Section M (Evaluation Factors) - Highlights
Source Selection Objectives
• Obtain, through use of a comprehensive evaluation process, a high quality, fair and consistent evaluation of proposals.
• Select one offeror on the basis of its proposal providing the best value to the government, all factors considered.
Section M – Highlights (Continued)
Evaluation Factors for Award
The government will evaluate proposals of offerors with acceptable Corporate Experience using the following two Factors:
• Factor 1: Past Performance
• Factor 2: Cost/Price
Past Performance is significantly more important than Cost/Price
Because Past Performance qualities are significantly more important than the amount of the cost/price, the source selection authority is permitted to select an offeror with acceptable Corporate Experience that has proposed a higher evaluated cost/price, within any stated budget in the RFP, if the past performance of the offeror is worth the evaluated cost/price premium.
Thus, of those offerors with acceptable Corporate Experience, the source selection authority will perform a tradeoff between the higher of the offerors’ Total Evaluated Price, and the offerors’ assessments under the Past Performance Factor.
If the government believes discussions are in the best interest of the government, NAWCTSD will make a competitive range determination and conduct meaningful discussions with all offerors in the competitive range.
• Evaluation Notices (ENs) o As a minimum, notification of deficiencies and clarifications o Ask for additional information
• Proposal change pages where needed o Helps easily identify changes o Minimizes work for the Final Proposal Revision
The government reserves the right to award without discussions.
• Award based on initial proposals can happen if the government receives an offer that conforms with the solicitation and provides the greatest overall benefit to the government, all factors considered.
• Don’t assume you can improve your position during discussions, there may not be discussions.
A Critical Note:
• The government does not evaluate every requirement of the SOW under Section M of the RFP.
• The awarded contractor, however, is required to comply with all requirements of the awarded contract.
M.B.1.1 PRELIMINARY CORPORATE EXPERIENCE VALIDATION
Minimum corporate experience qualifications necessary for the proposal to be fully evaluated under past performance and cost/price in accordance with this solicitation are as follows:
• The scope of the past performance contract must be an agency of the U.S. government contract.
• The scope of the past performance contract must state that the contractor is required to perform aviation Production Support Services containing either Production Control or Inventory Management as described at SOW 3.1.
• The scope of the past performance contract must encompass multiple sites supporting an ISO 9001 environment for Production Support Services for aviation related services.

Evaluation Factor 1: Past Performance
Past Performance will be evaluated to establish a Performance Confidence Assessment Rating that will reflect the government’s confidence that the offeror will successfully perform the requirements in the solicitation, based on the offeror’s recent and relevant past and present performance record.
Evaluation Factor 1: Past Performance (Continued)
Recency:
• A determination of Recent will be assigned to offerors’ submissions which contain performance within three (3) years of the solicitation’s release date (22 June 2020).
• A determination of Not Recent will be assigned to offer submissions which do not contain performance within three
(3) years of the solicitation’s release date, or for which the Past Performance record’s award date cannot be determined, and the submission will not be evaluated or rated.
Evaluation Factor 1: Past Performance (Continued)
Relevancy:
• For each recent past performance contract submitted, the government will evaluate the past performance contract to determine how relevant it is.
• If a past performance record is deemed to be Not Relevant, the offeror will not receive an opportunity to submit a replacement.
• The information in the Past Performance Contract Information Form (Attachment L-2) will be used in conjunction with the provided contractual documentation and will be evaluated to assess relevance.
Evaluation Factor 1: Past Performance (Continued) Relevancy (Continued):
• In determining relevancy, the government will compare the past performance effort to the effort required to be performed under this solicitation as follows:
o The Scope evaluation compares the scope of work performed under a Past Performance record to the following:
o Contractor’s role in the past performance contract, and contractor’s role in the instant procurement;
o Contract type;
o Contract Attributes;
o Period of Performance of the past performance contract.
o Production Support and Inventory Management o Number of Sites
Evaluation Factor 1: Past Performance (Continued) Relevancy (Continued):
Magnitude
• Total Dollar Amount: The government will verify the offeror’s total dollar amount reported under Section L for each past performance record and then perform a calculation to arrive at a monthly average to make a comparison with the instant solicitation’s estimated average monthly dollar average amount of $900,000.
