About this file

This is a personnel qualifications attachment for Solicitation N5523626R0007, an HM&E FTA Support contract, specifying mandatory labor mix requirements and staffing allocations across base year and four option years.

The solicitation requires offerors to propose a labor mix meeting specific hour allocations across two labor categories: Regular ST and OT Labor (CLINs 0001, 0002, 1001, 1002, 2001, 2002, 3001, 3002, 4001, and 4002) and Surge ST and OT Labor (CLINs 0003, 0004, 1003, 1004, 2003, 2004, 3003, 3004, 4003, and 4004). Regular labor totals 199,680 straight-time hours and 9,595 overtime hours annually across all contract years, while surge labor provides 34,560 straight-time hours and 1,710 overtime hours annually. The mandatory labor mix includes two key personnel positions (Program Manager and Data Scientist II, each at 1,920 hours), along with Administrative Assistant, Engineering Technicians III through VI at varying levels, Senior Engineer, and Junior Engineer roles. Qualifications for Engineering Technician positions III through VI are defined by Department of Labor Wage Determination standards accessible via the Service Contract Act Directory of Occupations. Professional categories (Data Scientist II, Program Manager, Senior Engineer, and Junior Engineer) are defined by eCRAFT labor category descriptions, with detailed role responsibilities provided. Offerors must comply with Section B hours and the mandatory labor mix; proposals failing to meet required hours or containing material deviations from the prescribed labor mix will be treated as non-responsive. The Government will only adjust minor, immaterial deviations (rounding differences) and will not make adjustments resulting in downward cost changes. All labor hours remain constant across the base year and four option years.

If an Offeror’s proposal deviates from the mandatory labor mix, the Government will adjust the Offeror’s proposed labor mix to the solicitation’s mandatory labor mix, provided the deviation is minor and immaterial (i.e. rounding differences in the proposal.) If the deviation is deemed material, the Government will treat such deviations as non-responsive as well. Moreover, the Government will not make any labor mix adjustments that would result in a downward cost adjustment.
