SUMMARY OF CHANGES
SECTION A - SOLICITATION/CONTRACT FORM
The required response date/time has changed from 27-Jul-2020 02:00 PM to 04-Aug-2020 02:00 PM.
SECTION B - SUPPLIES OR SERVICES AND PRICES
The following have been modified:
B.4 ORDER ESTIMATING RATES
The estimated rate and fixed fee rate information stated below will be used by the government to establish the Independent Government Cost Estimate (IGCE) to issue task orders in accordance with the streamlined ordering procedures of Section H clause, H.1 Task Order ProceduresStreamlined Ordering Process and Fee Determination
(AUG 2018).
The IGCE will include the task order’s estimated cost ceiling and the fixed fee amount. To establish the estimated cost ceiling for a cost plus fixed fee (CPFF) Labor CLIN, the government will multiply the associated estimated rate per labor category by the estimated hours per labor category. The sum of the ordered labor costs will determine the Labor CLIN’s estimated cost ceiling. IGCEs that cross multiple years will be estimated by the government using the estimated rates for each year in proportion to the order’s anticipated period of performance.
A CPFF CLIN’s fixed fee amount will be paid in accordance with clause 5252.232-9510, “Payment of Fixed Fee.”
The maximum fixed fee rate proposed shall not exceed 10% in accordance with FAR 15.404-4(c)(4)(i)(c). After contract award, the fee rate applied on Task Orders shall not exceed the maximum fixed fee rate identified below.
Charges above the maximum fixed fee rate will be considered unallowable.
For CPFF CLINs, the Prime contractor’s maximum fixed fee rate to be applied to a CLIN’s estimated cost ceiling amount is (to be completed by the offeror)% and the Prime contractor’s maximum fixed fee rate to be applied to subcontractor efforts is (to be completed by the offeror)%. (These percentages shall be used to determine the Fixed Fee dollar amounts on awarded task orders. The negotiated fixed fee percentages shall apply throughout the duration of the contract for all task orders issued and shall not be re-negotiated on individual task orders.) To determine a CPFF CLIN’s fixed fee amount, the government will multiply the CPFF CLIN’s estimated cost ceiling by the fixed fee rates, as applicable.
The cumulative estimated cost ceilings and fixed fee amounts of all task orders issued under the contract shall not exceed the cost ceiling of the basic ID/IQ contract without further negotiation as set forth in the Level of Effort clause. While Cost and CPFF CLINs’ cost ceilings will be based on estimates, the contractor’s invoicing shall be based on actual costs incurred.
The following labor estimated rates by labor category are fully burdened, exclusive of the Prime contractor’s fixed fee. The government reserves the right to adjust the estimated rates to accommodate the cost impact of Department of Labor (DoL) area wage determination (AWD) revisions, in accordance with the Service Contract Act (SCA), or other substantive changes.

SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
SECTION L
PART A: GENERAL INSTRUCTIONS
1.0 GENERAL
1.1 Section L contains instructions on how to prepare and submit proposals in response to this solicitation. Nonconformance with these instructions may result in an unfavorable proposal evaluation and elimination from consideration. This solicitation incorporates by reference FAR provision 52.215-1, “Instructions to Offerors – Competitive.”
1.2 It is the offeror’s responsibility to submit a proposal that enables government evaluators to effectively evaluate and substantiate the validity of any assertions set forth in the offeror’s proposal. Assume the government has no prior knowledge of an offeror’s facilities and experience.
1.3 Alternate proposals are not acceptable. In addition, taking exception or deviating from any term or condition of the RFP may make an offer unacceptable, and the proposal unawardable, unless the RFP expressly authorizes such an exception or deviation with regard to that specific term or condition.
1.4 There is no need to repeat information in the same volume or in more than one volume. If an overlap exists, the detailed information should be included in the most logical place and summarized and referenced in other areas.
2.0 PROPOSAL FORMAT
All written proposals must be formatted using a Times New Roman 12-point normal font, no reduction permitted, single-spaced, one-inch margins all around, and formatted for standard 8.5 x 11 inch paper. All pages shall be numbered with section and page numbers. Drawings may be provided separately and may be any size, with font of any size, but should be folded to approximately 8.5 x 11 inch standard size and will count as one page. Graphs shall be presented in no smaller than a 10-point font.
