18 | Reference: L-4-Vol3-CE-Tables, Instructions Worksheet, instructions for Item 3 | Question: |
The instructions state that the item should reference the same contract as identified in Table PP-1.
We cannot locate a Table PP-1 in the provided RFP materials.
| Please provide Table PP-1 or correct the instructions for Item 3. | The Government has updated Attachment L-4 | |||
| 19 | Attachment J-6-GFI-List.xlsx | Attachement J-6 indicates the electronic filename for route postion lists is titled "USWTR Inc II_III and ASRP Route Position Lists_Initial Release" however the delivered file is titled "USWTR Inc II_III and ASRP Route Position Lists1.pdf" was the correct file delivered? The delivered file does not contain all RPLs for all ranges. If the governments RPLs are not made available prior to contract award are estimated cable lengths and armor scheduling acceptable? If estimates are acceptable will equitable adjustments be made post contract award? | Yes, estimated cable lengths and armor scheduling are acceptable. Yes, equitable adjustments can be made post contract award. |
