About this file
This document provides an amendment to a solicitation for Production Support Services in support of Fleet Readiness Center Southeast aboard Naval Air Station Jacksonville, FL and its remote sites. The amendment includes responses to industry questions regarding past performance citations and dollar values, submission timelines for past performance questionnaires, corporate experience requirements, and estimated overtime hours. Specifically, the amendment clarifies that the total contract value is requested in row 10, while only the value pertaining to production support services is requested in row 11. It also states that the original June 22nd deadline for submitting past performance questionnaires was not reset by the amendment. Clarification is provided regarding corporate experience requirements and the ability to incur overtime hours outside of normal working hours if workload demands it.

Establishing
Dollar Value of Production

N6134020R0020-
Section L, Part B, 1.3g
14 of
Row 11 instructions say in part “This estimate is exclusively Production
Support Services. Should an offeror submit a contract that encompasses more than
Production Support Services, only the Contract Line Item
Numbers that encompass
Production Support Services will be considered in the
Magnitude assessment.”
In the corresponding
Summary Table at Row 11 of
Section L, Part B, 1.2a, the phrase “Only Production
Support Services” was deleted in Amendment 0002.
It seems that the Government is asking for the total
Contract Dollar Value in
Row 10 but only the Dollar
Value that corresponds to
Production Support Services in Row 11, and that the elimination of the phrase
“Only Production Support
Services” in Row 11 of the
Summary Table was extraneous and misleading. Is this a correct interpretation?
Based on the criteria, the government is looking at the monthly average of the total dollar amount that includes Production
Support Services. Row 10 is the total value of the contract but Row 11 specify the value of the work the potential offeror and/or PTM performed on that PP record. For example, the PP record total value may be $10M
(ROW 10) but they only performed $2M (ROW
11).

The amendment does not constitute a reset of the 14 days for submission of
PPQ requests. The solicitation release dated is

The offeror shall include instructions for its customers to send completed questionnaires within two weeks of the customer’s receipt of the questionnaire to
Carley.Galloway@navy.mil and
Michael.Davis15@navy.mil.
The government will not evaluate an offeror’s submitted Past Performance
Questionnaires that do not meet the criteria set forth in this instruction.
Does the amendment constitute a reset of the 14 days for submission of PPQ requests or does the June 12 date in block 5 of the original solicitation still stand as the start of the 14 days?

L3
Is the L3 Cost or Price
Summary sheet correct as it relates to overtime hours for
Norfolk Oceana on CLIN
0004 OT and 1004 OT?
There are 150 hours for
Warehouse Specialist, but there are no straight time hours for Warehouse
Specialist on CLIN 0003 or
1003 ST.
The estimated labor hours are based on actuals and other considerations.
Overtime can be incurred
IAW with SOW paragraph“3.1.4.1.6
OVERTIME: The contractor’s response to all work requests shall be continual, excluding lunch and scheduled breaks. The contractor shall provide
PSS after regular working hours, evenings, and weekends, based on the specific needs of the
FRCSE. Overtime, if and when required, will be requested and monitored by the COR and will be reimbursed IAW the terms of this contract. Overtime will be determined by mandatory completion dates or when workload exceeds present manpower staffing levels.”
Overtime can incurred if the hours were performed outside of regular hours.