3.0 PROPOSAL VOLUMES
3.1 All proposals must be UNCLASSIFIED.
3.2 Page limitations for each volume are specified in the table below.

4.0 SOLICITATION QUESTIONS
Questions regarding this solicitation shall be submitted in writing with the use of Attachment L-4, FRCSE PSS Question/Comment Form. Each question or comment shall reference the applicable document, page number, and paragraph number. Do not include any proprietary information in your question, because the government will provide the question and answer to all potential offerors. All questions must be submitted for the solicitation no later than 5:00pm ten calendar days after the RFP release date specified in Block 5 of Standard Form 33 of the RFP, to Carley.Galloway@navy.mil and Michael.Davis15@navy.mil. The government is under no obligation to try to answer questions received after that date, but may answer the question if time permits.
5.0 PROPOSAL SUBMISSION
5.1 Method of delivery shall be through the use of https://safe.apps.mil coordinated with the point of contact listed below. Proposals shall be submitted using the address provided below. The initial Proposal shall not be submitted by facsimile or electronically via email.
(Electronic Copies) Email: carley.galloway@navy.mil and michael.davis15@navy.mil
Note: SAFE restricts the maximum file submission at 8 GB. Firefox, Chrome and Edge are recommended. Internet Explorer is not recommended. Please note that Internet Explorer limits uploads to 2GB. In the Comments box put the following information: Offeror name, Solicitation number, POC, Backup POC. When files are encrypted for submission, send an email with the “passphrase” to the PCO and the Contract Specialist as listed on the https://beta.sam.gov website.
A. Creating a Drop-off For “outside or unauthenticated users” In order for an outside user to create a drop-off, they must receive a drop-off request from the PCO or the CS. If interested in submitting a response to the Solicitation, the Offeror must contact the PCO and CS to notify them no later than 10 working days in advance of the proposal submission date. When the PCO or the CS generates a drop-off request for you, you will receive an email with a link to submit your drop-off. This link is good for a one-time submission; ensure that the submission is sent to both the PCO and the CS.
B. For “CAC Authenticated users” Create a “drop-off” with the PCO and the CS as the recipients.
Offerors are hereby notified that the Government will not reimburse for any costs incurred for solicitation preparation.
Late Proposals: Offerors are advised that the time identified on Block 9 of the Standard Form (SF) 33 applies. Delivery is defined as having occurred based on the DoD Safe’s email notification time stamp to the CS. If multiple drop offs occur, any drop off after the time identified on Block 9 of the SF 33 is considered Late. Offerors are strongly encouraged to deliver as early as possible to avoid any risk of late submission.
5.2 Hand Carried Proposals: Due to COVID-19, hand-carried proposals will not be accepted.
5.3 Late Proposals: See FAR provision 52.215-1, in addition to late proposal language above regarding SAFE.
5.4 Restriction on Disclosure and Use of Data: See FAR provision 52.215-1.
PART B: SPECIFIC INSTRUCTIONS
1.0 VOLUME 1 - PAST PERFORMANCE
The following is a list of the Section L Past Performance Attachments that the offeror shall utilize to provide past performance information as required for this Volume:
Attachment L-1 Contractor Performance Assessment Questionnaire (CPAQ) also sometimes referred to as Past Performance Questionnaires, or PPQ’s Attachment L-2 Table PP-1 Past Performance Information Form (PPIF)
1.1 Past Performance Contracts for Offeror
a. This solicitation also is utilizing a separate Corporate Experience Validation process that is not part of the Past Performance Factor. The prime offeror shall identify one of its past performance contracts to be utilized in the Corporate Experience Validation process described at Section M, Part B, 1.1.
b. The offeror shall submit up to, but no more than, three (3) total past performance contracts. This includes up to three (3) of the prime offeror’s most relevant government or commercial past performance contracts, and up to three (3) of the most relevant government or commercial past performance contracts for a principal team member, but in combined total, no more than three (3).
