CONTRACTOR QUESTION 1:
the solicitation limits the shipcheck to Feb 1 thru Feb 5. Contrators and subs need sufficient time to review the specs and drawings prior to shipchecking. In addition we have had subcontractors that submitted their visit requests on feb 1 turned away today because the ship does not yet have their visit request. Please provide an additional ship check period thru
2/12/16.
GOVERNMENT RESPONSE:
Ship Check has been extended until 10 February 2016 see Amendment
0002.
CONTRACTOR QUESTION 2:
While reviewing the package, KTR has identified work item 612-11-002 is listed on the Item Index, but it is not provided in the package. Will the
Government be providing the missing work item or is this a canceled item?
If providing, KTR request an extention for the delay.
GOVERNMENT RESPONSE:
Work Item 612-11-002 was inadvertently left off of the Work
Specification Package CD, although it was listed in the index. Upon request, the Government will provide via email, Work Item 612-11-002.
To request this information, please send an email request to Morgan
Myrick, Contracting Officer, and Ted Nigro, Contract Specialist at
MARMC_NRFK_411_PROCUREMENT@navy.mil. The proposal due date remains unchanged.

CONTRACTOR QUESTION 21:
After careful review of the requirements of the Solicitation, the Contractor questions whether the existing work package can be accomplished within the solicited period of performance. The Contractor has developed an aggressive alteration-by-alteration schedule for the USS GETTYSBURG
SSRA and evaluated the practicability of executing in accordance with the schedule currently proposed. It is our assessment that despite an aggressive approach to scheduling, including potentially utilizing radical or novel approaches to achieve execution in such a manner as to reduce the duration of the required installations, we cannot generate an executable schedule that complies with the solicitation requirements. It appears the availability duration was established without due consideration of the requirement for extensive aluminum alterations / repairs which include 5xxx requirements and extensive containment considerations and their probable impact on vessel stability. Other factors affecting schedule include ingress / egress of material and manpower to/from multiple repair locations, limited work hours and the requirement to complete work 14 days in advance of the end of the period of performance. The Government's issuance of the solicitation requirements as written implies execution can be accomplished within the established period of performance. If the Government has an integrated schedule upon which it based the established period of performance, the Contractor requests that it be furnished to bidders.
Our scheduling details, approaches and detailed knowledge are proprietary and cannot be revealed in an open forum. Absent the Government furnishing its schedule for confirmation of the practicability of execution within the period of performance, we request a PRE-BID, offeror by offeror, fact-to-face meeting with Navy to facilitate dialog. This effort might extend the date for submission of bids, but we contend it would benefit all parties, most significantly the Government, as it considers the viability of various options for duration, scope, and compliance with 5xxx requirements to ensure a successful availability.
In summary, we request:
1) A copy of the Government's schedule driving the Period of Performance and/or,
2) A Pre-bid meeting to discuss technical concerns and production duration of each alteration as they relate to the overall performance of the solicited package.
3) An extension of the bid date commensurate with the time it will take to accomplish (1) and/or (2) and allow orderly preparation of a compliant proposal that is in the best interest of the Government.
GOVERNMENT RESPONSE:
The Government has amended the requirement to complete work fourteen (14) days in advance of the Availability Completion Date. To receive the revised Attachment J-3 Commencement & Completion
Dates and Milestones, please send an email request to Morgan Myrick and Ted Nigro at MARMC_NRFK_411_PROCUREMENT@navy.mil.
