GOVERNMENT RESPONSE: Yes. This is a requirement per DFARS subpart 217.71.

CONTRACTOR QUESTION 6: Is ABR/MSRA a requirement?

CONTRACTOR QUESTION 5:

Is the Contractor allowed to reference multiple task orders under a single contract, as a single (1) past performance example. Or, do individual task orders count as individual past performance references?

GOVERNMENT RESPONSE: Reference individual task order for past performance. Each "effort" is counted as one reference.

CONTRACTOR QUESTION 1:

Is the Table of Contents requested on RFP page 91 considered part of Volume I - Cover Letter? If yes, is the Table of Contents included in the 3 page limit for the cover letter?

GOVERNMENT RESPONSE: The Table of Contents is included in Volume I, but does not count against the page limit.

CONTRACTOR QUESTION 2:

Section L, page 94 specifies that the sections for LOT II (i) Organization/Management and (ii) Manpower Resources and Capabilities are the same as LOT I. Should the contractor repeat the information provided in proposal paragraphs 1.1-1.8, or will the Government allow the Contractor to make a statement referencing the previous sections?

GOVERNMENT RESPONSE: The Contractor may make a statement referencing the previous sections.

GOVERNMENT RESPONSE: The following changes have been made: "(2.1-2.12)."

CONTRACTOR QUESTION 3:

Page 94 states "Same as Lot I. see above Manpower Resources and Capabilities LOT I (2.1-2.13)." With the paragraph structure provided by the Government in Section L, there is no Section 2.13; LOT I stops at Section 2.12. Please clarify if this is correct, or if there should be a Section

2.13 included with the proposal.

CONTRACTOR QUESTION 4:

Does the Office Space described for the LOT I and LOT II requirements need to be different (i.e. two separate spaces), or can the Contractor provide one office space for both lots? Further, if the same office space can be used for both lots, does the Offeror need to repeat the office space information in each section, or is it allowable to reference the LOT I Office Space section when discussing LOT II Office Space?

GOVERNMENT RESPONSE: Contractor can provide one space for both; space must be able to accommodate the combined requirements if a single space is provided. Contractor may reference Lot I statement.

CONTRACTOR QUESTION 7: Section "B" indicates that Contractor provide a FFP Unit Price for Base Year and each Option Year, however, Section L, nor Section M address Cost Proposal requirements or Pricing evaluation considerations. Could the Government please clarify?

GOVERNMENT RESPONSE: Section B includes the CLIN structure to be used in delivery orders. Please review Section L, Important Notes: "7. Price proposals are not required and will not be evaluated as part of this solicitation." Price will be requested and evaluated at the delivery order level.

CONTRACTOR QUESTION 8: Section J, paragraph C identifies a total of 17 Attachments, however only Attachments J10 - J-16 were posted on FEDBIZOPS. Could the Government post Attachments J1 - J9?

GOVERNMENT RESPONSE: Attachments J1-J9 have now been attached, along with a slight numbering change.

CONTRACTOR QUESTION 9: Page 20, Dockside Slips calls for slips capable of docking 2 each 78'MK VI boats, 2 each 135' LCUs, and 2 each 205' barges. Page 94, para. 3.10 calls for slips capable of docking 2 85' MK VI boats and 2 135' LCUs, with no requirement listed for the 205' barges. This is inconsistent; please clarify this slip requirement.

GOVERNMENT RESPONSE: The following change have been made:

"Dockside slips capable of docking two (2) 78ft MK VI Patrol Boat, 5

ft. draft, two (2) 135ft LCUs, 10 ft. draft, and two (2) barges 205 ft.

and 55 ft. draft, 640 Long tons."

CONTRACTOR QUESTION 10: Page 64 notes that successful offerors are required to have an MSRA or an ABR number "before a delivery orders can be awarded." There is no requirement in Section L for offerors to provide their MSRA or ABR certification data. Please clarify. Shouldn't offerors be required to provide objective evidence of having an existing MSRA or ABR in effect as part of their offer?

GOVERNMENT RESPONSE: Offerors are not required to provide evidence of MSRA or ABR as part of the proposal. Clause 52.252-4 (Alterations in Contract) under "Ordering Work," does state "All successful awardees shall provide the MSRA or ABR number before a delivery order can be awarded." However, Section L requirements are for the base contract, and does not include this language.

CONTRACTOR QUESTION 11: Please clarify. Is it the case that offerors may bid on (1) Lot I independently, or (2) Lot II independently, or (3) Lot I and Lot II combined?

GOVERNMENT RESPONSE: Yes, offerors may submit proposals for work on either or both Lot I and/or Lot II requirements.

