About this file
This document is Attachment S-3 to the HM&E FTA Support Solicitation N5523626R0007, establishing mandatory personnel qualifications and labor mix requirements for the contract.
The solicitation requires offerors to propose a specific labor mix allocation across two categories of labor: Regular ST and OT Labor (CLINs 0001, 0002, 1001, 1002, 2001, 2002, 3001, 3002, 4001, and 4002) and Surge ST and OT Labor (CLINs 0003, 0004, 1003, 1004, 2003, 2004, 3003, 3004, 4003, and 4004). For Regular Labor, the mandatory staffing includes: 1 Program Manager (key personnel) at 1,920 hours annually; 1 Administrative Assistant at 3,840 hours; Engineering Technicians III-VI totaling 166,720 hours; Senior Engineer at 9,600 hours; Junior Engineer at 7,680 hours; and Scientist Level II (key personnel) at 1,920 hours, for a total of 199,680 regular hours per contract year with an additional 9,595 overtime hours. For Surge Labor, Engineering Technician III is allocated 34,560 straight-time hours and 1,710 overtime hours annually. All allocations remain constant across the Base Year and Option Years 1-4. The document specifies that years of relevant professional experience must be calculated based on the proposal due date, key personnel must be identified, and deviations from the mandatory labor mix will result in proposal rejection unless deemed minor rounding differences. The document references Department of Labor wage determinations for Engineering Technician positions and provides general labor category descriptions for the Program Manager, Senior Engineer, Junior Engineer, and Scientist Level II positions, focusing on their roles supporting Navy programs.

The Offeror’s proposed staffing shall comply with the Section B hours and the above mandatory labor mix. The Government will treat offers that fail to propose the required Section B hours as non-responsive. If an Offeror’s proposal deviates from the mandatory labor mix, the Government will adjust the Offeror’s proposed labor mix to the solicitation’s mandatory labor mix, provided the deviation is minor and immaterial (i.e. rounding differences in the proposal.) If the deviation is deemed material, the Government will treat such deviations as non-responsive as well. Moreover, the Government will not make any labor mix adjustments that would result in a downward cost adjustment.