As set forth in Section M of this solicitation, the government will evaluate the Relevancy and Demonstrated Past Performance of the past performance contracts to arrive at a Performance Confidence Assessment for the offeror. Keep in mind that, in general, in assigning a Performance Confidence Assessment Rating and/or in the source selection authority’s tradeoff decision, past performance of the prime offeror, or lack thereof, will be considered more significant than that of a principal team member.
c. A “principal team member” for purposes of the past performance evaluation Factor is defined as a subcontractor, joint venture owner (joint venturer), partnership owner (partner), corporate parent, division, subsidiary, affiliate or vendor that is proposed to provide at least 30% of the proposed total price/cost (excluding the offeror’s profit/fee) for the contract.
d. An offeror will not receive past performance credit for a proposed principal team member unless the offeror’s proposal demonstrates how the resources of that principal team member – its workforce, management, facilities or other resources – will in fact be provided to perform at least 30% of the proposed total price for the contract, excluding the prime offeror’s profit. Merely stating that the offeror has access to the resources of a principal team member is insufficient.
e. The government is not evaluating past performance of any entity other than the prime contractor entity identified in Block 15 of Standard Form 33 of the RFP and principal team members. Thus, the CAGE code, DUNS number, or corporate name and address of a prime offeror or principal team member must match the CAGE code, DUNS number, or corporate name and address on the cover page of the prime offeror’s or principal team member’s past performance contract or subcontract proposed for past performance evaluation.
f. Past performance contracts where supplies and services were sold or transferred between corporate divisions, subsidiaries, or affiliates of a contractor will not be considered unless the interorganizational transfer is identified in the form of a written agreement between the corporate divisions, subsidiaries, or affiliates — such as a subcontract, purchase agreement, job order, or similar type of written agreement — with the prime or principal team member’s CAGE code, DUNS number, or corporate name and address on the cover page of the written agreement. Any ambiguity will be resolved against the offeror or principal team member.
g. The government will not consider past performance contracts performed by an individual joint venturer or partner unless the joint venturer or partner meets the definition of “principal team member.”
h. The government will consider the past performance of an offeror or principal team member performed as a joint venture owner of another joint venture, but the joint venture agreement must contain within it the offeror’s or principal team member’s CAGE code, DUNS number, or corporate name and address, and the joint venture agreement must describe the effort and dollar amount performed by that offeror or principal team member under the joint venture agreement.
Any ambiguity will be resolved against the offeror or principal team member.
i. Any submitted past performance contract must contain Production Support Service performance within three (3) years of the RFP release date specified in Block 5 of Standard Form 33 of the RFP. Any past performance contract that has Production Support Services performance within three (3) years of the RFP release date specified in Block 5 of Standard Form 33 of the RFP will be considered in its entirety., but only the Production Support Services portions. A determination of Not Relevant will be assigned to offeror submissions which do not contain performance within three (3) years of the solicitation’s release date, or for which the Past Performance record’s award date cannot be determined. Submissions determined Not Relevant will not be evaluated further or rated. Note that Section M states that in assigning a Performance Confidence Assessment Rating and/or in the source selection authority's tradeoff decision the less the Demonstrated Past Performance information of the past performance contract addresses the scope of this solicitation is generally the less significant those past performance contract references will be; the more recent performance is generally considered more relevant and/or has more weight than less recent performance: and a past performance record that is of longer duration may generally be considered more relevant than records with performance of shorter duration.
i. Keep in mind that, in general, in assigning a Performance Confidence Assessment Rating and/or in the source selection authority’s tradeoff decision, within an offeror’s past performance record, more recent past performance is generally considered more significant than past performance that is less recent, and a past performance record that is of longer duration may generally be considered more relevant than records with performance of shorter duration.
j. Forward a copy of the Past Performance Questionnaire (Attachment L-1) attached to this RFP to the past performance contract customer’s Procuring Contracting Officer (PCO), Administrative Contracting Officer (ACO), Program Manager and/or Point of Contact ─ with a copy to the Contract Specialist ─ for the following past performance contracts only:
• Past performance contracts that do not have CPARS Reports, and
• Past performance contracts with CPARS Reports completed by the Assessing Official more than six months prior to the RFP’s release date.