CONTRACTOR QUESTION 12: The RFP, on page 20, page 94, and page 105 refers variously to 78' MK VI vessels, 85" MK VI vessels, and 82" MK V vessels … please clarify this requirement.

GOVERNMENT RESPONSE: The following changes have been made: Change pg. 20, b. Dockside Slips. Dockside slips capable of docking two (2) 78ft MK VI Patrol Boat (144,000 lbs. each), 5 ft. draft, two (2) 135ft LCUs, 10 ft. draft (470,000 lbs. each, and two (2) barges 205 ft. and 55 ft. draft, 640 long tons (each).

Change pg. 20, c. services. f. ...minimum of two (2) 78ft MK VI Patrol Boat (144,000 lbs. each), 5 ft. draft, two (2) 135ft LCUs, 10 ft. draft (470,000 lbs. each, and two (2) barges 205 ft. and 55 ft. draft, 640 long tons (each) simultaneously...

Change pg. 21, first paragraph, ...work two (2) 78 ft. MK VI Patrol Boats simultaneously...

Change pg. 94, 3.10.1 Dockside slips capable of docking two (2) 78ft MK VI Patrol Boat (144,000 lbs. each), 5 ft. draft, two (2) 135ft LCUs, 10 ft. draft (470,000 lbs. each, and two (2) barges 205 ft. and 55

ft. draft, 640 long tons (each)...

Change pg.95, 3.12.3. Removal of craft from water to include marine railway, dry dock, travel lift or similar lifting capability or access to similar lifting capability or some combination thereof to allow work on a minimum of two (2) 78ft MK VI Patrol Boat (144,000 lbs. each), 5 ft.

draft, two (2) 135ft LCUs, 10 ft. draft (470,000 lbs. each, and two (2) barges 205 ft. and 55 ft. draft, 640 long tons (each) simultaneously out of the water. The contractor shall have the capability to work two (2) 78 ft. MK VI Patrol Boats simultaneously under cover in a controlled environment so as not to prevent progress during inclement weather.

CONTRACTOR QUESTION 21: At the present time there are no less than four large multi-year/multi vessel IDIQ and or SLEP RFP's issued to the industry from various Government agencies, all with proposal due dates within the same two to three week periond in February, 2019. As small businesses with smaller staffs, it is difficult to respond competetively in a timely fashion to all RFP's as each Government agency wants different information in different formats. In order to allow us to prepare all responses to all RFP's with our most competetive offers, please extend the proposal due date for this solicitation by at least fifteen (15) business days.

GOVERNMENT RESPONSE: The Government recognizes the requirements from other agencies but does not plan to extend the solicitation at this time.

CONTRACTOR QUESTION 22: Volume II, LOT I, Section i, sub-paragraph 1.4.4. appears to be a "generic" statement which actually encompasses paragraphs 1.4.1., 1.4.2., and 1.4.3. as as various stages of "emergent requirements". Is it necessary to address 1.4.4. separately since it applies to each of 1.4.1., 1.4.2., and 1.4.3.?

GOVERNMENT RESPONSE: No, they can be answered as one statement.

CONTRACTOR QUESTION 19: The terms (section titles) used for identifying the different sections of the proposal in Section L of the solicitation do not match the terms (section titles) used in Section M.

Section L uses the terms (section titles) Volume I, Volume II, and Volume III. Section M uses the terms (section titles) Factor and Subfactor. Which terms (section titles) are we to use for proposal submission?

GOVERNMENT RESPONSE: The titles in Section L, "Instructions to Offerors" should be used when submitting proposals.

CONTRACTOR QUESTION 20: Based on the outline in Table 1 provided by the Government in Section L, Paragraph 5.0, Page 91 of 108, Contractor assumes that each Volume can/will address both LOTs I and II, i.e only one Volume I (Cover Letter), only one Volume II covering both LOTs I and II, and only one Volume III covering both LOTs I and II. Please confirm or clarify.

GOVERNMENT RESPONSE: The Government confirms the use of one (1) Volume I, II, III, and IV to submit proposals addressing both LOT I and LOT II requirements.

CONTRACTOR QUESTION 14: No requirement for Electrical Shop capabilities is included in this list. Please clarify .. Perhaps this is an omission?

GOVERNMENT RESPONSE: The following changes have been made: Pg. 94 Add 3.5.9. Electrical: Installing and checking out wiring, cabling, controllers, switchboards, equipment, motors (including motor rewind and repair), lighting, communications, telephones, solenoids, switches and metering.

CONTRACTOR QUESTION 18: The Proposal Format does not give instructions on how to submit the completed Solicitation, Standard Form 33, or what section of the proposal to include it in. Please provide appropriate instructions for method of submittal and required location for submittal of the completed SF 33 and associated solicitation within the proposal.

