Round 4 (R4) Responses to Questions Submitted Regarding the TDPC R4.1 Question: Will the Navy require Oral presentations for the TDPC Proposal?

R4.1 Answer: The Navy anticipates a separate oral presentation for each Functional Area an offeror proposes to. If an offeror proposes to more than one functional area, the orals for that offeror will be scheduled all in the same day.

R4.2 Question: Has a date been set for the Pre-Solicitation conference?

R4.2 Answer: The Conference is tentatively scheduled for February 8, 2011. Interested parties are cautioned that this date is subject to change. The Government will provide further conference details via this web site once this date is solidified.

R4.3 Question: Will you entertain an office visit to discuss the impact from the recent DOD OCI Directives that we have seen in the last few months?

R4.3 Answer: The Government has determined that it is impractical to have one-on-ones with all the TDPC interested parties, therefore the Government declines your offer to meet. If your firm has specific comments or questions regarding the impact of the recent DOD OCI directives, as they relate to the TDPC effort, please submit them in writing and we will do our best to address your comments.

R4.4 Question: I have read all of the drafts, and all of the schedules and all of the questions and answers provided, reference this opportunity. I would like the opportunity to come to your offices and convince you and your technical experts to change the stated Past Performance limitations. As it stands, the answer to question number 23 of the initial questions and answers would preclude my company from bidding. I can certainly explain and provide demonstrations of courseware that refute the government's decision to ignore companies that have only higher education past performance. With my arrival in the company, we have started targeting DoD work. It appears that we will have our first set of contracts awarded to us this month that do deliver distributed learning to military learners, but those contracts will be on-going versus completed by the time this opportunity comes out. Our experiences in over 2000 colleges and universities and our hundreds of thousands of students...coupled with our recent staff acquisitions of experienced prior service training development staff members should be considered. I would very much appreciate the opportunity to come visit and spend an hour showing you and your stakeholders why I SHOULD be allowed to compete for this work.

R4.4 Answer: The response to question 23 provides some insight into what the Government will consider relevant to the effort based on our mission at NAWCTSD. We are not precluding any qualified company from competing for this effort. Having said that, the mission of NAWCTSD is to be the principal Navy center for research, development, test and evaluation, acquisition and product support of training systems. The NAWCTSD mission is limited to training systems whereas the mission of education is assigned to the Naval Education and Training Command in Pensacola, Florida. NETC is the sole Naval command assigned the educational mission within the Navy and their responsibilities include all boot camp, "A" schools, "C" schools, and "F" courses as well as the Navy College Program, Navy Post Graduate School, War College and high school/college ROTC programs.

NAWCTSD, based on their mission, function and role acquires only training solutions. Consequently, the TDPC is limited to acquiring only training products and solutions. All support of education and educational products is under the purview of NETC by OPNAV policy. At Industry Day the TDPC team briefed that the evaluation would examine the Past Performance, Experience, Technical Approach and Cost. Past Performance and Experience will evaluate contracts that are relevant to the scope of the TDPC -- training products and solutions. Because the scope of the TDPC is training products and solutions only, educational experience is less relevant to the TDPC and to the Experience and Past Performance evaluation factors. Nothing in this solicitation precludes companies that have only higher education past performance, including your company, from proposing on this procurement and we welcome your participation in this procurement.

With regards to your offer to visit with us and "convince you and your technical experts to change the stated Past Performance limitations", the Government must decline the offer. Due to time constraints and limited resources the Government has already determined that one-on-one visits with interested companies are impractical. To re-emphasize, nothing in the contemplated evaluation criteria would preclude a company, including your company, from submitting a proposal. The only rule that would preclude a company from submitting a proposal is that only small businesses can submit for the Small Business Set-aside portion of the Multiple Award Contract.