All questionnaires shall be forwarded within 14 calendar days of the release date specified in Block 5 of Standard Form 33 of the RFP, with a copy forwarded to Carley.Galloway@navy.mil and Michael.Davis15@navy.mil. The offeror shall include instructions for its customers to send completed questionnaires within two weeks of the customer’s receipt of the questionnaire to Carley.Galloway@navy.mil and Michael.Davis15@navy.mil. The government will not evaluate an offeror’s submitted Past Performance Questionnaires that do not meet the criteria set forth in this instruction.
k. The offeror should provide written consent from its principal team members that will allow the government to coordinate any of those entities’ past performance issues with the offeror. If the offeror does not submit such written consent, then the government will address any past performance issues directly with the principal team member, and the offeror will forfeit the opportunity to participate in any related discussions. Consequently, for any principal team members that do not provide such written consent, provide a point of contact name, address, phone number, fax number, and email address with whom the government may coordinate past performance issues.
l. To enable the government to perform a comparison of the past performance contract’s product or service similarities to the instant solicitation’s work for each past performance contract, offerors shall provide one copy of the past performance contract without any attachments other than the Statement of Work, the Performance Work Statement, and/or the Specification. As set forth below, offerors are required to cite specific pinpointed page numbers and paragraphs in those documents so the government may perform a comparison of the past performance contract’s product or service similarities to the instant solicitation’s work.
• NAWCTSD is not responsible or accountable for the clarity of an offeror’s past performance contract. Information necessary to substantiate the relevancy of a past performance contract must be clear through a plain reading of the past performance contract, and its Statement of Work, the Performance Work Statement, and/or the Specification, without further explanation.
• For past performance contracts where the offeror or principal team member performed in a role other than the prime, the principal team member shall provide one copy of the Statement of Work, Performance Work Statement, and/or Specification for both their subcontractor and the Prime contractor.
m. The offeror has the burden of providing thorough and complete past performance information.
The government has no duty to search for additional data to cure problems the government finds in the information provided by the offeror.
n. Regardless of relevancy, the offeror shall provide a list of Show Cause Notices, Cure Notices, and Terminations for Default received on any contract, task order, or delivery order within the past 2 years of the RFP release date.
1.2. Past Performance Contract Information
a. Provide a summary of the information identified below in a Microsoft (MS) Word Table for each past performance contract identified:
Prime (P), Principal Team Member (PTM) P1 P2 P3 PTM1 PTM2 PTM3 1 Contractor’s Name

20 Did Production Support Service Performance Take Place Within Required three Year Period? Yes or No
21 Is this the past performance contract to be utilized for the Corporate Experience Validation process? Yes or No
1 Place of Performance should be the location of the government or contractor’s facility where the predominance of the work was performed.
2 The CAGE Code and DUNS Number shall be the same as the company proposed to perform the solicitation.
3 As part of its Past Performance Volume, the offeror shall provide printed CPARS that are referenced in the table.
b. Task or delivery orders awarded under Multiple-Award Contracts (MACs) will be considered standalone “contracts” for purposes of past performance evaluation. Thus, offerors may not propose an entire MAC as a past performance contract.
c. For a single-award indefinite delivery past performance contract, offerors may propose the entire basic contract as a past performance contract, or may propose a specific task or delivery order as the past performance contract. If an offeror proposes an entire single-award indefinite delivery contract as a past performance contract, however, the offeror must provide the past performance information for each task or delivery order issued, and those task and delivery orders (in the aggregate), not the indefinite delivery contract, will be used for the past performance contract’s Relevancy assessment.
1.3 Relevancy Information of the Past Performance Contracts
a. To evaluate relevancy, the government will evaluate Scope and Magnitude of the past performance contract, as set forth in the table further below.
b. To assess the relevancy of the past performance contracts to the instant solicitation, the government does not want to receive, and the government will not consider, any document submitted by the offeror regarding past performance other than the past performance contract itself. For a federal government past performance contract, that means Sections A thru J. The government does not want to receive, and the government will not consider, any attachment of the past performance contract other than the contract’s Statement of Work, the Performance Work Statement, and/or the Specification. Unless otherwise allowed in these instructions, the government will not consider a document referenced within a Statement of Work, the Performance Work Statement, and/or the Specification.