GOVERNMENT RESPONSE: See Solicitation Update 2, Section L.

Volume IV has been included for the submission of signed SF-33 and required fill-ins.

CONTRACTOR QUESTION 15: RFP references to J-12, J-13 and J-14 do not appear to be accurate / consistent; please clarify.

GOVERNMENT RESPONSE: Attachment numbering has been fixed.

CONTRACTOR QUESTION 16: There is no "J" Attachment for the purpose of pricing CLINs 1001, 2001, 3001 AND 4001. Please provide.

GOVERNMENT RESPONSE: Please refer to Question 7: "Please review Section L, Important Notes: '7. Price proposals are not required and will not be evaluated as part of this solicitation.'"

CONTRACTOR QUESTION 17: Is the requirement for MSRA/ABR an either or both requirement?

GOVERNMENT RESPONSE: The Government requires a certification of either MSRA or ABR. To have both is acceptable as well.

CONTRACTOR QUESTION 29: For LOT I craft responses only - can you advise which of the requirements in NSI 009-72 will be required of small business boat yards that anticipate all Government craft being kept in an enclosed, alarmed facility. For example, if all craft are to be stored and worked on within an enclosed, alarmed facility is the 24 hr armed guard, lockable fencing and 100 ft restricted area still required? Will keeping these craft in an enclosed, alarmed facility also eliminate any other RAM procedures listed in the NSI?

GOVERNMENT RESPONSE: Minimum requirements are 24-hrous security and lockable fence. To clarify, vessels do not have to be kept indoors in a lockable building.

CONTRACTOR QUESTION 30: All successful awardees shall provide the MSRA or ABR number before a delivery order can be awarded. Please advise if the MSRA or ABR number will be provided at contract award or if MSRA/ABR must be in place separately from this project.

GOVERNMENT RESPONSE: Please see Question 10. "All successful awardees shall provide the MSRA or ABR number before a delivery order can be awarded."

CONTRACTOR QUESTION 27: Usually the SF33 is required to be completed and submitted in the pricing volume. Since a pricing volume is not required, is the SF33 still required? Should it be included in Volume I Cover Letter?

GOVERNMENT RESPONSE: Please see answer to Question 18.

CONTRACTOR QUESTION 28: Can you advise what changes were incorporated into the Update 1 Solicitation?

GOVERNMENT RESPONSE: The Government made changes explicitly stated in the "Government Response" to questions 3, 8, 9, 12, 13, 14, and 15.

CONTRACTOR QUESTION 25: Which Web Applications are anticipated to be required?

GOVERNMENT RESPONSE: Navy Maintenance Database- Replatform (NMD-R), Electronic Departure from Specification (eDFS).

CONTRACTOR QUESTION 26: Solicitation Page 90 of 108 1st paragraph – “All company letterheads and logos . . . are to be removed from all paper used in the offer.

Does this include the Cover Letter for Volume I?

Can binder covers be used, without logo but still include Bidder’s name/address while also providing the required information (i.e. Volume, Proposal Category, etc.)?

GOVERNMENT RESPONSE: Language related to "All company letterhead and logos . . are to be removed . . ." includes the Cover Letter. Binder covers are permitted to provide required information.

CONTRACTOR QUESTION 23: The third (3rd) paragraph under 6.0 Proposal Contents makes reference to the "Statement of Work". Is the government refererring to Section C of the RFP titled "Scope of Work"?

GOVERNMENT RESPONSE: Yes, the Government's use of "Statement of Work" in Section L is the same as Section C's "Scope of Work"

CONTRACTOR QUESTION 24: LOT I, Section iii - Facilities, sub-paragraph 3.6.1., and LOT II, Section iii - Facilities, sub-paragraph 3.14.1.

both refer to "Decks" as part of Office Space. Should subject be "Desks" not "Decks"?

GOVERNMENT RESPONSE: Yes, the Government has made those changes in most recent Amendment, Solicitation Update 2.

CONTRACTOR QUESTION 39: Can the government clarify the rationale for restricting personal employee cellphones for working on Boat Lot I repairs?

GOVERNMENT RESPONSE: 1. Protect government and contractor proprietary information and applicable proprietary procedures; 2.

Personnel safety when working with and around heavy equipment and general workplace safety.

CONTRACTOR QUESTION 40: Section C - specifications does not mention the requirement for an ABR for Boat Lot I, nor was it a requirement of the previous IDIQ contracts. However the ORDERING WORK section states that awardess must provide their ABR number prior to issuance of a delivery order. This requirement appears to limit the participation of new small business boat yards, favoring established ship yards with MSRAs. Can the government clarify the requirement?

