About this file
This is a Department of Defense Contract Security Classification Specification (DD Form 254) for a follow-on classified contract with the Southwest Regional Maintenance Center (SWRMC) located in San Diego, California. The solicitation number is N5523626R0007 with a due date of September 11, 2026, and the contract follows a preceding contract numbered N5523622F3000. The form establishes security requirements for contractor personnel requiring a Secret facility security clearance (FCL) with no safeguarding required at the contractor facility itself.
The contract requires contractor personnel to have access to classified information only at government facilities, with specific provisions for SIPRNET access on-site only and derivative classification authority. Personnel must maintain valid SECRET clearances verified in DISS, complete annual derivative classification training, and comply with Operations Security (OPSEC) measures as defined in SWRMCNOTE 5510. The contractor must also establish and maintain an Insider Threat Program (InTP) per DoDI 5205.16, manage Controlled Unclassified Information (CUI) per DoDI 5200.48 and DFARS 252.204-7012, complete mandatory annual training including DOD Cyber Awareness Challenge and DON derivative classification, maintain Common Access Cards (CACs) with current background investigations, and report all cyber incidents via the DIBNet portal. Additional requirements include SAAR-N form completion for logical access, adherence to local facility security policies, prohibited removal of classified information without written authorization, and immediate reporting of employee terminations to the Contracting Officer Representative (COR). The primary point of contact is Melisa Aguon at SWRMC, with security coordination through Milton Connery, Assistant Activity Security Manager.