c. The government does not want to receive, and the government will not consider, an offeror’s explanation or description of the alleged past performance effort or what the offeror allegedly performed under a past performance contract. Government evaluators will compare the specific, pinpointed past performance contract’s costs/prices, terms, conditions, and Statement of Work, the Performance Work Statement, and/or the Specification pages and paragraphs that the offeror cites in the table further below to assess similarity to the Scope and Magnitude the government provides below for the instant solicitation.
d. It will be considered a noncompliant proposal when the offeror submits a past performance proposal that repeatedly fails to provide specific, pinpointed pages and paragraphs in the past performance Statement of Work, Performance Work Statement, and/or the Specification, or fails to submit the past performance contract and its Statement of Work, the Performance Work Statement, and/or the Specification. As a result, the government may not perform an evaluation of that proposal and, instead, the government may reject that offeror’s proposal as noncompliant. Rejection of an offeror’s proposal as noncompliant will not be part of a competitive range determination. After rejecting an offeror’s proposal as noncompliant, the government may or may not decide to make a competitive range determination in accordance with FAR section 15.306.
Regardless of what the government decides to do, the offeror will not be eligible to be part of a competitive range determination if the government performs one.
e. For a principal team member, tThe government will compare the Scope and Magnitude of the offeror’s and that principal team member’s past performance contract to the Scope and Magnitude of the effort the offeror and principal team member areis proposed to perform for the instant solicitation.
f. For the Scope and Magnitude relevancy assessment items below, the offeror is required to cite specific, pinpointed page numbers, terms, conditions, CLINS, and Statement of Work, the Performance Work Statement, and/or the Specification page numbers and paragraphs found in the offeror’s past performance contract that the offeror believes is relevant to the instant solicitation. Citing an entire section within a Statement of Work, the Performance Work Statement, and/or the Specification is unacceptable, and it will not be evaluated.

h. Remember: Offerors are required to provide one copy of the past performance contract, without any attachments other than the contract’s Statement of Work, Performance Work Statement, and/or Specification.
i. Questions Regarding Relevancy and Demonstrated Past Performance are Not Discussions: It is possible that offerors may receive questions regarding the Relevancy and/or Demonstrated Past Performance of the offeror’s proposed past performance and corporate experience contracts. All offerors will be treated similarly if the government submits these questions to offerors Even if the information is needed by the government to determine the acceptability of an offeror’s past performance or corporate experience contract for evaluation purposes, those questions and answers are not “discussions” as that term is used at FAR subpart 15.3. Thus, it is possible that the government will ask questions of offerors regarding past performance and corporate experience, input that information into the government’s initial evaluation results, and be able to determine the successful offeror on initial proposals, without making a competitive range determination. If the government believes discussions are in the best interest of the government, NAWCTSD will make a competitive range determination and conduct meaningful discussions with all offerors in the competitive range.
1.4 Demonstrated Performance Information of the Past Performance Contracts
a. For each past performance contract, the offeror shall provide available CPARS and, where permitted under
Section L, Past Performance Questionnaires that address the following demonstrated past performance areas:
• Quality of Product or Service. The offeror’s or principal team member’s past performance in the delivery of quality supplies and services, which includes meeting technical requirements.
• Schedule. The offeror’s or principal team member’s past performance in meeting schedule requirements, to include on-time or late deliveries, modifications of original schedules.

• Program Management and Subcontract Management. The offeror’s or principal team member’s past performance in managing the contracted effort, to include program management, subcontract management, and cooperation with the customer.
b. The government will use CPARS and Past Performance Questionnaires, where permitted under Section L, to document demonstrated past performance. The government does not want to receive, and will not use for evaluation, an offeror’s self-described assertions of demonstrated past performance. For the CPARS and Past Performance Questionnaires provided, however, explain the reasons for any past performance problems, including schedule slips, and cost or price increases from time of award. Also, describe any claims or requests for equitable adjustment.
c. For any past performance problem identified in the CPARS or Past Performance Questionnaires, describe the status of the problem. If the problem was resolved, describe the resolution used to correct the past performance problem and, if applicable, how the offeror proposes to use that resolution for this solicitation’s effort.