• Total Price or Cost of Relevant Contract Line Item Numbers:
The government will compare the magnitude of the offeror's past performance to magnitude of the instant solicitation the offeror’s specific, pinpointed page numbers terms, conditions, and/or CLINS of the past performance contract that show the total price or cost of the relevant contract line item numbers.
Evaluation Factor 1: Past Performance (Continued) Relevancy (Continued):
Magnitude
Should an offeror submit a contract that encompasses more than Production Support Services, only the Contract Line Item Numbers that encompass Production Support Services will be considered in the Magnitude assessment.
Offerors are advised that, should a past performance contract contain requirements that are both Production Support Services and other than Production Support Services, and the Contract Line Item Numbers do not clearly distinguish the Production Support Services, the past performance contract will be deemed no higher than Somewhat Relevant.
Evaluation Factor 1: Past Performance (Continued) Relevancy (Continued):
Magnitude
The comparison to the instant solicitation will be based on the percentage of the average monthly $900K that each offeror is proposed to perform.
For example:
Role on
Instant Contract
% of the Cost of Contract
Performance Incurred for
Services
PP Contract Average Monthly
Instant Solicitation
Average Monthly
Comparison of PP & instant solicitation
Prime 55% 350 495 ($900K*.55) 71%
PTM 45% 300 405 ($900K*.45) 74%
Evaluation Factor 1: Past Performance (Continued)
Past Performance Contract Relevancy Ratings
• The government will utilize the Adjectival Ratings listed in paragraph M.B.1.3.e
Demonstrated Past Performance
• After relevancy is established, the government will evaluate demonstrated past performance for that contract in the following areas:
o Quality of Product or Service o Schedule o Cost Control o Program Management and Subcontract Management
Evaluation Factor 1: Past Performance (Continued)
The assessment reflects the government’s level of confidence in the offeror’s ability to successfully perform the solicited effort based on the offeror’s record of relevant past and present performance. As part of the assessment, the government may also take into account any show cause notices, cure notices and terminations for default that are deemed relevant to this solicitation’s effort.
The government will utilize the Adjectival Ratings listed in paragraphs M.B.1.3.e and M.C.1.4.d
Evaluation Factor : Cost/Price
• All CLINs will be evaluated for reasonableness.
• If proposed costs are considered to be unrealistic, including unrealistic direct and indirect labor rates, the Offeror’s proposed costs will be adjusted upward or downward to reflect more realistic costs.
Evaluation Factor 2: Cost/Price (Continued)
Total Evaluated Price (TEP) =
CLINs 0001 – 0006 and 1001-1006 (As adjusted by the government’s cost realism analysis)
Offeror’s Mobilization FFP (CLIN 0008)
6-month Option to Extend Services (50% of the estimated cost and fee of Year 6- CLINs 1001-1006)
Evaluation Factor 2: Cost/Price (Continued)
Total Evaluated Price (TEP):
• The government will use the labor categories and corresponding number of labor hours set forth in Attachment L3, FRCSE Cost Summary, multiplied by the rate determined realistic by the government for the direct and indirect labor rates.
• Hours established in Attachment L3 are considered fixed and shall not be adjusted by the offeror.
• The government’s MPC will include a 2.2% escalation rate for direct labor rates for each year after the initial year.
Evaluation Factor 2: Cost/Price (Continued) Total Evaluated Price (Continued):
• Fixed Fee will be based on the offeror’s proposed fixed fee (will not be adjusted for realism).
• The government will utilize its Total Evaluated Price for purposes of the Best Value Tradeoff, unless the TEP is less than the TPP, in which case a tradeoff will be made using the TPP.
Administrative Completeness:
Each offeror’s proposal will be evaluated to determine whether or not the offeror provided items i. – xvi. (Section M.B.3.0 of the RFP).
Typical Proposal Shortfalls
• Proposal Instructions are not followed o Information not provided as requested
• Statements in the proposal are not well supported