GOVERNMENT RESPONSE: Please see Questions 6 and 10.

CONTRACTOR QUESTION 37: states that negotiated price for materials for additional work is the "proposed or invoice price for actual materials plus transportation." As overhead and G&A are allowable costs, will these be allowed as part of the "proposed material pricing" submitted?

GOVERNMENT RESPONSE: Yes, it may be allowed.

CONTRACTOR QUESTION 38: For companies bidding Boat Lot I, where there is zero chance that a price adjustment will reach the $750K limit, will the government waive the requirement for small business submission of certified cost or pricing data as is allowed in the stated and referenced FAR? Additionally, as a FFP IDIQ, with adequate price competition, shouldn't this be waived?

GOVERNMENT RESPONSE: This portion of the solicitation refers to Other Than Certified Cost and Pricing Data. There will be no waiver for Other Than Certified Cost and Pricing Data.

CONTRACTOR QUESTION 35: NSI 009-97 referenced is listed as "Cancelled" in FY-19 NSI document, please clarify.

GOVERNMENT RESPONSE: The Government will delete 009-97 and replace with "IAW federal, state and local emission standards requirements."

CONTRACTOR QUESTION 36: This clause references NSI 009-72 for security procedures related to Navy Vessels/ships that are listed in the Naval Vessel Register. None of the small craft under Boat Lot I are afforded the security protocols under Navy standing policy. Certainly not the use of armed lethal force for the protection of boats (per US Fleet Forces Command). Can the government clarify the expectations for Boat Lot I security requirements for small craft (trailerable boats) that will be inside a locked facility during overhauls?

GOVERNMENT RESPONSE: Please refer to Government Response to question 29.

CONTRACTOR QUESTION 33: NSI 009-102 referenced is listed as "Cancelled" in FY-19 NSI document, please clarify.

GOVERNMENT RESPONSE: The Government will delete 009-102 and replace with 009-21.

CONTRACTOR QUESTION 34: states need for office space for 3 government personnel for duration of task order - will government personnel be permanently working from our facility during a task order for Boat Lot I work?

GOVERNMENT RESPONSE: Government personnel will work in contractor's facility for the duration of the contract unless otherwise specified.

CONTRACTOR QUESTION 31: NMDR is used for ship repair and does not apply to boat refurbishment. Will the government clarify the use of

NMD (NMDR)?

GOVERNMENT RESPONSE: The plan is to transition to NMD-r, however, at this time we only require the bidders have NMD-r access and capabilities when requested by the government.

CONTRACTOR QUESTION 32: NSI 009-94 referenced is listed as "Cancelled" in FY-19 NSI document, please clarify.

GOVERNMENT RESPONSE: The Government will remove 009-94 and replace with "009-02 and federal, state and local environmental requirements."

draft, 640 long tons. To our knowledge, there are no barges in the Navy small boat fleet that have a 55 ft. draft. Please clarify.

GOVERNMENT RESPONSE: Barge draft corrected in Solicitation Rev. 0002

CONTRACTOR QUESTION 42: Section L, paragraph 6.0 Proposal Contents, VOLUME I: Cover Letter, the second bulleted item - inclusion of Volume Number (I, II, III) in the Cover Letter - Since the Cover Letter is a separate VOLUME (I) in itself, we don't understand the requirement.

Are we to include a different Cover Letter for each of VOLUMES II and III, for a total of three (3) Cover Letters? Please explain/clarify the requirement.

GOVERNMENT RESPONSE: To clarify, there is a requirement for a Cover Letter and Table of Contents in each Volume. Solicitation has been revised to reflect this.

CONTRACTOR QUESTION 43: Section L, 6.0, VOLUME II, LOT II, page 96 of 108 - paragraphs 3.13.6 and 3.13.10 are duplicates for Electrical Shop facilities. Shouldn't one of these be deleted?

GOVERNMENT RESPONSE: Government will delete 3.13.10. See update in most recent solicitation.

CONTRACTOR QUESTION 44: Note 1 at the bottom of page 98 of 108 (continuing to top of page 99 of 108), and Note 2 following on page 99 of 108, require the Offeror to make statements regarding Property Management System and Conflict of Interest respectively. Where in the proposal should these statements be included?

GOVERNMENT RESPONSE: Contractor must provide these statements in the Technical Proposal (Organization/Management).

Government has revised Note 1 and Note 2 to clarify.

CONTRACTOR QUESTION 45: Please extend the cut-off date for question submittal as answers (not yet provided) to previously submitted questions may generate new/additional questions.

GOVERNMENT RESPONSE: Question period will not be extended.