Attachment L-3 FRCSE PSS Cost or Price Summary
2.1 Cost/Price and Administrative Ground Rules and Assumptions
a. For the Cost/Price volume, the offeror is the entity identified in block 15A of the SF33. Costed Team
Member means all other entities proposed to provide any element of cost (i.e., any labor, regardless of the amount). As this relates to Past Performance, a Principal Team Member is always a Costed Team Member, but a Costed Team Member is not necessarily a Principal Team Member.
b. Unless otherwise stated, a Costed Team Member shall provide the same information, and follow the same instructions, required for the offeror.
c. As this is a competitive acquisition with adequate price competition anticipated, certified cost or pricing data in accordance with FAR 15.403-1 is not required. However, in the event that adequate price competition does not exist after receipt of proposals, the Government reserves the right to request additional cost or pricing data as necessary from the offeror and Costed Team Members. Further, the offeror may be required to provide a Certificate of Current Cost or Pricing Data prior to award, pursuant to FAR 15.406-2. (See Section L clause 252.215-7008.)
d. Within all Excel spreadsheets, the offeror shall use formulas and functions to the maximum extent possible and avoid using output type “value only” cells. If links are utilized, supply those referenced files.
Spreadsheets shall not be protected.
e. The offeror shall provide sufficient information to support its cost/price as well as an explanation of all ground rules and assumptions that affect the cost/price estimates.
f. The offeror shall guarantee the length of proposal validity (for at least 180 days after proposal submission).
Note: Block 12 of the SF33 must state at least 180 days.
g. A Costed Team Member submitting its cost/price volume independently of the offeror shall comply with the proposal submission instructions, including timeliness instructions.
h. This solicitation is, and the resulting contract will be, subject to the Service Contract Act of 1965, as amended, and to FAR clause 52.222-41, contained in Section I of this solicitation.
i. The services acquired through this solicitation do not require meaningful numbers of professional employees. Therefore, Compensation for Professional Employees will not be evaluated.
j. For proposal purposes, offerors shall assume full performance (not mobilization) will begin on January 1, 2021.
k. The Government estimate is 1,766,529 hours for the entire work effort, inclusive of options. See Section B, Level of Effort clause for a breakdown of the labor hours per labor category. For evaluation purposes, the offeror shall propose to the labor categories/hours as outlined below:
(a) Mobilization: Offerors shall propose a separate Firm Fixed Price (FFP) for the Mobilization effort (CLIN 0008) based on their own approach for Mobilization. Offerors shall complete the Mobilization cell in Attachment L-3 FRCSE PSS Cost or Price Summary, based on the dollar value associated with their own approach to meet the Mobilization requirements. The quantity of direct labor hours and categories proposed for FFP CLIN 0008 (Mobilization) are at the discretion of the offeror and are not included in Attachment L-3 FRCSE PSS Cost or Price Summary. The proposed amount for Mobilization CLIN (0008) must be at least $100. CLIN 0008 total will be used as the contract minimum quantity.
(b) For CLINS 0001-0006, and 1001-1006 the estimated labor hours and categories to be used for evaluation purposes are duplicated in Attachment L-3 FRCSE PSS Cost or Price Summary. The government’s estimate is based on historical actuals and FRC Southeast’s estimate of business in the future. The offeror’s proposed labor hours for CLINs 0001-0006, and 1001- 1006 shall not deviate from the estimated number of labor hours the government has provided for each labor category in Attachment L-3 FRCSE PSS Cost or Price Summary of the solicitation.
(c) Detailed instructions for Attachment L-3 FRCSE PSS Cost or Price Summary can be found on the “Instructions” tab of the attachment.
(d) CLINs 0007 and 1007 are Not-Separately-Priced (NSP). Any costs for CLINs 0007 and 1007 are reflected in the corresponding labor CLINs (0001-0006, and 1001-1006).

Offerors that submit evidence from a private accounting firm must submit Standard Form1408, completed and signed by the private accounting firm that performed the audit.
The government will not evaluate an offeror’s or costed team member’s proposal if evidence is not received from both the offeror and costed team member to confirm accounting system has been audited and has been determined adequate and suitable for administration of a cost-reimbursable contract. An offeror’s proposal that fails to provide the above requested evidence of an acceptable accounting system will be determined unawardable, will be removed from the competitive range if discussions are held, will not form the basis for award, and will not be referred to the Small Business Administration for a Certificate of Competency determination.
