About this file
This is an attachment to a federal contract solicitation that specifies mandatory personnel qualifications and labor mix requirements for the HM&E FTA Support Solicitation N5523626R0007.
The document establishes detailed labor hour allocations across nine labor categories for both regular and surge staffing. For regular straight-time and overtime labor (CLINs 0001, 0002, 1001, 1002, 2001, 2002, 3001, 3002, 4001, and 4002), the solicitation requires a total of 199,680 straight-time hours and 9,595 overtime hours annually across all five contract years (base year plus four option years). The labor categories include Program Manager (1,920 hours), Administrative Assistant (3,840 hours), Engineering Technicians III through VI, Senior Engineer, Junior Engineer, and Scientist Level II. Surge staffing (CLINs 0003, 0004, 1003, 1004, 2003, 2004, 3003, 3004, 4003, and 4004) requires 34,560 straight-time hours and 1,710 overtime hours annually, comprised solely of Engineering Technician III positions. The Government will treat proposals that fail to meet Section B hours or deviate materially from the mandatory labor mix as non-responsive. Minor deviations attributed to rounding differences may be adjusted by the Government, provided such adjustments do not result in downward cost adjustments. Offerors must propose staffing that complies with both the specified hours and the mandatory labor category allocation, with individual experience calculated based on the proposal due date.

The Offeror’s proposed staffing shall comply with the Section B hours and the above mandatory labor mix. The Government will treat offers that fail to propose the required Section B hours as non-responsive. If an Offeror’s proposal deviates from the mandatory labor mix, the Government will adjust the Offeror’s proposed labor mix to the solicitation’s mandatory labor mix, provided the deviation is minor and immaterial (i.e. rounding differences in the proposal.) If the deviation is deemed material, the Government will treat such deviations as non-responsive as well. Moreover, the Government will not make any labor mix adjustments that would result in a downward cost adjustment.
